Weprovideamodelofaprimitivestatewhoserulersextort
taxesfortheirownends.This'predatory'statecanresultin
lowerlevelsofbothoutputandpopularwelfarethaneither
organizedbanditryoranarchy.Thepredatorystatemayprovide
publicgoods,suchasprotectionorirrigation,andhencemay
superficiallyresembleacontractualstate.But,theabilityto
providesuchgoodscanactuallyreducepopularwelfareafter
allowingfortaxchanges.Wecomparetherevenuesraisedby
taxationwiththosefrombanditrytogetanideawhenprimitive
statesarelikelytoemerge.Wethenconsiderinteractions
betweenbanditsandthestate.'Corrupt'sidedealsarebadfor
outputandpopularwelfare,butgoodforrevenue.Eveninthe
absenceofsuchcollusion,theexistenceofa'mafia'andofthe
statecanbegoodforeachother.Competitionbetween
organizedcrimeandthestate,however,typicallyreduces
popularwelfareandpushesthevolumeofbanditryclosetoits
anarchylevel.Finally,weextendthebasicmodeltoallowthe
populacetoformexpectationsoftaxsetbyalonglivedking.
Ourrelativelypessimisticconclusionsaboutpredatorystates
extendtothisdynamicsetting.
