Subject: Budget Issue / BCI Grant
To All Personnel:
AAs you may be aware, we are currently in discussions with the Commissioners Court in regard to our budget. Part of
this discussion is a request to fund our Border Crime Initiative (BCI) because of the lost of grant funding. BC! has been
funded through a federal (state pass-through) grant for many years. However for the next fiscal year, the grant funding
hhas been reduced from almost $2.6 million to $220,000. As such, we are $1,380,000 short and have asked the
Commissioners Court to fund the difference from the General Fund.
Ifthe Commissioners Court is unable to fund the difference, the $220,000 will only cover the salaries and benefits of
two detectives. As such, we will have to eliminate -1- deputy sergeant position, -7- detective positions, and -3- deputy
sheriff positions from the staffing of the Sheriff's Office. Additionally, the BCI civilian positions currently in place and
being paid out of GP! {income generated from the unit) will be eliminated since there willbe little or no income to
continue paying for those positions.
‘As far as the uniformed positions, the elimination of the BCI positions will result in transfers and a “push-down”
beginning with those with the least seniority in their respective positions. For instance, the last promoted deputy
sergeant will be demoted to deputy sheriff, the last seven promoted detectives will be demoted to deputy sheriff, and
the last eleven deputies will be placed back into vacant detention officer positions.
‘As you can tell, this is a complicated process and those affected will be notified of a meeting this coming week to
further explain the implications. In the meantime, know that we are working with the Commissioners Court in an
attempt to find the funding necessary to keep BC\ in place and therefore prevent this disruption in the Office.
