If Harlan Girard is crazy, he doesn't act the
part. He is standing just where he said he
wouldbe,belowthePhiladelphiatrainstation's
WorldWarIImemorialasoaringstatueofa
wingedangelembracingafallencombatant,as
if lifting him to heaven. Girard is wearing
pressedkhakipants,expensivelookingleather
loafersandacrispbluebuttondown.Helooks
like a local businessman dressed for a casual
Fridayalocalbusinessmanwithawickedly
dark sense of humor, which had become
apparentwhenhesaidtolookforhimbeneath
"the angel sodomizing a dead soldier." At 70,
he appears robust and healthy not the
slightestbitdisheveledorunusuallooking.He
isalsocarryingabag.
Girard's description of himself is matteroffact, until he explains what's in the bag:
documents he believes prove that the government is attempting to control his mind. He
carriesthatblack,weatheredbageverywherehegoes."EverytimeIgoout,I'mprepared
tocomehomeandfindeverythingisstolen,"hesays.
The bag aside, Girard appears intelligent and coherent. At a table in front of Dunkin'
Donuts inside the train station, Girard opens the bag and pulls out a thick stack of
documents,carefullylabeledandsortedwithyellowstickynotesbearingneatblockprint.
Thedocumentsareanauthenticlookingmixofnewsstories,articlesculledfrommilitary
journals and even some declassified national security documents that do seem to show
thattheU.S.governmenthasattemptedtodevelopweaponsthatsendvoicesintopeople's
heads.
"It'sundeniablethatthetechnologyexists,"Girardsays,"butifyougotothepoliceand
say,'I'mhearingvoices,'they'regoingtolockyouupforpsychiatricevaluation."
Thethingthat'smissingfromhisbagthelackofwhichmakesithardtoproveheisn't
crazy is even a single document that would buttress the implausible notion that the
government is currently targeting a large group of American citizens with mindcontrol
technology. The only direct evidence for that, Girard admits, lies with alleged victims
suchashimself.
Andofthose,therearemany.
It's9:01P.M.whenthefirstpersonspeaksduringtheSaturdayconferencecall.
Unsure whether anyone else is on the line yet, the female caller throws out the first
question:"YougotgangstalkingorV2K?"sheasksnooneinparticular.
There'sashort,uncomfortablepause.

"V2K,reallybad.247,"amanreplies.
"Gangstalking,"anotherwomansays.
"Oh,yeah,jointheclub,"yetanothermanreplies.
Themembersofthisconfessional"club"arenotyourusualvictims.Thisisn'tagroupfor
alcoholics,drugaddictsorsurvivorsofchildhoodabusethepeopleconnectingonthecall
areselfdescribedvictimsofmindcontrolpeoplewhobelievetheyhavebeentargeted
by a secret government program that tracks them around the clock, using technology to
probeandcontroltheirminds.
ThecallersfrequentlyrefertothemselvesasTIs,whichisshortforTargetedIndividuals,
and talk about V2K the official military abbreviation stands for "voice to skull" and
denotesweaponsthatbeamvoicesorsoundsintothehead.Intheiresotericlexicon,"gang
stalking" refers to the belief that they are being followed and harassed: by neighbors,
strangersorcolleagueswhoareagentsforthegovernment.
Afewmore"hellos"areexchanged,interruptedbybeepssignalinglatearrivals:Billfrom
Columbus,BarbarafromPhiladelphia,JimfromCaliforniaandadozenorsoothers.
DerrickRobinson,theconferencecallmoderator,callsorder.
"It's five after 9," says Robinson, with the sweetly reasonable intonation of a latenight
radiohost."Maybeweshouldgoaheadandstart."
The idea of a group of people convinced they are targeted by weapons that can invade
their minds has become a cultural joke, shorthanded by the image of solitary lunatics
wearing tinfoil hats to deflect invisible mind beams. "Tinfoil hat," says Wikipedia, has
become "a popular stereotype and term of derision the phrase serves as a byword for
paranoiaandisassociatedwithconspiracytheorists."
In2005,agroupofMITstudentsconductedaformalstudyusingaluminumfoilandradio
signals. Their surprising finding: Tinfoil hats may actually amplify radio frequency
signals.Ofcourse,thetechstudentsmeantthestudyasajoke.
But during the Saturday conference call, the subject of aluminum foil is deadly serious.
TheMITstudyhadpromptedreneweddebatewhileafewTIsrealizeditwasajokeat
theirexpense,somesawthefindingsasanexplanationforwhytinfoildidn'tseemtostop
thevoices.Othersvouchedforthematerial.
"Tinfoil helps tremendously," reports one conference call participant, who describes
wrappingitaroundherbodyunderneathherclothing.
"Wheredoyouputthetinfoil?"amanasks.
"Anywhere,everywhere,"shereplies."Ievenputitinahat."
ATIinanonlinemindcontrolforumrecommendsaWebsitecalled"BlockEMF"(asin
electromagnetic frequencies), which advertises a full line of clothing, including
aluminumlined boxer shorts described as a "sheer, comfortable undergarment you can
wear over your regular one to shield yourself from power lines and computer electric
fields, and microwave, radar, and TV radiation." Similarly, a tinfoil hat disguised as a

