PRESIDENTS REPORT
Dear Members,
Frist of all, I would like to express my sincere gratitude
for the trust and confidence you placed in me by
electing me as President of The institution of Engineers
for the session 2015/2016.
I am writing this Presidents report with a much lighter
heart towards the end of my presidency than I did when
I delivered my inaugural speech at the inauguration of
the 2015/2016 sessions.
The session 2015/2016 being the 110th anniversary
of the institution the engineering community was
expecting a great deal of initiative and activity during
the session.
We had several religious functions to commemorate the 110th anniversary including the all night
Pirith Ceremony at the institution on 3rd January 2016 and Sangika Dana alms giving onthe
following day to bless all past and present member engineers.On the 110thbirthday of the Institution
of Engineers, Sri Lanka which was on 6th January 2016, religious ceremonies; Buddhist, Christianity
and Islamic were held in Eng. D.J. Wimalasurendra Memorial auditorium of the institution invoking
blessings.
As I mentioned in my Presidential Address at the inauguration of the sessions 2015/2016, IESL members
have to play a vital role, through IESL, towards national development keeping high professional
standards and skills both within and outside the field of engineering towards sustainability in the
next few decades to win the hearts and minds of the general public under the policies of Good
Governance.
To achieve the above targets all the Council members, members of all Standing Committees, Sectional
committees and Provincial Chapters worked hard and the progress made is remarkable.
With the view of strengthening the IESL, during the last few years, the Professional Standards
Management Committee had worked hard in training Associate Members for professional review
examinations, conducting B Paper Lecture series in the IESL auditorium and publishing same in
the IESL web site. The IESL Provincial Chapters also organized regional seminars and training to
enhance the skills of our Associate Members. Many Engineers in senior Managerial positions with
wide experience were given opportunities under the special route to become Chartered Engineers.
As a result of all efforts made in the year 2016 more than 400 engineers were inducted as Chartered
Engineers.
The Education Committee suitably amended the Terms of Reference of the Education Standards
Committee and also played avital role in evaluating foreign degrees as well as local private universities
which are not accredited under Washington Accord or recognized by IESL, to give Associate/ Affiliate
/ Student membership.

The Accreditation Board was fully involved in the process of improving the accreditation of engineering
degree programs in national universities by providing training on the subject of curriculum mapping
and aligning of assessment and other subjects ensuring consistency among accreditation panels in
collaboration with subject experts from foreign universities and accreditation boards.
During the month of April, President of IESL and Immediate Past President, Eng. (Dr.) S. B. Wijekoon,
participated in the symposium of Accreditation of Engineering Degrees in Beijing, China organized
by the China Engineering Education Accreditation Association on their invitation which has given
good exposure on Accreditation processes of member countries of the International Engineering
Alliance (IEA).
With that valuable experience in hand the President IESL with a delegation comprising Immediate
Past President, Eng.Dr. S.B. Wijekoon, Eng. Prof. T.M. Pallewatta (Representing IESL President Elect)
and Director Accreditation, Eng.(Miss) Arundathi Wimalasuriya attended the annual meeting of
the International Engineering Alliance during May 30-June 3, in Kuala Lumpur, Malaysia which gave
valuable exposure on Accreditation of Four Year degree courses. Further, we were able to develop
linkswith accreditation boards of all other countries of the IEA and agree to exchange available
expertise in each others accreditation process.
Further, with the view of commencing Accreditation of three year degree programs at the
incorporated level under Sydney Accord in Sri Lanka, the delegation had unofficial discussion with
member countries to get collaboration and the Institution of Engineers, Ireland had readily agreed
to extend their support.
The IESL has also requested the University Grants Commission (UGC) to allocate sufficient funds to
strengthen the laboratories of engineering faculties and as a result more than SLRs.1000 million was
allocated to Engineering faculties.
Further, the IESL met the Chairman and Vice Chairman of the UGC and discussed the policy of
establishment of engineering faculties under private universities and new engineering faculties in
national universities. The, IESL also discussed the establishment of Engineering Technological courses
as three year degree courses.
The Chairman of UGC had requested the IESL to become a member of the Sydney Accord and accredit
the courses accordingly.
Further, the Chairman of UGC had mentioned that UGC has no authority to make rules for Universities
coming under BOI projects and that IESL has to play a vital role in recognition and accreditation of
such engineering courses.
The IESL under its Professional Affairs Committee played vital role in discussions with the government
Minister of External Trade and Commerce and officials of the Ministry of Commerce and Trade on
Foreign Trade Agreements to safeguard interests of Engineers with other professionals under OPA
forming the United Professionals Movement and the government agreed to allow professionals
participation in the process of formulating the ECTA agreement.
Presently the Ministry has entrusted the UPM to draft sectorial rules and regulations pertaining to
the Engineering Profession.
The committee was also to have submitted proposals for the Budget, New Constitution and Economic
Planning in respect of sustainable development but due to lack of concrete proposals from members
it did not materialize.

The provincial Chapters also conducted public awareness programs in development activities and
the Planning Circles of provincial chapters are progressing well. All provincial chapter members now
realize the value of Planning Circles.
With the view of promoting the image of Engineers among the public the IESL organized public
seminars on Railway Electrification, Power Sector Development and Water Management Seminar
on World Water Day.
A long term demand of the IESL materialized when the government decided to implement railway
electrification under ADB funding. The Workshop on Power Generation Options organized by the
Power Sector Committee was remarkable.
The Annual National Engineering Conference was held successfully on 19th August at the Waters
Edge hotel and Dr. Sarath Amunugama, Minister of Special Assignments graced this occasion as
Chief Guest and Eng. Patali Champika Ranawaka, Minister of Megapolis and Western Development
attended the seminar as Special guest for the evening session.
The Theme of the conference was National Polices Voice of Engineers and attendance was highly
satisfactory and useful for Engineers as experts on national policy making and skills developments
of engineers.
The IESL had organized three National Engineering Conferences in the last three years with heavy
costs. Therefore mechanisms have to be developed to monitor how our engineers use the findings
of these seminars in their work places fordevelopment ofthe country.
During this session IESL was able to bring about the Submission of the Engineering Council bill to
the parliament, which was delayed due to various reasons during the last few years, which is a
good achievement. All Past Presidents, current Council Members and officials of the Power and
Energy ministry and particularly Eng. Patali Champika Ranawaka, Minister of Megapolis andWestern
Development and Mr. Ranjith Siyambalapitiya, Minster of Power and Renewable Energy gave their
fullest corporation to bring the proposed bill to the parliament.
During my tenure IESL was able to reestablish collaborations with the American Society of Civil
Engineers and the Institution of Mechanical Engineers, UK.
The Council members and members of the Information Technology and Communication Engineering
Sectional Committee and ICT Committee and all other experts of the IESL have made all the effort to
upgrade the IESL website to cater the present demand and introduce the electronic voting system
to fulfill the demand of IESL members. But unfortunately due to unavoidable reasons it could not
materialize but I hope the next council would fulfill the aspirations of the members in this regard.
During my tenure as President of IESL I received the fullest co-operation from Past Presidents, Eng.
Jayavilal Meegoda, President Elect, all Vice Presidents, Honorary Secretary and Honorary Treasurer
and all Council members and committee members of sectional and standard committees, chairmen
and committee members of Provincial Chapters to perform my duties. I take this opportunity to
express my deep appreciation for their co-operation.
The Executive Secretary, both present and former, Deputy Executive Secretary and Managers and
other staff have given their fullest co-operation and without their support I couldnt have performed
the responsibilities as President of IESL. I deeply appreciate their service throughout the session.
After completing this session as well as my stay in the council from 1999, I feel deeply that I have done
something for my engineering profession and I would like to work with the new council members
to help the IESL in future.

