The Political Officer reports to the Head of Political Office (Chief of Staff Office).
Job Description

To advise, support and assist the Head of Political Office (and other
international members of the Political Office as required) with political
activities relevant to the Mission.
To monitor political developments in Kosovo and in the region that may
impact on the work of the Mission and provide analysis.
To monitor and advise on improper political influence on Rule of Law
institutions.
To prepare summaries and reports on political issues as requested.
Maintain contact with and monitor actions by governmental officials,
representatives of local and international organisations regarding issues of
concern to the Mission.
To assist with organising official visits according to established protocol.
To undertake any other tasks required on behalf of the Head of Political
Office.

Job Requirements

A University degree (three years) in Political Science, International


Relations, Diplomacy, Law, Social Sciences or in any other relevant field.
A minimum of three (3) years of relevant work experience.
Fluency in written and spoken English essential.
Excellent knowledge of Kosovo institutions and thorough understanding of
the social and political context.
Strong analytical skills
Ability to present information in a clear and relevant manner and provide a
number of ideas about a topic (e.g. ability to write clear, concise reports and
summaries of meetings)
Ability to perform under stress; willingness to work flexible working hours;
good multi-tasking and organisational skills.
Outstanding interpersonal and communications skills, as well as respect for
national and cultural diversity.
Ability to deal with sensitive information discreetly and confidentially.
Knowledge of both Serbian and Albanian would be an advantage.

The Spokesperson reports to the Head of the Press and Public Information Office
(PPIO).
Job Description

To act as spokesperson for EULEX Kosovo;


To advise the Head of the PPIO on all media matters;
To assist the Head of the PPIO in liaising with the local media;
To assist in creating and promoting media campaigns in support of EULEX
Kosovos public perception;
To draft press releases and prepare press conferences and media events;
To assist in analysing the public impact of EULEX Kosovos activities;
To draft articles, OPEDs, commentaries, TPs for press conferences, website and
newsletter articles etc.
To develop and maintain good contacts with media representatives, NGOs, other
multipliers and opinion formers.
To advise the Head of PPIO on all PR matters.
To establish and maintain close contacts with spokespersons of international and
local institutions.
To ensure proofreading of media production in Serbian and Albanian language;
To undertake any other related tasks as required by the Head of the PPIO.

Job Requirements

University degree in Journalism, Communications, Political Sciences, Law, Social


Sciences or in other relevant field;
A minimum of five (5) years of relevant and proven full-time professional
experience;
Excellent command of written and spoken English, Albanian and Serbian
languages;
Excellent drafting skills;
Good knowledge of the local media landscape and significant experience with
media outlets/providers;
Good computer skills in MS Office applications (Excel, Word, Power Point,
Access);
Excellent interpersonal and communication skills.
Experience with international organisations, particularly in crisis areas with

multi-national and international organisations would be an advantage;


Good diplomatic, representation and negotiation skills;
Good understanding of the political, cultural and security situation of the
Balkans, in particular Kosovo would be an advantage;
Ability to perform under stress and in difficult circumstances, working on
irregular or longer hours if needed;
Ability to establish and maintain effective working relations as a team member in
a multi-cultural environment.

The Webmaster reports to the Head of the Press and Public Information Office
(PPIO).
Job Description

To develop and maintain the EULEX Kosovo website including its Content
Management Software.
To assist in physical and logical web and database design;
To design, plan, code, and test technical solutions (such as websites, intranet and
online applications);
To develop new programs for the EULEX Kosovos website and intranet;
To identify system deficiencies and recommend solutions;
To ensure that EULEX website is protected, bug free, and that links are
functioning.
To upload content onto the website.

To train and advise PPIO and other mission staff on how to upload content onto
the EULEX website.

To manage from a technical perspective EULEX Kosovo social media profiles


(Twitter, Facebook, etc.);

To undertake any other related tasks as required by the Head of the PPIO.

Job Requirements

Successful completion of a full course of University studies attested by a degree


in the field of Information Technology or other related studies and, after having
obtained the University degree at least five (5) years of relevant and proven fulltime professional experience;
or
Level of secondary education attested by a diploma giving access to postsecondary education, and a minimum of eight (8) years of relevant and proven
full-time professional experience;

Certified expert trainings, hands on experience and a track record of successfully


managing and programming websites;

Working knowledge of Visual Studio .NET and the .NET framework, FrontPage,
Dream Weaver and/or other web page editors;

Proficiency in the following structured programming languages: C, C++, Visual


Basic;

Proficiency in the following web-oriented languages: HTML, XML, ASP, ASP.NET,


PHP, Java, JavaScript;

Proficiency in integrating SQL databases into online web pages;

Proficiency with web server management such as Microsoft IIS, Apache, Tomcat
Architecture;

Understanding of client server and internet systems architectures;

Relevant work experience as editor of website content;

Experience in FTP Clients, CMS Platforms, HTML, Dreamweaver or FrontPage.


Experience with international organisations, particularly in crisis areas with
multi-national and international organisations would be an advantage;
Ability to perform under stress and in difficult circumstances, working on
irregular or longer hours if needed;
Ability to prioritize and manage a high workload on occasions;
Ability to establish and maintain effective working relations as a team member in
a multi-cultural environment.