regularbaseballcapis"smartandsubtle."
For all the scorn, the ranks of victims or people who believe they are victims are
speaking up. In the course of the evening, there are as many as 40 clicks from people
joiningthecall,andmuchlargernumbersparticipateintheonlineforum,whichhas143
members.Anotetherementioninginterestfromajournalistpromptedmorethan200e
mailresponses.
Until recently, people who believe the government is beaming voices into their heads
would have added social isolation to their catalogue of woes. But now, many have
discoveredhundreds,possiblythousands,ofothersjustlikethemallovertheworld.Web
sitesdedicatedtoelectronicharassmentandgangstalkinghavepoppedupinIndia,China,
Japan,SouthKorea,theUnitedKingdom,Russiaandelsewhere.Victimshavebegunto
host support meetings in major cities, including Washington. Favorite topics at the
meetingsincludelessonsonhowtobuildshields(theproverbialtinfoilhats),mediaand
PRtraining,andpossiblelegalstrategiesforoutlawingmindcontrol.
ThebiggesthurdleforTIsisgettingpeopletotaketheirconcernsseriously.Aproposal
madein2001byRep.DennisKucinich(DOhio)toban"psychotronicweapons"(another
commontermformindcontroltechnology)washailedbyTIsasagreatstepforward.But
thebillwaswidelyderidedbybloggersandcolumnistsandquicklydropped.
Doug Gordon, Kucinich's spokesman, would not discuss mind control other than to say
the proposal was part of broader legislation outlawing weapons in space. The bill was
laterreintroduced,minusthemindcontrol."Itwasnottheconcentrationofthelegislation,
whichiswhyitwastightenedupandredrafted,"wasallGordonwouldsay.
Unabletogarnermuchsupportfromtheirelectedrepresentatives,TIshavestartedtheir
ownPRcampaign.Andso,lastspring,theSaturdayconferencecallscenteredonplansto
holdarallyinWashington.A2005attemptatarallydrewafewdozenpeopleandwas
ultimately rained out the TIs were determined to make another go of it. Conversations
focused around designing Tshirts, setting up congressional appointments, fundraising,
creating a new Web site and formalizing a slogan. After some debate over whether to
focusongangstalkingormindcontrol,thegroupcameupwithacompromisesloganthat
coveredboth:"FreedomFromCovertSurveillanceandElectronicHarassment."
ConferencecallmoderatorRobinson,whosayshisgangstalkingbeganwhenheworked
at the National Security Agency in the 1980s, offers his assessment of the group's
prospects:Maybethisrallywouldn'tproducemuchpress,butit'safirststep."Iseethisas
amovement,"hesays."We'repickinguppeopleallthetime."
HarlanGirardsayshisproblemsbegainin1983,whilehewasarealestatedeveloperin
Los Angeles. The harassment was subtle at first: One day a woman pulled up in a car,
waggedherfingerathim,thenspedawayhesawpeoplerunningunderneathhiswindow
atnighthenoticedsomeofhisneighborsseemedtobewatchinghimheheardsomeone
movinginthecrawlspaceunderhisapartmentatnight.
Girard sought advice from this thengirlfriend, a practicing psychologist, whom he
declines to identify. He says she told him, "Nobody can become psychotic in their late
40s." She said he didn't seem to manifest other symptoms of psychotic behavior he
dressed well, paid his bills and, besides his claims of surveillance, which sounded
paranoid, he behaved normally. "People who are psychotic are socially isolated," he
recallshersaying.

Afterafewmonths,Girardsays,theharassmentabruptlystopped.Buttherespitedidn't
last. In 1984, appropriately enough, things got seriously weird. He'd left his real estate
careertoreturntoschoolattheUniversityofPennsylvania,wherehewasstudyingfora
master's degree in landscape architecture. He harbored dreams of designing parks and
public spaces. Then, he says, he began to hear voices. Girard could distinguish several
differentmalevoices,whichcamecompletewithamentalimageofhowthevoiceswere
being generated: from a recording studio, with "four slops sitting around a card table
drinkingbeer,"hesays.
Thevoiceswerecrassbutalsostrangelycourteous,addressinghimas"Mr.Girard."
Theytauntedhim.Theyaskedhimifhethoughthewasnormaltheysuggestedhewas
goingcrazy.Theyinsultedhisclassmates:Whenanoverweightstudentshowedupfora
field trip in a white raincoat, they said, "Hey, Mr. Girard, doesn't she look like a
refrigerator?"
Six months after the voices began, they had another question for him: "Mr. Girard, Mr.
Girard.Whyaren'tyoudeadyet?"Atfirst,herecalls,thevoiceswouldspeakjusttwoor
threetimesaday,butitescalatedintoanearconstantcacophony,oftenaccompaniedby
severepainalloverhisbodywhichGirardnowattributestodirectedenergyweapons
thatcanshootinvisiblebeams.
Thevoicesevensuggestedhowhecouldfigureoutwhatwashappeningtohim.Hesays
they told him to go to the electrical engineering department to "tell them you're writing
science fiction and you don't want to write anything inconsistent with physical reality.
Thentellthemexactlywhathashappened."
Girard went and got some rudimentary explanations of how technology could explain
someofthethingshewasdescribing.
"Finally, I said: 'Look, I must come to the point, because I need answers. This is
happeningtomeit'snotsciencefiction.'"Theylaughed.
Hegotthesameresponsefromfriends,hesays."Theyregardedmeascrazy,whichisa
humiliatingexperience."
Whenaskedwhyhedidn'tconsultadoctoraboutthevoicesandthepain,hesays,"Idon't
dare start talking to people because of the potential stigma of it all. I don't want to be
treateddifferently.HereIwasinPhiladelphia.Somethingwasgoingon,Idon'tknowany
doctors...Iknowsomebody'sdoingsomethingtome."
Itwasastruggletograduate,hesays,buthewasdetermined,andhepersevered.In1988,
thesameyearhefinishedhisdegree,hisfatherdied,leavingGirardaninheritancelarge
enoughthathedidnothavetowork.
So, instead of becoming a landscape architect, Girard began a fulltime investigation of
what was happening to him, often traveling to Washington in pursuit of government
documents relating to mind control. He put an ad in a magazine seeking other victims.
Onlyafewpeopleresponded.Butovertheyears,ashemetmoreandmorepeoplelike
himself,hegrewconvincedthathewaspartofwhathecallsan"electronicconcentration
camp."
Whathewasfindingonhisresearchtripsalsobuttressedhisbelief:Girardlearnedthatin
the 1950s, the CIA had drugged unwitting victims with LSD as part of a rogue mind