As IESL members all of us have tremendous responsibility to protect our profession from threats and
develop the profession to deliver the servicesof Engineers to the nation for sustainably developing
the country.
All IESL council members are performing voluntary work having been elected by members to
represent them in the council. The Prime duty of the Council is make correct decisions for the better
future of the engineering professionals through IESL within objectives of the IESL. To achieve those
targets, I feel, the most important factor is our synergy, respect of each other and patiently listening
to their views and taking decisions collectively.
Finally I wish all of you most respectable professional life with prospective future.

Benevolent fund to protest the appointment of an Employee of IESLCE as Chairman of Board of
Trustees.
During the Session the Committee deliberated on the proposed revisons to the following By Laws:
By Laws 2, 26, 30, 46, 48, 52, & 106.
The Past Presidents Forum had three meetings during the sessions and the following
recommendations made by the Forum were accepted by the Council:
1. Setting up of a Think Tank to advice the Council on matters of National and Public
interest
2. The protocol to be followed at a funeral of a Past President of IESL.
6. PROFESSIONAL REVIEW
At the onset of the session 2015/2016 the Professional Standard Management Committee
(PSMC) under the leadership of President Elect, Eng. Jayavilal Meegoda, set its objectives to
improve the standards of the Professional Review Process and remove the barriers for Associate
Members to obtain the Charter Status which is the pinnacle of an Engineers carrier. Targets
were set to increase the number of admissions to Member category.
In doing so, Professional Standard Management Committee (PSMC) held eleven (11) meetings
during the 2015/2016 Session.
The total Member count as at September 2015 was 16,673 and the count at the end September
2016 is 17,650. The table illustrates the additions, movements and removals from each category
during the session.

To address a long felt need of standardizing the Professional Review process, workshops for
PR Panel Members and Reviewers were held. The participants and the facilitators shared the
knowledge, discussed the issues and shortcomings and identified mechanisms to improve and
maintain the Standard of PR Interviews.
It is well known that obtaining Chartered Engineer status is reaching the pinnacle of Engineering
Career. Many Associate members who faced the PR process were often found not prepared as
per expectations of the IESL as they have not been properly guided. Hence the PSMC conducted
PR Workshops at all provincial chapters with the help of eminent fellow members of IESL. They
shared a wealth of knowledge and experience in industry and about the IESL PR processes.
Two more additional PR examinations per session were introduced making it altogether four
per session. During 2015/16 session PR cycles of May/June and November/December were
introduced in addition to Feb/March and Aug/Sept, providing eligible Associate Members
four opportunities per year to apply for PR examinations. Attention was given to maintain the
standards and the quality of PR process while increasing the number of cycles.
Dedicated separate rooms equipped with required facilities to conduct PR Interviews were
arranged which facilitated to conduct PR Interviews at a faster rate.
The B Paper examination of the Professional Review was conducted as per PR Rules in the
provinces/Qatar chapter with one member from the Professional Standards Management
Committee assigned to supervise the work in each of the examination centers. 749 numbers of
Associate Members applied for the B Paper Examination this session from Provincial chapters/
Qatar foreign chapter.
For the first time, during this session IESL held the exam at Doha, Qatar with the assistance of
the Qatar Chapter. Twenty Seven (27) Associate Members sat for PR B Paper Aug/Sept 2016
at Qatar on 4th September 2016. The exam was held in Sri Lanka Chapters and Qatar Chapter
at the same time.
A check list was introduced for PR applicants. The IESL Event participation details were made
mandatory for Professional Review applicants with the objective to promote young engineers
involvement in IESL activities to get the required professional exposure.

Considering the importance of the first two competencies of the Professional Review, the first
two competencies were made compulsory to pass at the interview for PR applicants coming
under normal route.
PSMC made arrangements for AM to maintain a web based log book from the next session.
During the session 2015/2016, 36 numbers of Engineering Organizations were given recognition
to training Graduate Engineers for their Charter status. PSMC made arrangements to invite all
the Engineering organizations in the country to be accredited training partners of IESL.
Many engineers holding senior management positions were given the Charter status through
the special route which was established for a period of one year with effect from August 7, 2015
to enable experienced engineers to become Chartered Engineers and Council approval granted
to extend this by further one year.
All the processes under PSMC were streamlined and the largest number of Chartered Engineers
was inducted in the history of IESL during this session.
7. EDUCATION
The Education Committee had eleven (11) meetings during the session 2015/2016.
The Chairman of the committee suitably amended the Terms of Reference of the Education
Standing Committee.
The conditional recognition given to four year and three year degrees conducted by few private
educational institutions lapsed on 11.03.2016 and all these institutions were requested to apply
for accreditation/recognition of their engineering degree programmes as per Accreditation/
Recognition Manuals of the IESL.
Those with engineering degrees which are not accredited under Washington Accord or
recognisedby IESL will be required to get their qualifications assessed by the Institution before
applying for the Associate Membership. Council decided to accept individual applications for
evaluations for Associate and Affiliate Member categories from candidates holding unrecognised/
unaccredited engineering degree qualifications from local or foreign institutions provided they
submit authenticated supporting documents pertaining to status of the institution offering the
qualification, academic programme details including curriculum, syllabi, facilities and any other
details stipulated in the recognition manual guidelines.
The IESL Part II and III repeat examinations were held in June 2016 and it was decided to conduct
one more Part III repeat examination to the current syllabus in December 2016 giving wide
publicity.
It was decided to conduct the qualifying examinations twice a year to assist three year and
four year degree holders who need to acquire top up qualifications to become eligible for the
Associate Membership after December 2016 in March and September every year. The subjects

necessary under four major disciplines are finalised. However subjects for other disciplines
need to be decided.

The net income received from conducting these courses was Rs.24,516,725 by end of September
2016.
The University Liaison Committee met three times during the Session. The participation from all
universities of Peradeniya, Moratuwa, Ruhuna, Jaffna and South Eastern is highly satisfactory.
The Sectional Committees organized lectures, seminars and technical visits. The details of their
activities are provided by the respective Sectional Committees in their reports.
The Provincial Chapters have adopted the names Kandurata for Central, Ruhuna for South,
Rajarata for North Central, Wadakin for North and Wayamba for North Western Chapters.
The Provincial Chapters have taken a more active role in conducting CPD programmes in their
respective Chapters during this session. Professional Review B Paper examinations were
conducted in all Provincial Chapters during this session and some Chapters participated at the
Techno Exhibition.
Four Provincial Chapter Coordinating Meeting were held during the session and attendance are
highly satisfactory.
The National Engineering Conference was held successfully for the third time on August 19,
2016 at the Waters Edge attended by around 400 participants. Hon Sarath Amunugama was
the Chief Guest at the inauguration of the Conference which had National Policies Voice of
Engineers as its Theme.
The evening session was graced by Hon. Eng. Patale Champika Ranawaka Minister of Megapolis
and Western Region Development.
The Event was conducted in two sessions followed by a panel discussion at the end of each
session. The speakers delved into the topics of Engineers Role in National Policy Making, Skill
Development and Arising Opportunities, National Transport Policy, Megapolis Development,
Economic Development and International Trade.

