Wearerelievedtolearnthisisbeingevaluatedasanindividualpermit,andnotageneralpermit.Itishowever
astoundingthataprojectthatposesimpactstoallofthepeopleofCulebra,involvesmultiplecriticalhabitatlistedwaters,
listedspeciesandthatisproposingdirectandadverseimpactstooneofthelastremainingareasonCulebrathatenjoys
archeological/historicintegrity,wouldnothavetoprovideacompleteEISandholdformalpublichearingsontheisland.
AsFEMAconcludestheirreportfortheCorps'submission,pleasebeawarethatnomeaningfulpublicparticipationhas
beenenjoyedontheislandofCulebratodate.
InameetingwiththeMayorofCulebralastMondayweweretoldthattheplansforthe2.5milliondollarfloatingauxillary
dockwerescrappedandnowtherearenewplanstobuildacementdock.Weseethisaspositive,butwouldlikethe
opportunitytoreviewthenewschematicsandcommentontheproposedchanges.ThefinalEArecentlypostedonlinefor
thisproject,doesnotincludetherecentandsubstantivechangefromfloatingdocktocementdock,andwasprovidedin
Englishonlytothetraditionallyunderserved,lowincome,environmentaljusticecommunityofCulebra.
Werespectfullyrequestyourassistancewiththefollowing:
1)PleaseletusknowifthepublicwillhaveanopportunitytocommentonrecentsubstantivechangesmadetotheEA,as
thisisnotentirelycleartousfromyouremail.Pleaseexplainwhatweneedtodotoinsurethatwe,asinterestedparty's,
arenotifiedofanyfuturehearingsorcommentdeadlines.
2)Pleaseprovideuswiththepointofcontact,addressandemailforFEMAonthisproject,sowecanimmediatelyrequest
anEIS.
3)PleasesendacopyofthepublicnoticeyoureferenceforSept29,2015regardingthisproject.