controlexperimentcalledMKULTRA.HecameacrossreferencestotheCIAseekingto
influencethemindwithelectromagneticfields.Thenhefoundreferencesinanacademic
researchbooktoworkthatmilitaryresearchersatWalterReedArmyInstituteofResearch
haddoneinthe1970swithpulsedmicrowavestotransmitwordsthatasubjectwouldhear
in his head. Elsewhere, he came across references to attempts to use electromagnetic
energy,soundwavesormicrowavebeamstocausenonlethalpaintothebody.Forevery
symptomheexperienced,hebelievedhefoundreferencestoaweaponthatcouldcauseit.
HowmuchoftheresearchGirardciteschecksout?
Concerns about microwaves and mind control date to the 1960s, when the U.S.
government discovered that its embassy in Moscow was being bombarded by lowlevel
electromagnetic radiation. In 1965, according to declassified Defense Department
documents, the Pentagon, at the behest of the White House, launched Project Pandora,
topsecret research to explore the behavioral and biological effects of lowlevel
microwaves. For approximately four years, the Pentagon conducted secret research:
zapping monkeys exposing unwitting sailors to microwave radiation and conducting a
host of other unusual experiments (a subproject of Project Pandora was titled Project
Bizarre). The results were mixed, and the program was plagued by disagreements and
scientificsquabbles.The"Moscowsignal,"asitwascalled,waseventuallyattributedto
eavesdropping,notmindcontrol,andPandoraendedin1970.Andwithit,themilitary's
research into socalled nonthermal microwave effects seemed to die out, at least in the
unclassifiedrealm.
Buttherearehintsofongoingresearch:AnacademicpaperwrittenfortheAirForcein
themid1990smentionstheideaofaweaponthatwouldusesoundwavestosendwords
intoaperson'shead."Thesignalcanbea'messagefromGod'thatcanwarntheenemyof
impendingdoom,orencouragetheenemytosurrender,"theauthorconcluded.
In2002,theAirForceResearchLaboratorypatentedpreciselysuchatechnology:using
microwavestosendwordsintosomeone'shead.Thatworkisfrequentlycitedonmind
controlWebsites.RichGarcia,aspokesmanfortheresearchlaboratory'sdirectedenergy
directorate,declinedtodiscussthatpatentorcurrentorrelatedresearchinthefield,citing
thelab'spolicynottocommentonitsmicrowavework.
InresponsetoaFreedomofInformationActrequestfiledforthisarticle,theAirForce
releasedunclassifieddocumentssurroundingthat2002patentrecordsthatnotethatthe
patentwasbasedonhumanexperimentationinOctober1994attheAirForcelab,where
scientists were able to transmit phrases into the heads of human subjects, albeit with
marginalintelligibility.Researchappearedtocontinueatleastthrough2002.Wherethis
workhasgonesinceisuncleartheresearchlaboratory,citingclassification,refusedto
discussitorreleaseothermaterials.
The official U.S. Air Force position is that there are no nonthermal effects of
microwaves. Yet Dennis Bushnell, chief scientist at NASA's Langley Research Center,
tagged microwave attacks against the human brain as part of future warfare in a 2001
presentation to the National Defense Industrial Association about "Future Strategic
Issues."
"That work is exceedingly sensitive" and unlikely to be reported in any unclassified
documents,hesays.
Meanwhile,themilitary'suseofweaponsthatemployelectromagneticradiationtocreate
painiswellknown,asaresomeofthelimitationsofsuchweapons.In2001,thePentagon

declassifiedoneelementofthisresearch:theActiveDenialSystem,aweaponthatuses
electromagnetic radiation to heat skin and create an intense burning sensation. So, yes,
there is technology designed to beam painful invisible rays at humans, but the weapon
seems to fall far short of what could account for many of the TIs' symptoms. While its
exact range is classified, Doug Beason, an expert in directedenergy weapons, puts it at
about 700 meters, and the beam cannot penetrate a number of materials, such as
aluminum.Consideringthesizeofthefullscaleweapon,whichresemblesasatellitedish,
and its operational limitations, the ability of the government or anyone else to shoot
beamsathundredsofpeopleoncitystreets,intotheirhomesandwhiletheytravelin
carsandplanesisbeyondimprobable.
But,giventhehistoryofAmerica'sclandestineresearch,it'sreasonabletoassumethatif
the defense establishment could develop mindcontrol or longdistance ray weapons, it
almostcertainlywould.And,oncedeveloped,thepossibilitythattheymightbetestedon
innocentcivilianscouldnotbecategoricallydismissed.
Girard,forhispart,believestheseweaponswerenotonlydevelopedbutwerealsotested
onhimmorethan20yearsago.
Whatwouldthegovernmentgainbytorturinghim?Again,Girardfoundwhathebelieved
to be an explanation, or at least a precedent: During the Cold War, the government
conductedradiationexperimentsonscoresofunwittingvictims,essentiallyusingthemas
humanguineapigs.Girardcametobelievethathe,too,wasawalkingexperiment.
Not that Girard thinks his selection was totally random: He believes he was targeted
becauseofadisparagingremarkhemadetoaRepublicanfundraiseraboutGeorgeH.W.
Bushintheearly1980s.Later,Girardsays,thevoicesconfirmedhissuspicion.
"One night I was going to bed the usual drivel was going on," he says. "The constant
streamofdrivel.Iwasjustabouttogotobed,andavoicesays:'Mr.Girard,doyouknow
who was in our studio with us? That was George Bush, vice president of the United
States.'"
Girard's story, however strange, reflects what TIs around the world report: a chance
encounter with a government agency or official, followed by surveillance and gang
stalking,andthen,inmanycases,voices,andpainsimilartoelectricshocks.Someinthe
communityhavetakenituponthemselvestodocumentasmanycasesaspossible.OneTI
fromCaliforniaconductedabout50interviews,narrowingthesymptomsdowntoseveral
major areas: "ringing in the ears," "manipulation of body parts," "hearing voices,"
"piercing sensation on skin," "sinus problems" and "sexual attacks." In fact, the TI
continued,"manyreportthesensationofhavingtheirgenitaliamanipulated."
BothmaleandfemaleTIsreportavarietyof"attacks"totheirsexualorgans."Mytesticles
became so sore I could barely walk," Girard says of his early experiences. Others,
however,reporttheattacksintheformofsexualstimulation,includingoneTIwhoclaims
he dropped out of the seminary after constant sexual stimulation by directedenergy
weapons.SusanSayler,aTIinSanDiego,saysmanywomenamongtheTIssufferfrom
attackstotheirsexualorgansbutareoftenembarrassedtotalkaboutitwithoutsiders.
"It'ssporadic,youjustneverknowwhenitwillhappen,"shesays."Alotofthewomen
say it's as soon as you lay down in bed that's when you would get hit the worst. It
happenedtomeasIwasdriving,atoddtimes."
Whatmadeherthinkitwasanelectronicattackandnotjustinherhead?"Therewasno