Master Chamindu Jayasanka of Hanwella Rajasinghe Central College & Master Abishek S Gomes
of Belvoir College International were selected to represent Sri Lanka at the Intel ISEF in Phoenix,
Arizona, USA in May 2016 from Junior Inventor of the Year competition 2015.
Master Abishek S Gomes won the Grand Award third place in Category of Embedded Systems
and Top Award of $2,000 from Synaptics, Inc and first award of $500 from Patent and Trademark
Office Society for his novel invention Wearable Device to Translate American Sign Language
(ASL) into English. He got this opportunity to participate in the International Competition when
he won the Gold & Silver Awards at the Junior Inventor of the Year 2015 (JIY) competition,
conducted by the Institution.
Master Chamindu Jayasanka won the Top Award of $1000 and an American flag and a framed
copy of the first patent granted in the USA from Patent and Trademark Office Society for his
unique project titled Modified and Adjustable Crutches.
Applications to take part in the competition are called usually in May / June and preliminary
selections made in the respective universities before the final competition is held at the IESL on
a date in consultation with the Deans of Faculties of Engineering of universities before October.
Top inventions gets to be displayed at the Techno Sri Lanka exhibition and awards presented
for the best inventions at the inauguration ceremony of the Annual Sessions / Techno Sri Lanka
Awards Ceremony.
The Induction and Graduation Ceremony was held at the BMICH on September 14th 2016 with
VidyaJyothi (Prof) Rezvi Sheriff, (Professor Emeritus of Medicine) as the Chief Guest. Eng. Newton
Wickramasuriya, Past President graced the occasion as the Guest of Honor. Four hundred (400)
candidates who successfully completed the Professional Review were inducted as Chartered
Engineers and Eighty (82) students who successfully completed the IESL Engineering Course
were presented with certificates.

17. LIBRARY
The Library and Publications Committee had 10 meetings during the session 2015/2016.
During the session, books to the value of Rs.301, 472/ were purchased to the Library. In addition,
based on the user preference survey, library purchased design guidelines and codes initially
covering the civil engineering discipline. Universal Decimal Codes (UDC) valued LKR 99,590.00
were also purchased during this session. Objective is to review the existing coding system & to
carry out necessary corrections & then to upload to MIS.
Two Presentations and Discussion sessions titled Impact of New Kelani Bridge project for the
mitigation of Traffic congestion in Colombo City and Past, Present & Future of Port City were
conducted under the Engineer Hour programme of the Library.
The library management system KOHA was upgraded to its latest version by awarding a
contract valued at LKR 350,000.00 to University of Moratuwa and as a result library now has a
fully-fledged MIS.
The library MIS is hosted on a Virtual Private Server provided by 1&1 Internet Inc., at the value
of US$29/month, which was recommended by a Technical Evaluation Committee comprising
members of the L&PC, ICT Committee and secretariat staff.
The library assistant was sent to a two day workshop on Green stone an on line Library
Management System.
A member of the L&PC submitted a proposal to develop the e-Library for the IESL using a hybrid
system of open source Digital Library software DSpace and Greenstone, which was accepted by
Council. He has been working on this for several months, and is expecting to finalize the setting
up of the e-Library before the end of the session 2015/2016, which he undertook on an entirely
voluntary basis. The e-library will be housed on the virtual private server housing the Library
MIS.
This year too, technical paper submissions for Annual Transactions were managed using the
Easychair software package. All papers to be presented at the Annual Transactions were also
checked for plagiarism using the software package Turnitin this year. Over 80 technical papers

have been received, which were double blind refereed by two experts each, and are being
published in the Annual Transactions.
The L&PC conducted a survey among the Associate members and corporate members to assess
the needs of members for Technical Writing Skills, for which there were 350 responses, from
a cross section of member categories. The survey results will be used by the members of the
L&PC Committee, to develop a program which will be delivered through the CPD Committee.
A monograph on Challenges in the selection and use of cement writtenin Sinhala is ready for
printing.
Draft of Stage 1 of the 3 - stage monograph on Rural Roads is completed.Two new monographs
were commenced during the session on Solar PV and Net Metering and Environmental
Engineering, in five volumes.
The Registration Board met five times during the year. Seven new International professional

Two Training Programmes, one on the subject of ccurriculum mapping and aligning of
assessments and the other on the subject of ensuring consistency among accreditation panels
were conducted at the IESL by Prof. Julia Lamborn, Associate Dean (Education) of the Faculty
of Engineering, Monash University, Australia on May 2, 2016 and May 6, 2016 respectively. The
workshop on May 2, 2016 was attended mostly by university academics and the other on May
6, 2016 was attended by those who have been identified as prospective members of future
accreditation panels.
The full accreditation already granted to each of the following degree programmes was extended
during the period from November 2015 and August 2016 to cover the intake years indicated:

The B.Sc Engineering Degree Programme in Chemical and Process Engineering conducted
by the University of Peradeniya was accredited for the first time and the full accreditation it
received is applicable for the intakes of years 2015 2019.
Accreditation visits were made to the University of Ruhuna in August 2016 to assess its B.Sc
Degree Programme in Mechanical and Manufacturing Engineering for reaccreditation and
to the University of Peradeniya in September 2016 to assess its B.Sc Degree Programme in
Mechanical Engineering for reaccreditation.
Arrangements are being made to evaluate for accreditation the B.Sc Engineering (Hons) Degree
Programme in Earth Resources Engineering conducted by the University of Moratuwa. It is for
the first time that this programme is being evaluated for accreditation and the accreditation
visit to the University will take place in November 2016
It is being planned to seek the provisional membership of the Sydney Accord in 2017 after
carrying out the evaluation of several three year degree programmes that are being conducted
by the University of Vocational Technology.
The Sri Lanka Engineering Council Act was passed by the Cabinet and gazetted in July 2016. It is
expected to be debated in parliament shortly.
A Corporate Plan was prepared with the participation of Council members. The Corporate Plan
prepared is initially for the period 2016-2020. However, it will be a rolling plan with suitable
modifications carried each year. The tasks of implementing the Corporate Plan have been
entrusted with the relevant committees.
The constitutions for the proposed IESL Victoria and IESL Queensland Chapters were approved.
The Council approved to grant 1/3rd of the IESL Membership subscription paid by the members
of Foreign IESL chapters as a contribution from IESL to carry out Chapter activities.

the Institution at the 30th Indian Engineering Congress held in Guwahati, India from 17 20
December 2015.

Eng.(Prof.) Mrs. Niranjanie Ratnayake represented the Institution at the 14th National Convention
of Nepal Engineers Association (NEA) held from February 17 19, 2016 in Kathmandu, Nepal.
A Seminar on the theme Regional Co-operation on Knowledge Management for Innovation
and the General Meeting of the Federation of Engineering Institutions of South and Central Asia
(FEISCA) were also held to coincide with the 14th Convention.

Kamal Laksiri attended on behalf of the Institution, the 56th Convention of the Institution of
Engineers, Bangladesh (IEB) and the National Seminar on the theme Excellence in Engineering
for Sustainable Development held in Dhaka, Bangladesh from February 6 7, 2016.

attended the Engineering Education Accreditation International Symposium organized by China
Association for Science and Technology (CAST) held from April 11 13, 2016 in Beijing, China.
Eng. Wimalasena Gamage in his capacity as the President participated at the Annual Conventions
of New South Wales Chapter of the IESL held on June 10, 2016 in Sydney, Australia
For the first time, during this session IESL conducted the Professional Review B Paper Aug/
Sept examination in Qatar on 4th September 2016. The exam was held in Sri Lanka Chapters
and Qatar Chapter at the same date and time.Eng. Jayavilal Meegoda, President Elect visited
IESL Qatar Chapter and attended as an Observer.
24. FEISCA
Federation of Engineering Institutions of South and Central Asia (FEISCA) has bestowed the
honour of being its President for the next two years on Eng. Jayavilal Meegoda, President Elect
of the Institution of Engineers, Sri Lanka (IESL).
Eng. Jayavilal Meegoda, has been unanimously elected to the post at the 14th General Assembly
of the FEISCA held on 18 February, 2016 at Kathmandu, Nepal.
Eng. Meegoda takes over from incumbent president, Er. Sham Lal Garg, Immediate Past
President of the Institution of Engineers (India). This is the second time since its inception in
1979 that a Sri Lankan is at the helm of this reputed collation of national bodies, Eng. (Gp. Capt.)
P Mervyn Gunasekera, the then President of the IESL being the first to have held the FEISCA
presidency during 2000 2002 period.
The 49th Executive Committee meeting of the Federation of Engineering Institutions of South
and Central Asia (FEISCA) will be held on October 14, 2016 at the IESL Headquarters with the
participation of all of its member countries.

