byTechnicalCommitteeCEN/TC250StructuralEurocodes,theSecretariatofwhichisheldbyBSI.
CEN/TC250isresponsibleforallStructuralEurocodes.
ThisEuropeanStandardshallbegiventhestatusofaNationalStandard,eitherbypublicationofanidenticaltextorby
endorsement,atthelatestbyOctober2007,andconflictingNationalStandardsshallbewithdrawnatlatestbyMarch2010.

BackgroundoftheEurocodeprogramme
In1975,theCommissionoftheEuropeanCommunitydecidedonanactionprogrammeinthefieldofconstruction,basedonarticle
95oftheTreaty.Theobjectiveoftheprogrammewastheeliminationoftechnicalobstaclestotradeandtheharmonisationoftechnical
specifications.
Withinthisactionprogramme,theCommissiontooktheinitiativetoestablishasetofharmonisedtechnicalrulesforthedesignof
constructionworkswhich,inafirststage,wouldserveasanalternativetothenationalrulesinforceintheMemberStatesand,ultimately,
wouldreplacethem.
Forfifteenyears,theCommission,withthehelpofaSteeringCommitteewithRepresentativesofMemberStates,conductedthe
developmentoftheEurocodesprogramme,whichledtothefirstgenerationofEuropeancodesinthe1980s.
In1989,theCommissionandtheMemberStatesoftheEUandEFTAdecided,onthebasisofanagreement1betweenthe
CommissionandCEN,totransferthepreparationandthepublicationoftheEurocodestotheCENthroughaseriesofMandates,inorder
toprovidethemwithafuturestatusofEuropeanStandard(EN).ThislinksdefactotheEurocodeswiththeprovisionsofalltheCouncils
Directivesand/orCommissionsDecisionsdealingwithEuropeanstandards(e.g.theCouncilDirective89/106/EEConconstruction
productsCPDandCouncilDirectives93/37/EEC,92/50/EECand89/440/EEConpublicworksandservicesandequivalentEFTA
Directivesinitiatedinpursuitofsettinguptheinternalmarket).

TheEurocodes,asfarastheyconcerntheconstructionworksthemselves,haveadirectrelationshipwiththeInterpretative
Documents2referredtoinArticle12oftheCPD,althoughtheyareofadifferentnaturefromharmonisedproductstandard3.Therefore,
technicalaspectsarisingfromtheEurocodesworkneedtobeadequatelyconsideredbyCENTechnicalCommitteesand/orEOTA
WorkingGroupsworkingonproductstandardswithaviewtoachievingafullcompatibilityofthesetechnicalspecificationswiththe
Eurocodes.
TheEurocodestandardsprovidecommonstructuraldesignrulesforeverydayuseforthedesignofwholestructuresandcomponent
productsofbothatraditionalandaninnovativenature.Unusualformsofconstructionordesignconditionsarenotspecificallycovered
andadditionalexpertconsiderationwillberequiredbythedesignerinsuchcases.
NationalStandardsimplementingEurocodes
TheNationalStandardsimplementingEurocodeswillcomprisethefulltextoftheEurocode(includinganyannexes),aspublished
byCEN,whichmaybeprecededbyaNationaltitlepageandNationalforeword,andmaybefollowedbyaNationalAnnex.
TheNationalAnnexmayonlycontaininformationonthoseparameterswhichareleftopenintheEurocodefornationalchoice,
knownasNationallyDeterminedParameters,tobeusedforthedesignofbuildingsandcivilengineeringworkstobeconstructedinthe
countryconcerned,i.e.:
valuesand/orclasseswherealternativesaregivenintheEurocode,
valuestobeusedwhereasymbolonlyisgivenintheEurocode,
countryspecificdata(geographical,climaticetc.)e.g.snowmap,
theproceduretobeusedwherealternativeproceduresaregivenintheEurocode,
referencestononcontradictorycomplementaryinformationtoassisttheusertoapplytheEurocode.
2AccordingtoArt.3.3oftheCPD,theessentialrequirements(ERs)shallbegivenconcreteformininterpretativedocumentsforthe
creationofthenecessarylinksbetweentheessentialrequirementsandthemandatesforhENsandETAGs/ETAs.
3AccordingtoArt.12oftheCPDtheinterpretativedocumentsshall:
a.giveconcreteformtotheessentialrequirementsbyharmonisingtheterminologyandthetechnicalbasesandindicatingclassesor

shouldclearlymentionwhichNationallyDeterminedParametershavebeentakenintoaccount.

Numericalvaluesforpartialfactorsandotherreliabilityparametersarerecommendedasbasicvaluesthatprovideanacceptable