sexualattractiontoamanwhenitwouldhappen.That'swhatwaswrong.Itdidnotfeel
likeamusclespasmorwhatever,"shesays."It'sso...electronic."
Gloria Naylor, a renowned African American writer, seems to defy many of the
stereotypes of someone who believes in mind control. A winner of the National Book
Award, Naylor is best known for her acclaimed novel, The Women of Brewster Place,
which described a group of women living in a poor urban neighborhood and was later
madeintoaminiseriesbyOprahWinfrey.
But in 2005, she published a lesserknown work, 1996, a semiautobiographical book
describing her experience as a TI. "I didn't want to tell this story. It's going to take
courage.PerhapsmorecouragethanIpossess,butthey'veleftmenoalternatives,"Naylor
writesatthebeginningofherbook."Iaminabattleformymind.IfIstopnow,they'll
have won, and I will lose myself." The book is coherent, if hard to believe. It's also
markedbydisturbingpassagesdescribinghowJewishAmericanagentswereresponsible
forNaylor'ssurveillance."Ofthemanycarsthatkeptcomingandgoingdownmyroad,
mostweredrivenbyJews,"shewritesinthebook.Whenaskedaboutthatpassageina
recent interview, she defended her logic: Being from New York, she claimed, she can
recognizeJews.
Naylor lives on a quiet street in Brooklyn in a majestic brownstone with an interior
featuring intricate woodwork and tasteful decorations that attest to a successful literary
career. She speaks about her situation calmly, occasionally laughing at her own
predicament and her struggle with what she originally thought was mental illness. "I
would observe myself," she explains. "I would lie in bed while the conversations were
goingon,andI'dask:Maybeitisschizophrenia?"
Like Girard, Naylor describes what she calls "street theater" incidents that might be
dismissedbyothersascoincidental,butwhichNaylorbelievesweresetup.Shenoticed
suspiciouscarsdrivingbyherisolatedvacationhome.Onanairplane,fellowpassengers
mimickedhereverymovementlikemimesonastreet.
VoicessimilartothoseinGirard'scasefollowedtauntingvoicescursingher,tellingher
shewasstupid,thatshecouldn'twrite.Expletivelacedlanguagefilledherhead.Naylor
soughthelpfromapsychiatristandreceivedaprescriptionforanantipsychoticdrug.But
themedicationfailedtostopthevoices,shesays,whichonlyaddedtoherconvictionthat
theharassmentwasreal.
Foralmostfouryears,Naylorsays,thevoicespreventedherfromwriting.In2000,she
says,aroundthetimeshediscoveredthemindcontrolforums,thevoicesstoppedandthe
surveillancetaperedoff.Itwasthenthatshebeganwriting1996asa"catharsis."
ColleaguesurgedNaylornottopublishthebook,sayingshewoulddestroyherreputation.
Butshedidpublish,albeitwithasmallpublishinghouse.Thebookwasgenerallyignored
bycriticsbutembracedbyTIs.
Naylorisnotthefirstwritertodescribesuchapersonaldescent.EvelynWaugh,oneof
thegreatnovelistsofthe20thcentury,detailssimilarexperiencesinTheOrdealofGilbert
Pinfold.Waugh'sbook,publishedin1957,haseeriesimilaritiestoNaylor's.
Embarking on a recuperative cruise, Pinfold begins to hear voices on the ship that he
believesarepartofawirelesssystemcapableofbroadcastingintohisheadhebelieves
the instigator recruited fellow passengers to act as operatives and he describes
"performances" put on by passengers directed at him yet meant to look innocuous to

others.
Waughwrotehisbookseveralyearsafterrecoveringfromasimilarepisodeandrealizing
thatthevoicesandparanoiaweretheresultofdruginducedhallucinations.
Naylor,whohasn'twrittenabooksince1996,isnowbackatworkonanhistoricalnovel
shehopeswillreturnhertotheliterarymainstream.Sheremainsconvincedthatshewas
targeted by mind control. The many echoes of her ordeal she sees on the mindcontrol
forumsreassurehershe'snotcrazy,shesays.
Ofcourse,someofthethingssheseesontheforumdostrikeherascrazy."ButwhoIam
tosay?"shesays."MaybeIsoundcrazytosomebodyelse."
Some TIs, such as Ed Moore, a young medical doctor, take a slightly more skeptical
approach. He criticizes what he calls the "wacky claims" of TIs who blame various
governmentagenciesorgroupsofpeoplewithoutanyproof."Ihaveyettoseeaclaimof
whoisbehindthisthathasanydatatosupportit,"hewrites.
Nonetheless,Moorestillbelievesthevoicesinhisheadaretheresultofmindcontroland
thattheU.S.governmentisthemostlikelyculprit.Moorestartedhearingvoicesin2003,
justashecompletedhismedicalresidencyinanesthesiologyhewaspullinganallnighter
studyingforboardexamswhenheheardvoicescomingfromanearbyhousecommenting
on him, on his abilities as a doctor, on his sanity. At first, he thought he was simply
overhearing conversations through walls (much as Waugh's fictional alter ego first
thought),butwhennooneelsecouldhearthevoices,herealizedtheywereinhishead.
Moorewentthroughatraumatictwoyears,includinghospitalizationfordepressionwith
auditoryhallucinations.
"Onetriestoconvincefriendsandfamilythatyouarebeingelectronicallyharassedwith
voicesthatonlyyoucanhear,"hewritesinanemail."Youlearntostopdoingthat.They
don't believe you, and they become sad and concerned, and it amplifies your own
depressionwhenyouhavevoicesscreamingatyouandyourfriendsandfamilylookingat
youasahelpless,sick,mentallyunbalancedwreck."
Hesayshegrewfrustratedwithantipsychoticmedicationsmeanttostopthevoices,both
becausethetreatmentsdidn'tworkandbecausepsychiatristsshowednointerestinwhat
thevoicesweretellinghim.Hebegantolookforsomeotherwaytocope.
"InMarchof2005, I started looking up support groups on the Internet," hewrote."My
wifewouldcrywhenshewouldseethesesites,knowingIstillheardvoices,butIdidnot
knowwhatelsetodo."In2006,hesays,hiswife,whohadstoodbyhimforthreeyears,
filedfordivorce.
Moore, like other TIs, is cautious about sharing details of his life. He worries about
lookingfoolishtofriendsandcolleaguesbuthesaysthatriskisultimatelyworthwhile
ifhecanbringattentiontotheissue.
With his father's financial help, Moore is now studying for an electrical engineering
degree at the University of Texas at San Antonio, hoping to prove that V2K, the
technology to send voices into people's heads, is real. Being in school, around other
people,helpshimcope,hewrites,butthevoicescontinuetotaunthim.
Recently,hesays,theytoldhim:"We'llneverstop[messing]withyou."

