E X P LA N A TO R Y NOTE
Mobile phones are useful and convenient tools o f modern life. W hile mobile
phones have brought us speed and efficiency in our transactions, there are individuals
who take advantage o f this modern technology to com m it crim es faster and with greater
facility. W hen used maliciously, these become dangerous tools o f crime.
For example, crim inals w ho com m it kidnapping, estafa, and other crim es are
easily able to consum m ate their unlav\/ful activities with the use o f prepaid Subscriber
Identity Module (SIM) Cards in mobile phones that presently provide law enforcers with
no recourse as to their identities fo r investigation. Lawless elem ents must not be
granted the privilege o f using mobile phones with relative anonym ity to achieve their
crimes.
To deter crime and enhance peace and order in the Philippines, there is a need
to require the registration o f all SIM Cards in mobile phones both prepaid and postpaid.
This will promote responsibility and accountability in the use o f SIM Cards in mobile
phones as well as provide better law enforcem ent capability in protecting the public.
