Halloween Journey
Monday, October 31st
On All Hallows Eve, small groups of children and parents will

be guided along an enchanting, pumpkin lit path through the
forest, past various scenes and magical characters, and will
receive natural, healthy gifts on their journey.
Journeys take place between 4:30 and 7:00 pm, leaving
every 10 minutes. Spaces are $10.00 per child (ideal for
children 3-10 years). Adults/babies are free.

National SARscene Skills

Competition Champions!
Six of Nelsons Search and Rescue attended the 2016

National SARscene Conference in Edmonton on October
14 to 17, along with 350 other SAR professionals and volunteers from across the country and beyond.
Four of Nelsons members competed in the skills competition and repeated their gold medal performance from
2013, the last time they were able to attend the conference.
Nelson beat out teams from Vernon and Turner Valley,
AB who won Silver and Bronze respectively.
The competition consisted of seven stations of core
skills expected of Search and Rescue in Canada. This year
the stations included Team Building, SAR Management,
Rope Rescue, Survival, Observation, Wilderness First Aid
and a bonus Tracking station.
Nelson Search and Rescue is very proud of our members and their dedication to the community. They are
truly some of the best in the nation! The four member
team includes Chandrima Lavoie, Douglas Noblet, Scott
Spencer and Sean Slimmon. Congratulations!

The Waneta Expansion Limited Partnership (WELP),

a partnership between Fortis Inc., Columbia Power Corporation and Columbia Basin Trust, is accepting applications for the 2017 Waneta Terrestrial Compensation
Program (WTCP). This program will provide a total of
up to $50,000 to projects in the Waneta area that promote
conservation and restoration through research, physical
works and other on the ground or applied projects.
The deadline for submissions is January 31, 2017. Visit

Eligible projects include research, species inventories,
educational programs, development of management
plans, habitat creation (restoration, rehabilitation), weed
control, habitat protection and land acquisition. This
program supports a wide range of projects from biological inventories to species research projects and habitat
restoration efforts, said Wendy Horan, manager of environment for Columbia Power. The program is designed
to be accessible to anyone, professionals and nonprofessionals, who has a project in mind which benefits the
natural environment.
The 335 MW Waneta Expansion Generating Station
is now in commercial operation. Columbia Power managed construction of the Waneta Expansion on behalf
of WELP. Project benefits included the injection of over
$300 million into the local economy through the purchase of goods and services and wages. Employment

The Nelson and Area Elder Abuse Prevention Program

(EAPP) recently partnered with the Nidus Personal Planning Resource Centre, a BC nonprofit organization established in 2002. Joanne Taylor of Nidus provided two days
of training to area volunteers on BCs legal documents
for personal planning and the resources available to help
individuals make their best choices. This education is
a step towards having screened volunteers available to
assist members of the public in the process of completing
documents for Health and Personal Advance Care Planning and for Finances and Legal Advance Care Planning.
Attending the training were individuals from Balfour,
the East Shore, Kaslo, Lower Slocan, Nelson and Salmo.
All are committed to helping people in their communities. Also, a cross section of organizations are now prepared to support this activity on their home turf. The
Nelson and Area Elder Abuse Prevention Program professional volunteers are committed to assisting and mentoring the start of Nelson and outlying areas Advance
Planning Support activities. There is work to be done
yet in setting up the who, how, and where, so watch for
notices or advertising in your area.
Just as exciting, a third day was added to bring education to the local financial communities. The amended
laws on Enduring Power of Attorney and Representation
Agreements were well received by the fifteen participants
representing local banks, credit unions and financial
advisor/planners. All reported the education event was
very informative and helpful to their practice.