A week before the TIs rally on the National Mall, John Alexander, one of the people
whomHarlanGirardholdspersonallyresponsibleforthevoicesinhishead,isataChili's
restaurantinCrystalCityexplainingoveraPhillycheesesteakandfrieswhytheUnited
Statesneedsmindcontrolweapons.
AformerGreenBeretwhoservedinVietnam,Alexanderwentontoanumberofnational
security jobs, and rubbed shoulders with prominent military and political leaders. Long
known for taking an interest in exotic weapons, his 1980 article, "The New Mental
Battlefield," published in the Army journal Military Review, is cited by selfdescribed
victimsasproofofhiscomplicityinmindcontrol.Nowretiredfromthegovernmentand
livinginLasVegas,Alexandercontinuestoadvisethemilitary.HeisintheWashington
areathatdayforanofficialmeeting.
Beneath a shock of white hair is the mind of a selfstyled military thinker. Alexander
belongs to a particular set of Pentagon advisers who consider themselves defense
intellectuals, focusing on bigpicture issues, future threats and new capabilities.
Alexander'scareerledhimfromworkonstickyfoamthatwouldstopanenemyinhisor
her tracks to dalliances in paranormal studies and psychics, which he still defends as
operationallyuseful.
Inanearlierphoneconversation,Alexandersaidthatinthe1990s,whenhetookpartin
briefingsattheCIA,therewasneveranytalkof"mindcontrol,ormindalteringdrugsor
technologies,oranythinglikethat."
According to Alexander, the military and intelligence agencies were still scared by the
excessesofMKULTRA,theinfamousCIAprogramthatinvolved,inpart,slippingLSD
to unsuspecting victims. "Until recently, anything that smacked of [mind control] was
extremelydangerous"becauseCongresswouldsimplytakethemoneyaway,hesaid.
Alexanderacknowledgedthat"thereweresomeabusesthattookplace,"butaddedthat,
onthewhole,"Iwouldarguewethrewthebabyoutwiththebathwater."
But September 11, 2001, changed the mood in Washington, and some in the national
securitycommunityareagainexpressinginterestinmindcontrol,particularlyayounger
generation of officials who weren't around for MKULTRA. "It's interesting, that it's
comingback,"Alexanderobserved.
While Alexander scoffs at the notion that he is somehow part of an elaborate plot to
controlpeople'sminds,heacknowledgessupportforlearninghowtotapintoapotential
enemy'sbrain.Hegivesasanexamplethepossibleuseoffunctionalmagneticresonance
imaging,orfMRI,forliedetection."Brainmapping"withfMRItheoreticallycouldallow
interrogatorstoknowwhensomeoneislyingbywatchingforactivityinparticularparts
ofthebrain.Forinterrogatingterrorists,fMRIcouldcomeinhandy,Alexandersuggests.
Butanyconceivableuseofthetechniquewouldfallfarshortofthekindofmindreading
TIscomplainabout.
Alexander also is intrigued by the possibility of using electronic means to modify
behavior.Thedilemmaofthewaronterrorism,henotes,isthatitneverends.Sowhatdo
you do with enemies, such as those at Guantanamo: keep them there forever? That's
impractical.Behaviormodificationcouldbeanalternative,hesays.
"MaybeIcanfixyou,orelectronicallyneuteryou,soit'ssafetoreleaseyouintosociety,
so you won't come back and kill me,"Alexander says. It's only a matter of time before
technologyallowsthatscenariotocometrue,hecontinues."We'renowgettingtowhere

wecandothat."Hepausesforamomenttotakeabiteofhissandwich."Wheredoesthat
fallintheethicsspectrum?That'sareallytoughquestion."
When Alexander encounters a query he doesn't want to answer, such as one about the
ethics of mind control, he smiles and raises his hands level to his chest, as if balancing
twoimaginaryweights.Inonehandismindcontrolandthesanctityoffreethoughtand
intheotherhand,atadhigheristhewaronterrorism.
ButnoneofthishasanythingtodowiththeTIs,hesays."Justbecausethingsaresecret,
peopletendtoextrapolate.Commonsensedoesnotprevail,andevenwhenyoupointout
hugeleapsinlogicthatjustcannotbetrue,theyarenotdissuaded."
What is it that brings someone, even an intelligent person, to ascribe the experience of
hearingdisembodiedvoicestogovernmentweapons?
In her book, Abducted, Harvard psychologist Susan Clancy examines a group that has
striking parallels to the TIs: people who believe they've been kidnapped by aliens. The
similaritiesareoftenuncanny:Wouldbeabducteesdescribestrangepains,andfeelingsof
being watched or targeted. And although the alleged abductees don't generally have
auditory hallucinations, they do sometimes believe that their thoughts are controlled by
aliens,orthatthey'vebeenimplantedwithadvancedtechnology.
(On the online forum, some TIs posted vociferous objections to the parallel, concerned
that the public finds UFOs even weirder than mind control. "It will keep us all
marginalizedanddiscredited,"onegriped.)
Clancyarguesthatthemainreasonpeoplebelievethey'vebeenabductedbyaliensisthat
itprovidesthemwithacompellingnarrativetoexplaintheirperceptionthatstrangethings
havehappenedtothem,suchasmarksontheirbodies(marksotherswouldsimplydismiss
asbruises),stimulationtotheirsexualorgans(astheTIsdescribe)orfeelingsofparanoia.
"It's not just an explanation for your problems it's a source of meaning for your life,"
Clancysays.
In the case of TIs, mindcontrol weapons are an explanation for the voices they hear in
theirhead.SocratesheardavoiceandthoughtitwasademonJoanofArcheardvoices
from God. As one TI noted in an email: "Each person undergoing this harassment is
lookingforthesolutiontotheproblem.Eachpersonanalyzesitthroughhisorherown
particular spectrum of beliefs. If you are a scientificminded person, then you will
probably analyze the situation from that perspective and conclude it must be done with
somekindofelectronicdevices.Ifyouareareligiousperson,youwillseeitasastruggle
betweentheelementsofwhateverreligionyoubelievein.Ifyouaremaybe,perhapsmore
eccentric,youmaythinkthatitisalieninnature."
Or,ifyouhappentoliveintheUnitedStatesintheearly21stcentury,youmayfearthe
growingpoweroftheNSA,CIAandFBI.
Beingavictimofgovernmentsurveillanceisalso,arguably,betterthanbeinginsane.In
Waugh'snovellabasedonhisownpainfulexperience,whenPinfoldconcludesthathidden
technology is being used to infiltrate his brain, he "felt nothing but gratitude in his
discovery."Why?"Hemightbeunpopularhemightberidiculousbuthewasnotmad."
RalphHoffman,aprofessorofpsychiatryatYalewhohasstudiedauditoryhallucinations,
regularlyseespeoplewhobelievethevoicesareapartofgovernmentharassment(others
believe they are God, dead relatives or even exgirlfriends). Not all people who hear

