Shuffle dark plants & remove per table above
Take 8 dark plants & place them face up, sort high to low
Take one dark plant and set it aside with step 3 card
Shuffle light plants & remove per table above
Shuffle together all remaining plants - light and dark except the one set aside in (c)
Place step 3 card on bottom of plant deck and one dark plant on top of plant deck from (c)

North America Plant Market Rule:

At the beginning of each Phase 2 (Auction Plants) (entire game), place the "1" discount marker on the lowest plant.
Starting bid for this plant is "1". If nobody buys this plant, it is removed from the game. If a lower plant is drawn as a
replacement for a purchased plant, then the "1" discount is removed for this round.
Europe Plant Market Rule:
If all players opt out of the auction and no plant is sold, then remove the lowest plant from the game and replace it.
Step 2 (2 players per city) starts at the beginning of Phase 5 (Bureaucracy):
North America: Remove the lowest plant from the market & replace it
Europe: Remove the lowest plant from the market & do not replace it
Step 3 (3 players per city) starts depending upon when drawn from the plant deck:
Phase 2
(Auction Plants)

Phase 4
(Build Generators)
Phase 5
(Bureaucracy)

Step 3 card is now the highest plant. After Phase 2, remove step 3 card & lowest plant, shuffle
plant deck. Step 3 starts in Phase 3 (Buy Resources).

Remove step 3 card & lowest plant, shuffle plant deck. Step 3 starts at beginning of
Phase 5 (Bureaucracy).
Remove step 3 card & lowest plant, shuffle plant deck. Refill resources for Step 2 then start
next round in Step 3.