IESL was represented at the discussions with relevant government officials on the proposed
ETCA. IESL was represented by the President, President Elect and Council Member Eng. A.
Manamperi.
Eng. Gamini Gunawardana, Eng. Palitha Abeywardana and Eng. A. Manamperi continuously
attend the discussions in the Ministry of foreign Trading and United Professional Movement
and presently in the process of drafting sectorial regulation pertaining to the Engineers.
A campaign to promote the image of the Engineer among the public was commenced with
advertising on the various infrastructure projects being undertaken in the country. The first
of its kind was publishing an advertisement about the Electrification of Railways which was
published in the months of August & September 2016 in the Ceylon Daily News. A regular
column in the Sunday Times Business Section was also arranged to create awareness among
the public on IESL proposals to the government.

Techno 2016 was officially launched on June 22, 2016 at the Hotel Galadari. The exhibition was
opened to the public on October 7, 8 & 9, 2016 at the BMICH, Colombo.
The Council decided to invite Hon. Ranil Wickremasinghe, Prime Minister of the Democratic
Socialist Republic of Sri Lanka, as the Chief Guest for the ceremonial inauguration of the 110th
Annual Sessions that was scheduled to be held on October 14, 2016 at the BMICH. Mr. KHOO
TengChye, Adjunct Professor, National University of Singapore was invited to be the Guest of
Honour. The following awards were presented at the event:

(ii) The IESL Award for the best Paper by a Corporate Member published in the Engineer
Journal during the Session 2015/2016 to Eng. W D A S Wijayapala and Eng. H P Hemantha
Kumara for their Paper titled An Optimum Wind Solar Hybrid System for Stand Alone

41. ACKNOWLEDGEMENT
The Council expresses its gratitude to the Board of Trustees, all members who served on
Committees and the Provincial Centres and also all the others who assisted the Council in
numerous ways in conducting the Institutions activities. The Council also notes with appreciation

L&PC was assigned the following tasks for implementation under the IESL Corporate Plan
2016-2020:
3.2.1.1 Obtain e-membership of essential journals and provide access to all current members
3.2.1.5 Solicit the support of IESL foreign Chapters for upgrading and updating the library
facilities
6.1.1.2 Provide e-membership to students with access to e-resources of the library
3.2.1.3 Acquire current books, manuals and other relevant publications for provincial and HQ
libraries
3.2.1.4 Provide better facilities for borrowing and returning resources and improve the tracking
process of borrowed resources
3.3.3.3 Encourage publication of technical papers by members attached to overseas chapters
in the Engineer Journal and SLEN
The committee prepared the list of actions under each task, budget and responsible persons for
implementation of the actions, which is given in Annex 1 of this report.
2.
LIBRARY
The library (Prof. E O E Pereira Resource Centre) is one of the most vital entities of the IESL serving its
membership. The Library Development Committee (LDC) established during the session 2008/2009
is continuing to serve as a Sub Committee of the Library & Publication Committee working towards
the development of the library and its related activities.
a) An on-line Book Demand survey was carried out among all classes of members other than
students, to get recommendations for new books to be procured for the library according
to the members requirements. There were 479 responses, covering all local chapters of
the IESL and the Headquarters. When asked for the preference of accessing the library
resources, 44% preferred electronic version and 51% preferred to have both electronic
and printed versions. Only 5% of respondents voted for printed versions. This justifies the
L&PCs move towards establishment of an e-Library for the members.
b) The survey also requested members to indicate up to 5 resources that they would
recommend for purchase by the library. The responses are being analyzed by the library
staff, to be used in the procurement strategy for library resources.

c) During the session, based on the user preference survey, library purchased design
guidelines, codes initially covering the civil engineering discipline. During 2016/2017
session it is planning to purchase guidelines & design codes covering other disciplines too.
d) In addition, books valued LKR 301, 472.45 had been added to the library lending section
during this session 2015/2016.
e) Further during this session, Universal Decimal Codes (UDC) valued LKR 99,590.00 wore
purchased. Objective is so review the existing coding system & to carry out necessary
corrections & then to upload to MIS.
f) During this session under the Engineers Hour program LPP&C conducted following two
programs
i. Impact of New Kelani Bridge project for the mitigation of Traffic congestion in Colombo
City
ii. Past, Present & Future of Port City
g) The library management system KOHA was upgraded to its latest version by awarding a
contract valued at LKR 350,000.00 to UOM, as a result library now has a fully-fledged MIS.
h) The library MIS is hosted on a Virtual Private Server provided by 1&1 Internet Inc., at the
value of US$29/month, which was recommended by a Technical Evaluation Committee
comprising members of the L&PC, ICT Committee and secretariat staff.
i) Training of library staff the library assistant was sent to a two day workshop on Green
stone an on line Library Management System.
j) Recruitment of a Librarian the vacancy for a librarian was advertised for the second time.
k) Setting up of the e-Library Eng. Palitha Wickramasekera, a member of the L&PC submitted
a proposal to develop the e-Library for the IESL using a hybrid system of open source
Digital Library software DSpace and Greenstone, which was accepted by Council. He has
been working on this for several months, and is expecting to finalize the setting up of the
e-Library before the end of the session 2015/2016, which he undertook on an entirely
voluntary basis. The e-library will be housed on the virtual private server housing the
Library MIS.
3.
Publications
The L&PC is following up the publication of the Engineer Journal, Annual Transactions, SLEN
and Digital SLEN and monographs published by the IESL.
Engineer Journal:
The Engineer Journal editor is trying to get the Journal indexed in the Web of Science citation
index. The Journal is already included in the Sri Lanka Journals on Line (SLJOL), which has
increased the visibility to the global readers. During the current session the plagiarism checking
of submissions was commenced, using software available from the SLJOL.
Annual Transactions
This year too, technical paper submissions for Annual Transactions was managed using the
Easychair software package. All papers to be presented at the Annual Transactions were also
checked for plagiarism using the software package Turnitin this year. Over 80 technical papers
have been received, which were double blind refereed by two experts each, and are being
published in the Annual Transactions. The Annual Technical sessions will be held at the IESL
headquarters as parallel sessions, due to the large number of papers received.

The L&PC identified that the reason for most practicing engineers hesitating write technical papers is
because of the weakness in technical writing skills. Therefore, the L&PC conducted a survey among
the Associate members and corporate members to assess the needs of members for Technical
Writing Skills, for which there were 350 responses, from a cross section of member categories. The
results showed that
a) the majority of members were interested in improving their skills for official communication
and writing technical papers.
b) 69% of the respondents were interested in learning the use of specific writing styles for
technical communication (e.g. memos, manuals and guidelines, technical papers etc.)
c) 82.7% of members who responded have said that they are willing to participate if a
program is available.
d) Weekdays 5.30-8.00 p.m. was the most preferred option, followed by Saturdays and
Sundays.
e) 40.5% of the respondents preferred workshop style programs, while 32% preferred
distance learning mode.
f) The respondents have also suggested several resource persons for a Technical Writing
Skills development program.
The above survey results will be used by the members of the L&PC Committee, led by Eng. K.S.
Kumara, to develop a program which will be delivered through the CPD Committee.

PROFESSIONAL REVIEW
At the onset of the session 2015/2016 the Professional Standard Management Committee
(PSMC) under the leadership of President Elect, Eng. Jayavilal Meegoda, set its objectives
to improve the standards of the Professional Review Process and remove the barriers for
Associate Members to obtain the Charter Status which is the pinnacle of an Engineers carrier.
Targets were set to increase the number of admissions to Member category.
In doing so, Professional Standard & Management Committee (PSMC) held eleven (11)
meetings during the 2015/2016 Session.
The total Member count as at September 2015 was 16,673 and the count at the end September
2016 is 17,650. The table illustrates the additions, movements and removals from each
category during the session.