voices are schizophrenic, he says, noting that people can hear voices episodically in
highlyemotionalstates.Whatexactlycausesthesevoicesisstillunknown,butonething
is certain: People who think the voices are caused by some external force are rarely
dissuadedfromtheirdelusionalbelief,hesays."Thesearehighlyemotionalandgripping
experiencesthataresocompellingforthemthatordinaryrealityseemsbland."
Perhaps because the experience is so vivid, he says, even some of those who improve
throughtreatmentmerelydecidethemedicalregimensomehowhelpedprotecttheirbrain
fromgovernmentweapons.
ScottTemple,aprofessorofpsychiatryatPennStateUniversitywhohasbeeninvolvedin
two recent studies of auditory hallucinations, notes that those who suffer such
hallucinations frequently lack insight into their illness. Even among those who do
understand they are sick, "that awareness comes and goes," he says. "People feel
overwhelmed,andthedelusionalinterpretationsreturn."
BackatthePhiladelphiatrainstation,Girardseemsmoreagitated.Inameetingtheweek
before,his"handlers"hadspokentohimonlybrieflytheyweren'tintherightposition
toattackhim,Girardsurmises,basedonthelackofvoices.Today,hisconversationjumps
morerapidlyfromonesubjecttothenext:victimsofradiationexperiments,hishatredof
GeorgeH.W.Bush,MKULTRA,hispersonalexperiences.
AskedabouthisstudiesatPenn,herepliesbytalkingabouthisproblemswithreading:"I
told you, everything I write they dictate to me," he says, referring again to the voices.
"WhenIread,they'rereadingtome.Myeyesgoacrossthey'removingmyeyesdownthe
line. They're reading it to me. When I close the book, I can't remember a thing I read.
That'swhytheydoit."
Theweekbefore,Girardhadpointedtoonlyonepersonwhoappearedsuspicioustohim
a young African American man reading a book this time, however, he hears more
voices,whichleadshimtobelievethestationiscrawlingwithagents.
"Let'schangeourlocation,"Girardsaysafterawhile."I'msuretheyhave40or50people
inheretoday.Iescapedtheirsurveillancelasttimetheywon'tletthathappenagain."
Asked to explain the connection between mind control and the University of
Pennsylvania,whichGirardallegesisinvolvedintheconspiracy,hebeginstotalkabout
defense contractors located near the Philadelphia campus: "General Electric was right
nexttotheparkinggarageGeneralElectricSpaceSystemsoccupiesahugebuildingright
overthere.Fromthatbuilding,youcouldseeintothestudiowhereIwasdoingmywork
mostofthetime.Iaskedsomebodywhattheyweredoingthere.Youknow,ithadtodo
with computers. GE Space Systems. They were supposed to be tracking missile debris
fromthislocation...pardonme.Whatwasyourquestionagain?"
YetmanypartsofGirard'slifeseemtoreflectthatofanyaffluent70yearoldbachelor.
He travels frequently to France for extended vacations and takes part in French cultural
activitiesinPhiladelphia.HehassetupatravelscholarshipattheClevelandInstituteof
Artinthenameofhislatemother,whoattendedschoolthere(hechangedhislastname
27yearsagofor"personalreasons"),andhetravelstomeetthestudentswhobenefitfrom
thefund.Andwhilethebulkofhistimeisspentonhisresearchandwritingaboutmind
control,hehasotherinterests.Hefollowspoliticsanddescribesoutingswithfriendsand
familymemberswithwhomhedoesn'ttalkaboutmindcontrol,knowingtheywouldview
itskeptically.

Girardacknowledgesthatsomeofhisexperiencesmirrorsymptomsofschizophrenia,but
asked if he ever worried that the voices might in fact be caused by mental illness, he
answerssharplywithoneword:"No."
How,then,doesheknowthevoicesarereal?
"Howdoyouknowyouknowanything?"Girardreplies."HowdoyouknowIexist?How
do you know this isn't a dream you're having, from which you'll wake up in a few
minutes?Isupposethatanalogyistheclosestthing:Youknowwhenyouhaveadream.
Sometimesitcouldbeperfectlylucid,butyouknowit'sadream."
The very "realness" of the voices is the issue how do you disbelieve something you
perceiveasreal?That'spreciselywhatHoffman,theYalepsychiatrist,pointsout:Solucid
arethevoicesthatthesufferersregardlessoftheireducationallevelorselfawareness
areunabletoseethemasanythingbutreal."OnethingIcanassureyou,"Hoffmansays,
"isthatforthem,itfeelsreal."
ItlooksalmostlikeanyothersmallpoliticalrallyinWashington.Postersadornthegate
onthesouthwestsideoftheCapitolReflectingPool,asattendeessetupatablewithpress
materials,whilevolunteerstestaloudspeakerandsetoutcoolersfilledwithbottledwater.
Thesunisout,theweatherisperfect,andaneclecticcollectionofpeoplefromacrossthe
countryhasgatheredtoprotestmindcontrol.
Thereisnotatinfoilhattobeseen.Onlythepostersandparaphernaliahintattheunusual.
"Stop USA electronic harassment," urges one poster. "Directed Energy Assaults," reads
another. Smaller signs in the shape of tombstones say, "RIP MKULTRA." The main
display,setinfrontofthespeaker'slecternhasamoreextendedmessage:"HELPSTOP
HITECHASSAULTPSYCHOTRONICTORTURE."
About35TIsshowupfortheJunerally,inadditiontoafewfriendsandfamilymembers.
Speakersalternatebetweengivingpersonaltestimonialsanddescriptionsofresearchinto
mindcontrol technology. Most of the gawkers at the rally are foreign tourists. A few
hecklers snicker at the signs, but mostly people are either confused or indifferent. The
articlesonmindcontrolatthetablefrommainstreamnewsmagazinesgountouched.
"How can you expect people to get worked up over this if they don't care about
eavesdroppingoreminentdomain?"onemanchallengesafterstoppingtoflipthroughthe
literature.MaryAnnStratton,whoismanningthetable,merelyshrugsandsmilessadly.
Thereisnoanswer:Everyoneattherallyacknowledgesitisanuphillbattle.
In general, the outlook for TIs is not good many lose their jobs, houses and family.
Depressioniscommon.Butformanyattherally,experiencingthecommunityofmind
control victims seems to help. One TI, a man who had been a rescue swimmer in the
Coast Guard before voices in his head sent him on a downward spiral, expressed the
solace he found among fellow TIs in a long email to another TI: "I think that the only
people that can help are people going through the same thing. Everyone else will not
believeyou,ortheyarepossiblyinvolved."
In the end, though, nothing could help him enough. In August 2006, he would commit
suicide.
But at least for the day, the rally is boosting TI spirits. Girard, in what for him is an
ebullientmood,takesthemicrophone.Asmallcrowdoftouristsgathersatthesidelines,
listening with casual interest. With the Capitol looming behind him, he reaches the