Columbia Wetlands Complex

Receives Protection
After 16 years of tireless effort from a broad spectrum of

stakeholders, the final part of a three part boating regulation, created to minimize threats to the Columbia Wetland ecosystem and enhance public safety, was enacted on
October 18.
This precedent setting federal regulation, jointly
requested by the BC Ministry of the Environment and
local environmental organization Wildsight, restricts
boats over 20 hp on the main channel of the upper Columbia River and its tributaries, from Fairmont Hot Springs to
Donald (excluding Lake Windermere). The first two parts
of the regulation were passed in 2009, banning motor vessels from the wetland portion of the Columbia Wetland
Wildlife Management Area and eliminating waterskiing
and wakeboarding from the main channel of the upper
Columbia River.
This is a day for true celebration. Not only does todays
announcement recognize the ecological importance of the
Columbia Wetlands, the longest intact wetland in interior
North America, but it also recognizes our communities
perseverance and achievement, said Robyn Duncan,
executive director of Wildsight. What started out as a
jurisdictional question resulted in a groundswell of public engagement and support to protect the legacy of the
Columbia Wetlands for wildlife and clean water for future
generations.
The Columbia Wetlands are the source of the largest
river flowing into the Pacific Ocean in North America
the mighty Columbia. Internationally recognized as a
wetland of importance, its rich ecosystem forms the life
support system for hundreds of thousands of birds, fish,
reptiles, amphibians and mammals and freshwater to surrounding communities. This important regulation will
help prevent habitat degradation and negative impacts
on nesting waterfowl, like the great blue heron, species
extremely sensitive to even minor disturbance.
This is a gratifying and positive conclusion to over sixteen years of work. The best science along with the support
of the vast majority of Canadians has led to long term protection for wildlife in the Columbia Wetland ecosystem.
Its also the first time that the Navigable Protection Act has
been used for ecological protection, making it an example of how additional protections could be achieved for
important waterways across Canada, said Ellen Zimmerman, Wildsight lead on the Columbia Wetlands campaign.

Charles Bailey Theatre
More renovations are waiting in the wings at the Charles

Bailey Theatre in Trail. Phase Two of the project to upgrade
the Kootenays largest performance theatre will take centre
stage starting in 2017. Columbia Basin Trust is providing
$200,000 to the $620,000 project.
We are renovating our kitchen and building a permanent bar and lounge for guests to enjoy a beverage before
a show and at intermission. We are building a marquee
sign that is era appropriate with our new branding and will
create a nice warm welcome as you enter the theatre. And
we are purchasing our own sound and lighting equipment
which is a step towards our sustainability and keeping the
theatre affordable to renters, says Nadine Tremblay, guest
services manager at the theatre.
The Trail and District Arts Council (TDAC) operates
the 719 seat theatre along with the Regional District of
Kootenay Boundary (RDKB) and has been working hard
to make the facility a thriving part of the arts and culture
scene. All of this is about providing a better overall experience to our patrons. The Bailey Theatre has had overwhelming support from our patrons and Im so grateful
that people are coming out to shows more now than they
have in the last 10 years. They are excited at all the new and
varied programming and local businesses are enjoying the
vibrancy that the theatre brings to downtown Trail, Tremblay adds.
The theatre is a vital cultural asset for Trail and surrounding communities. These upgrades boost the theatres
community impact and the increasing theatre activity
helps ensure the Trail and District Arts Councils sustainability, says Kelvin Saldern, manager, community relationships at the Trust. Supporting the arts and culture
sector is a strategic priority for the Trust which has funded
several other performance spaces across the region such as
the Miners Hall in Rossland, the Capitol Theatre in Nelson and the Langham Theatre in Kaslo.

Film Festival Returns
The Deconstructing Dinner Film

Festival returns with 12 documentary films over five days at five venues. The schedule for 2016 is spread
out between Wednesday, October 26
and Saturday, November 12 making it much easier for
lovers of good food and drink to attend more events.
Wednesday, October 26 at the Civic Theatre is Racing
Extinction from the Academy Award winning filmmakers of The Cove. Spanning the globe to infiltrate the
worlds most dangerous black markets and using high
tech tactics to document the link between carbon emissions and species extinction, Racing Extinction reveals
stunning, never before seen images that truly change the
way we see the world. This is an inspiring film that provokes genuine change.
Other films to watch out for this year are That Sugar
Film, Caffeinated, Seeds of Time, Sour Grapes, Growing
Local, The Market Gardeners Toolkit and Shuckers.
The 2016 Festival also features quite a few live music
acts including Dawna McLennan (harp) and Jessica
Doerner (cello), jazz duo Clinton Swanson and Rob Fahie
and Argentas Rodman and Spring.

Presenting The Alcan String Quartet
The Alcan Quartet violinists Laura Andriani and

Nathalie Camus, violist Luc Beauchemin and cellist
David Ellis has developed a reputation for excellence
throughout Canada and internationally since its formation in 1989.
The quartets originality, contagious enthusiasm, unique
sonority and remarkable cohesion have all contributed to
its long-term success. Critics agree that, both on stage
and in the recording studio, the Alcan Quartet possesses
the qualities that characterize a recognizable personality,
a homogeneous sound and elegant style.
The Alcan Quartet will play Sunday, November 6, 7 pm
at St. Andrews United Church in Kaslo. Single tickets are
$22 and available at the door on concert night. School age
children admitted free when accompanied by an adult