To address a long felt need of standardizing the Professional Review process, workshops for PR Panel
Members and Reviewers were held. The participants and the facilitators shared the knowledge,
discussed the issues and shortcomings and identified mechanisms to improve and maintain the
Standard of PR Interviews.
It is well known that obtaining Chartered Engineer status is reaching the pinnacle of Engineering
Career. Many Associate members who faced the PR process were often found not prepared as per
expectations of the IESL as they have not been properly guided. Hence the PSMC conducted PR
Workshops at all provincial chapters with the help of eminent fellow members of IESL. They shared
a wealth of knowledge and experience in industry and about the IESL PR processes.
Two more additional PR examinations per session were introduced making it altogether four
per session. During 2015/16 session PR cycles of May/June and November/December were
introduced in addition to Feb/March and Aug/Sept, providing eligible Associate Members four
opportunities per year to apply for PR examinations. Attention was given to maintain the standards
and the quality of PR process while increasing the number of cycles.
Dedicated separate rooms equipped with required facilities to conduct PR Interviews were arranged
which facilitated to conduct PR Interviews at a faster rate.
The B Paper examination of the Professional Review was conducted as per PR Rules in the provinces/
Qatar chapter with one member from the Professional Standards Management Committee assigned
to supervise the work in each of the examination centres. 749 numbers of Associate Members
applied for the B Paper Examination this session from Provincial chapters/Qatar foreign chapter.
For the first time, during this session IESL held the exam at Doha, Qatar with the assistance of the
Qatar Chapter. Twenty Seven (27) Associate Members sat for PR B Paper Aug/Sept 2016 at Qatar
on 4th September 2016. The exam was held in Sri Lanka Chapters and Qatar Chapter at the same
time.
A check list was introduced for PR applicants. The IESL Event participation details were made
mandatory for Professional Review applicants with the objective to promote young engineers
involvement in IESL activities to get the required professional exposure.

Considering the importance of the first two competencies of the Professional Review, the first two
competencies were made compulsory to pass at the interview for PR applicants coming under
normal route.
PSMC made arrangements for AM to maintain a web based log book from the next session.
During the session 2015/2016, 36 numbers of Engineering Organizations were given recognition
to train Graduate Engineers for their Charter status. PSMC made arrangements to invite all the
Engineering organizations in the country to be accredited training partners of IESL.
Many engineers holding senior management positions were given the Charter status through the
special route which was established for a period of one year with effect from August 7, 2015 to
enable experienced engineers to become Chartered Engineers and Council approval granted to
extend this by further one year.
All the processes under PSMC were streamlined and the largest number of Chartered Engineers was
inducted in the history of IESL during this session.

Potential members were contacted via e mail explaining future plans, activities and advantages of
joining IESL.
2.3
Initial work in identifying essential elements in a CPD Course for A&PE was done. The demand for
such a course is being assessed.
2.4
Members of A&PESC held several discussions with the faculty of A&PE Department of Open University
in clearly understanding the courses available at present in comparison with courses offered in
Universities in India where AE is a well-established discipline. The aims are to help in development of
the curriculum to satisfy the requirements of IESL, to identify key gaps in course content, to identify
gaps in resource personnel available at the Open University and to plan out the way forward.
2.5
Guidelines for Two-Wheel Tractors and Power Sprayers have been prepared and they are being
validated Asia Pacific Regional deliberations.
Tea Research Institute is in the meantime working on guidelines for components of Rotovane
machines used in Tea Rolling Process in High Elevation method.
Tea Research Institute has also published a guideline on correct selection, operation and maintenance
of CTC units. This is a study that was prompted by detection of high Chromium levels in tea by China.

Techno Exhibition
A&PESC participated at the Techno 2015 held in October 2015 where Self-Cleaning Tea Sifter
developed by the Tea Research Institute and Paddy Transplanter imported and getting acceptance
in Sri Lanka were demonstrated.
A&PESC will be participating at the forthcoming Techno 2016 to be held in October 2016.

3) Field Visits
BSESC has organized its first field visit for the session to Kerawalapitiya Combined Cycle Power Plant
on 5th March 2016. In addition to the exposure to the operation of the power plant the 26 members
who joined the visit got an opportunity to inspect & understand its fire protection & detection
systems, central AC chiller plant, sea water RO system, LV/MV distribution system, ventilation system
etc.
Orange Electric Factory at Meegoda was selected as the location for the second BSESC visit where
25 members ware participated. In this world class lighting and switch/socket outlet manufacturing
facility the members got an opportunity to get an understanding about the manufacturing process,
standards followed, performance testing methodology for LED & CFL lighting etc.

4) Annual Get-together
BSESC is organizing an annual get-together each year to improve the connectivity of its members
who are working in a range of BS sectors. BSESC annual get-together this year filled with fun &
music was held on 2nd of April 2016 at Hotel Randiya, Moratuwa with the participation of 31 BSESC
members.

CESC organized a field visit to Lotus Tower Project in Colombo in March and July 2016 with the
number of participants restricted to 30 for each visit.
Building Clinic and Techno Seminar Room
Building Clinic is a concept initiated and developed by the Civil Engineering Sectional Committee
of IESL to offer professional advice free of charge to the needy people having no access to proper

technical advice, information or knowledge for building their homes. Recognizing the desperate need
to bridge the vast information gap existing between the construction industry and individual home
builders, the Building Clinic is now taken directly to the doorstep of people building houses across
the island. IESL has embarked on a program in collaboration with Ultra Tech Cement Lanka (Pvt)
Limited as its exclusive partner for the Building Clinic based on a memorandum of understanding
with no commercial binding between the two parties.
IESL provides the panel of professionals and technical information, whereas UltraTech provides
logistic support, including the venue and ensures media campaign to generate awareness of this
program. In addition to the Annual Building Clinic at Techno exhibition, two such clinics held at E.L
Senanayake Library in Kandy in January 2016 and at Town council in Kaluthara in August 2016 were
well attended by home builders and over 250 queries were responded by IESLs experts.
The Techno seminar room will be organized along with the Techno exhibition by the Civil Engineering
sectional Committee. The main objective of the seminar was to build awareness on engineering
related issues of general public.
Annual Get-together 2016 for Civil Engineers
CESC organized the annual get-together of civil engineers and their families this year in Vietnam
and Cambodia visiting two countries in ten days from 08st to 18th September 2016. There were 84
participants including IESL members.
Monograph on Cement
A monograph titled "Challenges in the Selection and Use of Cement" initiated by the CESC and
authored by Eng. Ananda Silva in Sinhala language was published through the Library and Publications
Committee of IESL. It is translated into English language and its Tamil language version is expected
to be published soon.
IESL Avurudhu Festival 2015
CESC took the leading role in organizing the IESL Avurudhu Festival 2015 on behalf of IESL as
organized in year 2015. A team was formed with volunteers to organize the festivel. The team
members were, Eng A.M.H.K Abeykoon, (Team Leader),Eng. C.J Ranasinghe, Eng. Ananda, Eng.
M.G. Aruna Jayamaha, Eng. Shashikala, Eng I.K.G Wijaya Keerthi Deshapriya, Eng Pradeep Kumara.
This event was successfully held at Womens International Club, Colombo 7 on 23-04-2016 with the
participation of large number of members with their spouses and kids. They had the opportunity to
take part in 28 numbers of Avurudhu games winning valuable prizes and sing songs with live band
which provided music throughout the day. The day was full of joy and happiness for all participants.
Musical Engineers
All Engineer Band of IESL the Music Engineers was formed under the leadership of Former Chairman
CESC Eng Prabodha Jinasena and that has received tremendous attention from all quarters. Band is
so popular among members of IESL and has become a famous name now. They have performed
successfully at major events like TECHNO awards, Engineering Excellence Award, TECHNO exhibition

ground, IESL Presidents Dinner, Gala dinner hosted by IESL for Foreign delegates from Asian countries
who took part at the Annual Session 2015 etc..They also played at Toast Masters Club functions, Gala
Dinner after the Annual General Meeting of Association of Consulting Engineer etc.
Last Friday of every month has been declared as Members Friday by IESL and Members Lounge is
opened for all members of IESL and the Music Engineers play Live music from 7.00pm on wards.
All in all Music Engineer is well established now and there were several article and photographs of
the band on newspaper recently. Not only that it has been talked among the top musicians of the
country as well. There are lots of talents among Engineers and Music Engineers is ideal platform to
showcase them.

