DECLARING THE EXISTENCE OF DENGUE OUTBREAK IN THE
PROVINCE OF BULACAN AND ENJOINING ALL STAKEHOLDERS
TO ADOPT POSITIVE MEASURES FOR ITS PREVENTION AND CONTROL
WHEREAS, the Provincial Government of Bulacan is committed to uphold the right to
health of the people and to instill health consciousness among them as enshrined in Section 15,
Article II of the 1987 Constitution;
WHEREAS, it is likewise cognizant of the paramount importance of a healthy citizenry
in achieving a sustained socio-economic growth for the province and as such, it shall steadfastly
act and enact direct measures to promote the same;
WHEREAS, reports indicate that there has been Three Thousand Four Hundred Forty
One (3441) cases of dengue in the Province of Bulacan of which 9 has resulted in the untimely
demise of those stricken;
WHEREAS, the upsurge in dengue cases entails concerted and collaborative efforts
among all sectors of society, including but not limited to the national and local government, the
academe, non-government, people and civic organization, religious organizations, health workers
and volunteers;
WHEREAS, it is imperative to proliferate sustained preventive and control measures to
fully address the increase in dengue cases and its occurrence;
WHEREAS, pursuant to Section 465 2(iii) of Republic Act 7160, the Governor may
issue such executive orders for the faithful and appropriate enforcement and execution of laws
and ordinances;
NOW THEREFORE, I, WILHELMINO M. SY-ALVARADO, Governor of the
Province of Bulacan, by virtue of the powers vested in me, do hereby declare the existence of
dengue outbreak and enjoin all stakeholders to adopt positive measures for the prevention and
control of dengue with the following provisions:
Section 1. Preventive Controls and Measures.

The Provincial Government of Bulacan shall earnestly coordinate with

pertinent national agencies, private institutions and all sectors of the community to effect
collective preventive and control measures against dengue.
Section 2. Adoption of 4S Against Dengue.
The Provincial Government of Bulacan shall adopt and pursue the 4S method
against dengue, as an effective deterrent, measure of prevention and control, to wit:
a. Search and Destroy;
b. Seek early consultation;
c. Self-Protective measures; and
d. Say No to Indiscriminate Fogging.
In pursuit thereof, all private and public institutions in the Province of Bulacan
are hereby directed to undertake simultaneous clean-up drive every Friday of the
week at 3:00 in the afternoon.
Section 3. Posting.
This Executive Order shall be posted in the official website of the provincial
government and in conspicuous places in all public and private institutions and
establishments in the Province of Bulacan.
Section 4. Repealing Clause.
All other issuances or parts thereof that are inconsistent with this executive order
are hereby repealed or modified accordingly.
Section 5. Separability Clause.
If any part or provision of this executive order is held invalid or unconstitutional
by any competent court, the other parts or provisions not affected shall remain valid.
Section 6. Effectivity.
This executive order shall take effect immediately upon signing.