crescendoofhisspeech,rallyingtheattendeestorememberanimportantthing:Theyare
partofasinglecommunity.
"I'vehearditsaid,'Wecan'tgetanywherebecauseeveryone'sstoryisdifferent.'Weareall
the same," Girard booms. "You knew someone with the power to commit you to the
electronicconcentrationcampsystem."
Severalweeksaftertherally,Girardshowsupforameetingwithareporteratthestately
MayflowerHotelinWashington,wherehehasstayedfrequentlyoverthetwodecadeshe
hastraveledtothecapitaltobattlemindcontrol.Hewalksinwithalitcigarette,whichhe
apologetically puts out after a hotel employee tells him smoking isn't allowed anymore.
He is half an hour late delayed, he says, by a meeting on Capitol Hill. Wearing a
monogrammeddressshirtandtie,helooks,asalways,seriousandprofessional.
GirarddeclinestomentionwhomonCapitolHillhe'dmetwith,otherthantosayitwasa
congressionalstaffer.Embarrassmentislikelyafactor:Girardreadilyacknowledgesthat
mostpeoplehemeetswith,rangingfromscholarstopoliticians,ignorehisentreatiesor
dismisshimasalunatic.
Lately,hisfocusisonhisWebsite,whichheseesastheculminationofnearlyaquarter
centuryofresearch.Whencompleted,itwillcontainmorethan300pagesofdocuments.
Whatnext?Maybehe'llmovetoFrance(therearevictimsthere,too),ormaybetheU.S.
governmentwillfinallyjustkillhim,hesays.
Meanwhile, he is always searching for absolute proof that the government has decoded
thebrain.HislatestinterestisLifeLog,aprojectoncefundedbythePentagonthatheread
aboutinWiredNews.Thearticledescribeditthisway:"TheembryonicLifeLogprogram
would dump everything an individual does into a giant database: every email sent or
received,everypicturetaken,everyWebpagesurfed,everyphonecallmade,everyTV
show watched, every magazine read. All of this and more would combine with
informationgleanedfromavarietyofsources:aGPStransmittertokeeptabsonwhere
that person went, audiovisual sensors to capture what he or she sees or says, and
biomedicalmonitorstokeeptrackoftheindividual'shealth."
Girard suggests that the government, using similar technology, has "catalogued" his life
over the past two years every sight and sound (Evelyn Waugh, in his mindcontrol
book,writesabouthischaracter'ssimilarfearthathisharasserswerecreatingafileofhis
entirelife).
Girard thinks the government can control his movements, inject thoughts into his head,
causehimpaindayandnight.Hebelievesthathewilldieavictimofmindcontrol.
Isthereanyreasonforoptimism?
Girardhesitates,thenasksarhetoricalquestion.
"Why,despiteallthis,whyamIthesameperson?WhyamIHarlanGirard?"
Forallhisanguish,beittheresultofmentalillnessor,asGirardcontends,government
mindcontrol,thevoiceshaven'tmanagedtoconquerthethingthatmakeshimwhoheis:
Callithisconsciousness,hisintellector,perhaps,hissoul.
"That'swhattheydon'tyethave,"hesays.After22years,"I'mstillme."

fewbirdspecies.Therearealsomoreinsects,suchasmidges,whennoonewouldthinkof
seeingmidges.
SouthwesternOntarionaturalistAlanWormingtonsaysthereisnohugechangeinanimal
andbirdbehaviour.Rather,it'sacaseofwhereonegreatblueheronmighthavebeenseen
inwinterafewyearsago,nowit'snotuncommontosee10.
As well, he says, it's not temperature alone that is keeping migratory birds around. It's
mainlyavailablefoodandopenwater.
Zoologistsaren'tsurewhatthelackofsnowcoverwillmeanforpredatorsandherbivores,
or for little mammals that use the snow as insulation around their burrows. And Dr.
WaltnerToews says there are concerns about warm winters aggravating the spread of
disease.
West Nile virus is already overwintering. Lyme disease could spread. Ontario's highly
effectivewildlifevaccinationprogramcouldbeunderminedbythenorthernmovementof
rabiesinfectedU.S.raccoons.
Ingeneral,withmoreanimalslikelytowakeup,lookforfoodandbumpintoeachother
atthistimeofyear,there'sagreaterchanceofdisease,Dr.WaltnerToewssays.

Rumors arent reality, of course, so is
there any information to back up these
claims?
Whywecantseeit
When we look up at the Moon, we always see the same side. This peculiarity results
becausetheMoonrotatesjustonceforeveryorbititmakesaroundtheEarth.TheMoonis
slightlylopsided,soovermillionsofyears,gravitationalforceshavesloweditsrotationso
thattheonesidealwaysfacesourplanet.
ThesidefacingawayfromusoftenusedtobereferredtoasthedarksideoftheMoon,

For many hundreds of years, humankind wondered what the far side of the Moon was
like.Wasitsimilartothefamiliarnearside?Wasitdifferent?Whatsecretsdidithold?
The mystery began to be revealed in 1959 when the Soviet Unions Luna 3 spacecraft
flew to the far side of the Moon and photographed it for the first time. These first
photographswerecrudeandgrainy,butseemedtoshowalandasbleakandlifelessasthe
nearside.
Subsequent space probes, such as the Lunar Orbiter 4, succeeded in photographing the
surface of the far side in much greater detail in 1967. Then in 1968, astronauts aboard
Apollo 8, which circled the Moon in preparation for the Apollo 11 landing, saw the far
sideoftheMoonwithhumaneyesforthefirsttime.
Today,wehavedetailedphotomapsofthefarside,aswellastopographicmapscalling
outitsmainfeatures.SothefarsideoftheMoonisnotasmysteriousasitoncewas.Yet
thestoriespersistthattherearestillmanysecretstherestoriesfueledinpartbythefact
thatsinceApollo17in1972,wehavenotreturnedtotheMoonwithamannedmission.
The conspiracy minded suspect that theres a reason for that: the aliens dont want us
there.
Alienbases