Lightning Protection
A public Lecture on Lightning Protection was held on 18thMarch, 2016 at 17.15 hours
at Wimalasurendra Auditorium of IESL Head Office. The first part of the Lecture was
on Importance of following IEC Standards & Adaptation of IEC 62305 in SL which was
delivered by Eng. Prof. J. Rohan Lucas, Emeritus Professor in Electrical Engineering,
University of Moratuwa. The second part of the lecture was on Lightning Protection for
Modern High Rise Buildings Keeping in line with latest IEC 62305 & SLS 1472 Standards
which was delivered by Eng. S. Gopa Kumar, Technical Director of OBO Bettermann
GmbH & Co. KG, Germany.

ANNUAL TRIP
Sectional Committee selected an overseas tour for this year annual trip. Annual trip was
open for members and their family members. Duration of the trip was 6 days and Forty
Four participants visited various important and attractive destinations in both Malaysia
and Singapore during the trip.

The use of Type G, commonly called as 13A Plugs or square pin plugs, will be the single
standard socket outlet for Sri Lanka and all new installations to be complied with this
requirement with effect from 16th August, 2016. The ban on the import and manufacture
of other type of socket outlets, plug tops and appliances with other type of plug tops
will be banned from 16th August, 2017 and their sale will be banned with effective from
August 16, 2018.

Hands-on workshop at the IESL Ruhunu Provincial Chapter on Thursday, 7th July 2016
held at the Faculty of Engineering, University of Ruhuna in Hapugala attended by more
than 60 engineers and undergraduates. The workshop on IoT and Practical Applications
was conducted by Eng Nalin Karunasinghe assisted by Eng Dr Shantha Fernando, Eng Dr
Chandana Gamage, Eng Kushan Sharma and Eng Samudaya Nanayakkara.
Seminar at the IESL Wayamba Provincial Chapter on Friday, 22nd July 2016 held at the SLT
OPC Training Centre in Kurunegala attended by more than 50 engineers from the Kurunegala
region. The presentations included IoT - The smart future by Eng Dr Shantha Fernando,
Security against Ransomware by Eng Kushan Sharma and a hands on session on Building
an IoT unit by Eng Dr Chandana Gamage.
Seminar at the IESL Rajarata Provincial Chapter on Tuesday, 30th August 2016 held at the Hotel
Creston Park in Anuradhapura attended by more than 50 engineers from the Anuradhapura
region. The presentations included IoT - The smart future by Eng Dr Shantha Fernando,
Security against Ransomware by Eng Kushan Sharma and a hands on session on Building

IESL Robo Games 2016 Workshop at Mahanama College, Colombo on 31st May 2016

Heshan Fernando, Manesh Jayawardane, Dineth Egodage and Darshana Priyasad.
IESL Robo Games 2016 Workshop at Rajapaksa Central College, Weeraketiya on 8th June
2016 conducted by undergraduate members Nimash Dilanka, Manesh Jayawardane,
Darshana Priyasad and several other students.
IESL Robo Games 2016 Workshop at C.W.W. Kannangara College, Matugama on 9th July
2016 conducted by undergraduate members Yasiru Kassapa, Rukshan Perera, Lasantha
Ekanayake, and Indika Bandara Wijesooriya.
The IESL Robo Games also has an undergraduate category that provides a national level platform for
the university and other tertiary education institute students to showcase their engineering talent.
The IESL Robo Games 2015 - School Category competition was held on Saturday, 10th October 2015,
the second day of the annual engineering exhibition, Techno 2015 and the task for the competing
robots was compute the area of shapes such as squares, rectangles and triangles drawn on the arena
floor. The award winners of the competition received their medals and certificates from Eng Saman
Samarakoon, Chairman of the IT & Communication Engineering Sectional Committee of the IESL in
session 2014/2015; Dr Chathura De Silva, Head of the Computer Science & Engineering Department
of the University of Moratuwa; and Dr Beshan Kulapala, Research Scientist of the Vega Project of
Codegen International.
The IESL Robo Games 2015 - Undergraduate Category competition was held on Sunday, 11th
October 2015, the third and final day of Techno 2015 and the task for the competing robots was to
compute the volume of objects such as right rectangular prism, rectangular cuboid, or rectangular
parallelepiped objects placed on the arena floor. The award winners of the competition received
their medals and certificates from Eng Saman Samarakoon, Chairman of the IT & Communication
Engineering Sectional Committee of the IESL in session 2014/2015; Eng Dr Chathura De Silva, Head
of the Computer Science & Engineering Department of the University of Moratuwa; and Eng Dr S B
Wijekoon, President of the IESL in session 2014/2015.
A new school category, Pathfinders, was conducted for the very young robotics enthusiasts to build
and race line following robots. Eng Tilak De Silva, Past President of IESL and Past Chairman of IT &
Communication Engineering Sectional Committee of the IESL presented certificates and medals to
the young Pathfinder competition participants.
IDEA Challenge Competition
The all-island schools Mobile App development competition organized by the sectional committee,
the IDEA Challenge, is being conducted in 2016 under the theme of Green Living where school
students are required to develop innovative ideas and a supporting mobile app directed towards
environmental protection, sustainability and awareness. This competition has an online mobile app
development course conducted by the undergraduates of the Department of Computer Science
& Engineering, University of Moratuwa as part of the engineering technology engagement for the
school children.

This year, the competition introduced an undergraduate category in collaboration with the Reforest
Sri Lanka community organization to develop a mobile app that can in an innovative manner engage
the citizens in forest conservation and reforestation activities.
The IESL IDEA Challenge - 2015 competition was held on Sunday, 11th October 2015, the third and
final day of Techno 2015 and the task was to develop an Android App after successfully completing the
App Development on-line course conducted by the Department of Computer Science & Engineering
of the University of Moratuwa. The school participants and winners received their medals and
certificates from Eng Achini Randeniya, Chairperson of the Competition Organizing Committee;
Eng Saman Samarakoon, Chairman of the IT & Communication Engineering Sectional Committee
of the IESL in session 2014/2015; and Eng Jayavilal Meegoda, President-elect of the IESL in session
2015/2016
IESL IT Services for Members
As a major part of the sectional committee contribution to improve the IESL member services,
the sectional committee supported the implementation of the e-Voting service by assisting in the
organizing and conduct of the test election. This test election conducted in the month of May using
an online electronic voting service was a major success with nearly 700 members successfully
participating and voting using the system.
Also, the sectional committee collaborated with the ICT Committee of the IESL chaired by Eng
Samudaya Nanayakkara to conduct a detailed study of the existing IT services of the IESL Secretariat
and prepared a read-map for future improvements and developments.
Participation at Techno Exhibition
The sectional committee continued to make a major contribution to the Techno exhibition by
organizing the Robo Games game arena, IDEA Challenge display and peoples choice voting booth,
and sectional committee stall highlighting ICT products engineered in Sri Lanka along with indigenous
technology development.
Engineering Community Engagement
The sectional committee used social media as a major tool to reach out to the membership as well
as other stakeholders in promoting IESL activities. The Facebook page of the IT & Communication
Engineering Sectional Committee passed 5000 Likes in early August 2016 thereby creating a large
vibrant group of contributors to its activities.
Also, the sectional committee further enhanced its engagement with engineering undergraduates
and as part of this initiative organized a panel discussion on How IESL can work with Engineering
Undergraduates for Professional Development conducted by Eng Arjuna Manamperi that was held
on 16th June 2016 in the Seminar room of Department of CSE, University of Moratuwa.
The sectional committee also conducted membership drives to enroll associate members from IT
companies including a very successful membership drive held at CakeLabs in September 2016. The
sectional committee assisted associate members to obtain the Charter by helping in the preparation

