ITS TIME

The meaning is that something should be done before its too late, or that it should have been
done already.
The expression its time is followed by the past form when it is followed by a new
subject.
IT S TIME + NEW SUBJECT + PAST SIMPLE
Its time is followed by the infinitive when there is only one subject.
ITS TIME + TO INFINITIVE

WOULD RATHER
Its used to show preference. It has a present and future meaning.
When we use would rather to show what we want someone else to do, its followed
by the past simple
I + WOULD RATHER + NEW SUBJECT + PAST SIMPLE
Would rather is followed by the root of the verb form when there is only one subject.
I + WOULD RATHER + ROOT OF THE VERB