IthaslongbeenatheoryofsomeUFOlogiststhatthefarsideoftheMooncouldharbora
baseforextraterrestrials.Presumingtheycomefromadistantplanetinsomeothersolar
system,theymusthaveabasefromwhichtheycanmaketheirregularvisitstotheEarth.
WhatbetterplacethanthefarsideoftheMoon,whichisperpetuallyhiddenfromsight?
To bolster this claim, authors at such websites as Alien Presence on the Moon, site the
words of Milton William Cooper, allegedly a former intelligence officer with the US
Navy.Ina1989pressreleasefromCooper(againallegedly),heswearsunderoaththathe
was privy to information that the US government has knowledge of alien craft visiting
Earth.LUNAisthealienbaseonthefarsideoftheMoon,thereleasestates.Itwas
seen and filmed by the Apollo Astronauts. A base, a mining operation using very large
machines,andtheverylargealiencraftdescribedinsightingreportsasMOTHERSHIPS
existthere.
Also known as William or Bill Cooper, he wrote about his theories in such booklets as
The Secret Government: The Origin, Identity and Purpose of MJ12 and his 1991 book
BeholdAPaleHorse.CooperwaskilledbyofficersoftheApacheCountySheriff'sOffice
in2001duringaraidonhisArizonahousefortaxevasion.(Cooperopenedfirefirst.)
Istherebetterevidence?
TheUFOCasebookwebsitesaysthereareactualNASAandmilitaryphotosofthebases
onthefarsideoftheMoon.ThereisaHUGEalienmoonbasecomplexonthefarside
ofthemoon,thewebsitesays.Thissoundssillybutitistrueandwehavesolidproof
straightfromthemilitary.In1994,theUSNavysentasatellitecalledClementinetothe
moontoimageitfortwomonths.Duringthattime,thesatellitetook1.8millionimages.
Out of those images, 170,000 images were made available to the public. The rest were
classified.Classifiedmooncraters?
Thewebsiteprovideslinkstothephotos,butlikemanysuchphotostheyareunclearand
opentointerpretation.
Remoteviewedbases
One of the most fascinating pieces of evidence for alien bases on the far side of the
MooncomesfrompsychicandremoteviewerIngoSwann.Swann,whowasinstrumental
increatingtheUSgovernmentsremoteviewingprograminthe1970s,isoneofthemost
respectedremoteviewersintheworld.
The opinion that he is perhaps the best remote viewer around is held by other remote
viewers, due to his many astonishing successes. In 1973, for example, while remote
viewing Jupiter, Swann reported that the giant gas planet had rings. This fact was
unknowntoastronomersatthetime,butwasconfirmedbyVoyager1in1979.
InanarticlecalledTotheMoonandBack,WithLoveforAmericanChronicle,writer
Gary S. Bekkum recounts Swanns remote viewing session about the Moon, an event
reportedinSwannsown1998selfpublishedwork,Penetration.
SwannwasaskedtoremoteviewseveraltargetsbyamannamedAxelrod,workingfor
theUSgovernment.
AxelrodtaskedIngowithaseriesofmooncoordinates,writesBekkum.Unknownto
Swann, the targeted moon coordinates, about ten different locations, would bring him
mindtomindwithwhathesoonrealizedwasanunearthlyextraterrestrialpresence.

Swann'saw'withhismind'seyecratersindarkness,anddecidedthathemustbeseeing
the hidden side of the moon, the side that always faces away from the Earth. Upon
achievingpsychic'contact'withthelunarsurface,Swannfirstcameuponwhatlookedlike
trails of tractortread marks. Confusion set in until Swann realized that he was 'seeing'
intelligentactivityandstructuresonthemoon.
In the depths of a crater he viewed a green, dusty haze lit by banks of artificial lights
mountedonverylarge,talltowers.Swannwasstunnedbytherealizationthat'someone'
or 'something' appeared, under the aegis of his mind's eye, to be building a base on the
moon.HehadbeeninductedintoaninterplanetaryoperationandbroughttoMr.Axelrod's
undergroundfacilitybytheneedtomonitorextraterrestrialactivitiesinanunconventional
way. Swann decided that Axelrod and company had been given the task of psychically
spying on the alien moon base because the extraterrestrials had been less than friendly
aboutconventionalhumancuriosity.
WhenIngosensedthathehadbeenpsychically'spotted'bytwoofthehumanoidlooking
inhabitantsofthemoonbase,hequestionedwhetherornothewasatrisk.
ReturningtotheMoon
Likemostsuchspeculation,rumorandpsychicreports,talesofmysteriousgoingsonand
alienbasesonthefarsideoftheMoonhavenotbeenproved.Norcantheybeprovedor
disproved,forthatmatteruntilperhapswereturntotheMoon.
And we apparently have plans to do so. In March, 2006, NASA announced its plans to
return to Earths neighbor. In fact, the plan is to land astronauts on the far side of the
Moon! Under the project, states a [Sunday] TIMESONLINE article, up to four
astronautsatatimewilllandonthefarsideofthemoontocollectrocksamplesandcarry
outresearch,includinglookingforwaterthatmightonedaysupportalunarbase.
Astronomers have even more ambitious plans of setting up a radio telescope on the far
sideoftheMoon,whereitwouldbeprotectedfromradioemissionsfromtheEarth.
What will astronauts and scientists find there? Proof of extraterrestrial visitation? Will
theseprojectssettlethequestiononceandforall?
ReturningtotheMoonisnoguaranteeofdisclosure,ofcourse.Ifthealienbasesarenot
uncoveredandrevealedtothecitizensoftheEarth,conspiracytheoristscanalwaysblame
the worlds governments, who they say continually shield us from the truth of the alien

Monitoring these signals has allowed astronomers to record radiation emitting from
galaxies,quasars,blackholes,starsandothercosmicobjects,whileavoidinginterference
fromlowfrequencysignalsgeneratedonEarthbyradar,televisionandFMradio.
ButwhatifalienshaveradioandTVlikeus?Couldwelistenin?
Justasyoucan'thearAMradiochannels
onanFMreceiver,it'simpossibletohear
lowfrequency signals using high
frequencyreceivers.
Ithasn'tevermadesensetobuildaradio
observatory able to scan the cosmos for
lowfrequencysignals,untilnow.
Such facilities, such as the Low
Frequency Demonstrator of the Mileura
WideField Array in Australia, are now
underconstructiontolookbackintotime
andspaceandmapthefaintradioglowof
cosmic hydrogen left over from the Big
Bang.
"Itwilltellusabouthowtheuniverseevolvedfrombeingfilledwithadiffusecloudof
gas to containing discrete objects, [and] allow us to test theories of how that process

It turns out that the radiation from distant cosmic hydrogen has the same frequency as
radar,televisionandFMradiobroadcastsonEarth.
LoebandZaldarriagaproposewritingspecialcodeintothehydrogenobservingsoftware
to also look for artificially generated radiation that could be leaking from an alien
civilisation.
Suchradiosignalsoperateinanarrowbandinawaythatdiffersfromnaturalradiation
comingfrommolecules.
Iftheradiowaveswerecomingfromaplanetthatwasrevolvingaroundasun,thesignals
wouldalsoappeartoshiftlightly.
LoebandZaldarriagacalculatedthatafacilitysuchastheLowFrequencyDemonstrator
coulddetectEarthlikeradiowavesfrom30lightyearsaway,adistancethatencompasses
about1000oftheneareststars.

Alargerfacilitycouldtheoreticallydetectsignalsfrom1500lightyearsaway,adistance
thatincludes100millionstars.
But just because the software picks up something suspicious doesn't mean it will have
foundanothercivilisation.
It'spossiblethattheobservatorywillrecordradiosignalsthatappeartobecomingfrom
deepspace,butinfactareEarthgeneratedwavesthathavebouncedofftheMoonorhave
comefromanunknownsatellite.
"Theycouldseealotoffalsepositivesthatareactuallyduetoterrestrialsources,"says
Turner."Theywillhavetodoasignificantamountofworktorejectthose."
Anotherchallengewillbeinsiftingthroughthehugeofamountsofdatainsearchofthe
artificialsignal.
"How much is it going to cost to adequately process the data coming out of these
telescopes?"saysTurner.