Attendance of the committee members (average 18) and others (average 7) were satisfactory in the
monthly committee meetings. At some meetings we had above 30 attendees.
At the beginning of the session, Chair, Eng. Arjuna Manamperi declared 3 general themes which are
of utmost relevance to Mechanical Engineering and Sri Lanka to focus all the activities of MESC during
the current session. The themes are namely, Energy, Innovations & Entrepreneurship and Public
Transport. Three theme leaders were nominated to overlook the activities under each theme while
participants volunteered to make up teams under them. Consequently, this sessions CSR project was
selected in relevance to Energy theme while a public lecture series in Energy was also conducted.
An innovation incubation programme is being devised under the Innovations & Entrepreneurship
theme while some of the public lectures conducted were and most of the activities planned for
Techno 2016 are done under Public Transport theme.
MESC utilized online and mobile software tools such as Trello, WhatsApp and Doodle extensively for
distant collaboration and team work.
The successfully completed project of designing and delivering the Mechanical Engineering Design
Course was continued to this session from the previous session. Major modifications were introduced
into the course based on the suggestions by the first batch. Its updates and success was constantly
monitored and discussed during the monthly meetings.
MESC recognized the responsibility it had towards the general public of Sri Lanka. Thus, a flair for
stretching the boundaries of IESL and going into the public was blended in every committee activity
making the general public of Sri Lanka the final prime beneficiary of all the projects planned by MESC
during this session.
Chair updated the house at the beginning of each meeting about the special changes taking place
within IESL and UPM (United Professionals Movement) of which IESL is a founding member, as these
activities primarily constitute to make a responsible Engineer to the society.
A Happy Hour was introduced by Chair from the month May onwards, where the participants of
the monthly committee meeting stayed for a couple of hours after the meeting for a chat with snacks
and drinks at IESL Members Lounge to discuss the current matters at length. This paved the path for
informal discussion and networking among members.
Other projects suggested and presented include the preparation of a vehicle maintenance manual
for most common vehicle types in Sri Lanka, a foreign visit to Bhutan and a hike to Manigala. These
activities are to be carried out in due course.
All in all, the session 2015/16 has been an inspiring one with the blend of ideas from young and senior
members alike. Leadership roles were competitively given to young and new members creating
an arena for discovering potential, investing in future leadership and personality development in
members while serving the Mechanical Engineering community and the society.

will run under TIE theme. All lined up and linked activities with TIE are described below. In addition
to theme we are launching a MECH CLINIC where we have focused on extremely important areas to
industry as well as to general public.
1. Stall Arrangement: Our stall will be interactively and productively designed with followings.
Transportation A software application to educate general public to obtain their actual cost foot
print due to not using public transportation and how much they could save financially (utilize this
money for their wealth) as well as environment saving.
Innovation Inline with our Incubator for Innovators & Entrepreneurs we will select three innovative
projects from three engineering faculties and exhibit them through our stall. All the guidance will
be given to the projects/products owners to develop it up to a marketable product through our
incubator project. Main aim is getting university undergraduates into this to show how incubator is
functioning as well as to give opportunities to those undergraduates to showcase their talents.
Energy Sri Lankan culture is primarily based on agriculture giving prominence to paddy farming
though there has not being significant help to the farming community to uplift the quality of the
product with minimum cost input. MESC unanimously decided to invent a paddy drying machine
which could be operated with minimum cost using easily available energy sources in the environment
(wood, saw dust etc.) and it will be another exhibit to in line with E of our TIE theme..
2. Public Lectures
There will be three public lectures covering TIE themes by three prominent speakers. No doubt that,
those will be some of the most attractive and informative public lectures at Techno 2016.
3. MESC Clinic (Mechanical Engineering Clinic)
For the first time in the history we are conducting MESC Clinic for Techno 2016. We as employers,
employees, entrepreneurs and citizens of a progressive nation have to understand how to get things
done scientifically & productively. MECH Clinic focuses on three important subject areas to deliver
know-how to the masses on those areas. Any person who need mechanical Engineers assistance
under following subjects could present and obtain guidance to their problems from industry experts.

ENERGY THEME Public Lecture Series
One of the themes agreed upon at the inception of the year to be developed by the MESC was
Energy. In particular it was emphasized that all forms of energy must come under the scrutiny of the
team and the programs to be developed must therefore encompass all the common forms of energy
currently in use.
After the initial discussions it was agreed that there is a woeful inadequacy of knowledge not only
amongst the general public but amongst the engineers as well, on the different important aspects
of energy they consume. Therefore it was agreed that the main thrust of the activities during the
year should be towards education. Accordingly it was decided to conduct a series of lectures on the
important different aspects of energy and that these should also be made accessible to the public.
As a result, eight lectures were planned and included under MESC Public Lecture series with lots of
public awareness. They all are listed in the section under Public Lectures.
The lectures were publicized using descriptive flyers by email with synopsis of the lecture and the
profile of the lecturer. This was further enhanced by news items in national newspapers. All the
lectures were recorded digitally and uploaded to the IESL web portal and to the YouTube, for the
benefit of those who were unable to attend. Using You Tube
Recognizing the value do the plethora of important data and information made available by the
lecturers, all of whom were respected experts in the respective fields, it has been decided to
transcribe all the presentations and to arrange to publish in book form. This work is in progress at
the time of this report.
A proposal was on the table to conduct a public seminar after the conclusion of the lecture series.
However, this decision has to be reviewed in the light of recent happenings to determine the best
approach.
It has also been arranged to conduct public lectures at the Techno 2016 on Energy.
ENERGY + INNOVATION THEME CSR Project PADDY DRYER
Paddy farmers of Sri Lanka are faced with many problems in making a living form their paddy
cultivation. After considering the ways of helping them The Mechanical Engineering Sectional
Committee of The Institution of Engineers have designed and built a prototype of a simple paddy
dryer with the expectation of popularizing among the paddy farmers in the hope that this will be
small step in alleviating their problems in getting their harvest to the market place during rainy
weather and making a sale in time.
Recognizing that there are aspects which are not readily appreciated by the designers, it has been
decided that the prototype built should be subjected to rigorous testing by experts conversant with

the requirements and naturally we have decided to seek the assistance of The Institute of Post
Harvest Technology Research & Development Centre for this purpose.
A very special mention must be mentioned about the dedication of the Energy Theme Team and
especially its untiring leader and inspiration to all Mechanical Engineers, Eng. Parakrama Jayasinghe
(FIE Sri Lanka) in what he has been contributing to MESC over the years and this session to the
Energy Theme Lectures and Paddy Dryer for the farmers. His decades of experience and work ethics,
communication skills, social and professional connections have been invaluable to all of us.
We also like to specially recognize Dr. Gamini Kulathunga for his contributions to assist us in building
the paddy dryer given his years of experience in the agriculture sector. There were other very senior
engineers who gave our young engineers input during the Paddy Dryer project and we are grateful.

