    General Henry Vieira,


    It has come to my attention that our country is in a state of urgency where illegal
    automatic assault rifles are dominating the black market. With extensive research and
    information from inside sources, I have found that many of the assault weapons are being used
    by means of the Mexican Drug Cartel. As Speaker of the House, I feel it is my duty to protect
    our nation and its people. Therefore, I have taken each of these firearms out of the reach of the
    drug cartel.
    The issue now, is what to do with these weapons. After much debate and consideration, it
    has been decided that these automatic rifles will be donated to your military to be used in the
    protection of our country. With increasing tensions in the Middle East (specifically Operation
    Iraqi Freedom and Operation Enduring Freedom) these weapons may be used by our brave
    warriors to benefit the people who are under our protection.
    Issues on this matter will be discussed more in depth during a meeting that will take place
    on November 3, 2008.