We conducted a five days CPD course on Project Management Professional PMP in Trincomalee
on 04th, 05th, 11th, 12th& 19th of June, 2016 with the participation of Thirty (30) participants from
different disciplines.
Dr. Kamal Laksiri , CPD Committee Chairman mentioned in his speech that, this is the first time IESL

2) Guest Lecture on Development of Water Resources in Southern Region of Sri Lanka was
jointly organized by IESL Ruhunu Chapter and Civil and Environmental Engineering Society
(CEES), Faculty of Engineering, University of Ruhuna on 11th Nov 2015, from 4.30 pm to 5.30
pm at the IS Seminar Room, Faculty of Engineering, University of Ruhuna, Galle.
This lecture was delivered Eng. L S Sooriyabandara, Chief Engineer, Department of Irrigation.
About 130 participants including Engineers and Civil Engineering Undergraduates have attended
the Guest Lecture.
3) Propel Your Startup Towards Success! - Are You Ready Programme for Final Year Engineering
Undergraduates of Ruhuna Engineering Faculty was jointly organized by IESL Ruhunu Chapter
and Ruhuna Engineering Students Chapter of IESL on 23rd November 2015, from 2.30 pm to
5.30 pm at the Lecture Theatre 1 (LT1), Faculty of Engineering, University of Ruhuna, Hapugala,
Galle. Objective of the programme was to guide the budding engineers to become effective
professionals in the field of engineering.
Around 100 undergraduates, academic staff members and Ruhunu Chapter Executive Committee
members have attended the event with great enthusiasm.

4) Workshop on Attitude Development and Positive Thinking was organized by IESL Ruhunu
Chapter for Engineers, Technical Officers and Other Employees in the Construction Industry.
The event was organized on 18th December 2015 from 9.30 am to 1.30 pm at the Head Office,
Manamperi Engineering (Pvt) Ltd, Matara.
Resource person was Eng. Prabodha Jinasena. About 30 participants have attended the event.
5) Religious activity was organized by IESL Ruhunu Chapter to commemorate the 110th
Anniversary of IESL. On 8th January 2016, Mid-day meal and Evening tea were offered to
Sambodhi Home at Kiribathavila, Baddegama by the IESL Ruhunu Chapter. Sambodhi Home
cares for 33 female residents who experience physical and or intellectual disability.
6) Field Visit to Moragahakanda Kaluganga Development Project was organized by IESL Ruhunu
Chapter on 09th January 2016. Twenty five members have participated in the visit.
7) Professional Review Workshop to assist candidates facing the Professional Review B paper,
Training and experience reports, interview and A paper was organized by IESL Ruhunu Chapter
and Professional Standards Management Committee of IESL. The event was held on 18th January
2016 from 1.30 pm to 6.30 pm at the Auditorium, SLT Office, Matara, with the participation of
56 members. Resource persons were Eng. Shavindranath Fernando, Past-president of IESL and
Eng. KPIU Dharmapala.

This lecture was delivered by Eng. (Dr) Darshi De Saram. More than 200 participants including
Engineering Undergraduates, Academic Staff Members and Ruhunu Chapter Engineers have
attended the event.
9) Junior Inventor of the Year Competition (JIY) 2016 Competition Awareness Programme for
School Children in Matara Schools was conducted by IESL Ruhunu Chapter. The event was held
on 20th February 2016, from 9.30 am to 1.30 pm at Sri Lanka Telecom (SLT) Auditorium, Matara.
This is one of the awareness programmes in the series of awareness programs to be conducted
by the IESL Ruhunu Chapter in collaboration with IESL JIY Steering Committee and Ruhuna
Student Chapter of IESL.

10) Professional Review B-paper Examination was successfully conducted by IESL Ruhunu Chapter
on 13th March 2016 at Faculty of Engineering, University of Ruhuna, Hapugala, Galle. Fifty one
candidates have registered to sit for the exam at Galle.
11) CPD Short Course on Data Analysis was conducted by IESL Ruhunu Chapter on 14th March
2016 from 8.30 am to 4.30 pm at the IS Seminar Room, Faculty of Engineering, Hapugala, Galle,
for Engineers, Researchers and Managers. Resource Person was Eng. (Dr) Cyril Kariyawasam.
Course was conducted free-of-charge for IESL members. There was a high demand for the course.
This course has achieved full enrollment (25 participants) within a few days of advertising.
12) Visit to Nanotechnology and Science Park, SLINTEC, Homagama was organized by IESL Ruhunu
Chapter on 18th March 2016. Sixteen members have participated in the visit.

13) Second Planning Circle Meeting for Engineers in Matara District was held on 24th March 2016,
6.30 pm onwards at Laksara Medura, Walgama, Matara.
Around forty engineers including Heads of the Institutions and Chief Engineers have participated
in the meeting.
14) Guest Lecture on Worlds longest living Hydraulic Civilization, that is of Ceylon was organized
by IESL Ruhunu Chapter for the first year Engineering Undergraduates of Faculty of Engineering,
University of Ruhuna on 5th May 2016, from 8.30 am to 10.30 am at the Lecture Theater 1
(LT1), Faculty of Engineering, University of Ruhuna.
This lecture was delivered by Eng. Harsha Kumar Suriyaarachchi. Academic staff members,
Engineers and more than 200 first year engineering undergraduates attended the Guest Lecture.
15) Religious Event (Dhamma Discussion) was organized by IESL Ruhunu Chapter for Wesak
Season. This event was held on 18th May 2016 from 5.00 p.m. onwards at the Auditorium,
Faculty of Engineering, Hapugala, Galle. The Dhamma Discussion was conducted by Venerable
Marambe Kusaladamma Thero. Engineers, Academic and Non-academic staff members, and
students have participated in the discussion.
16) IESl Ruhunu Chapter organized IT Seminar conducted by IT and Communication Engineering
Sectional Committee of the IESL on 7th July 2016 from 5.00 pm to 7.00 pm at IS Seminar Room,
Faculty of Engineering, Hapugala, Galle. Eng. Nalin Karunasinghe and Eng. (Dr) Chandana
Gamage served as the resource persons of the seminar.
This seminar included highly interactive hands-on session. More than 60 participants attended
the seminar with great enthusiasm.
IESL Ruhunu Chapter Engineers have taken an initiative to volunteer in community development
activities through Sirasa TV Gamedda Community Service Programme.
Under the programme, designing of drinking water supply scheme in Borale, Weligama has
been carried out by the IESL Ruhunu Chapter Engineers.

The event was conducted by Matara Toastmasters Club on 02nd August 2016, at ESOFT Metro

19) IESL Junior Inventor of the Year (JIY) Southern Province Competition 2016 was held on 6th

groups from schools covering Matara and Galle districts have participated in this provincial
level competition with their inventions. The event was organized by the IESL Ruhunu Chapter in
collaboration with IESL JIY Steering Committee and Ruhuna Student Chapter of IESL.
20) Field Visit to Uma Oya Project was organized by IESL Ruhunu Chapter on 20th August 2016.

21) Raising awareness among the public via Radio Programmes
With the objective of creating awareness among the public on Role of Engineers and IESL
activities, Engineers from IESL Ruhunu Chapter have been invited to participate in the 'Shanida
Kathikawa programme broadcasts via SLBC Ruhunu Sevaya on Saturday mornings.

Accounts Keeping
As mentioned in the AGM, Treasurer instructed that it is important to submit the audited
accounts for the calendar year and to have the interim account for the life time of one committee
(specially one year proceeds by the AGM). Everybody agreed to maintain those two accounts.

CPD COURSES
The CPD courses are conducted by the CPD Committee of the Institution. The Committee held ten
(10) monthly meetings during the session 2015/2016. The meetings were well attended and had
a good support from the members for its activities. During this session the Committee organized
number of CPD Courses and all of them were well attended. The details of the courses conducted

The CPD Committee has initiated action to review the policy in conducting CPD courses and to
prepare guidelines to follow in the future. A sub Committee is working on matter and a draft report
has also been prepared.
In this session CPD Committee could commence conduct two CPD programmes in Kandy and
Trincomalee with the assistance of the respective Provincial Chapters. The response in both events
was satisfactory. Arrangements are being made to conduct more programmes in the future so that
the members in the provinces get the opportunity to attend these courses thus avoiding the need
of visiting the center.
Attention has also been paid to commence CPD courses for the middle level technicians. A sub
Committee has been appointed to work on this matter to decide on the course of action.
During the session two awarding ceremonies followed by fellowship were also held to award
certificates to those who had successfully completed the courses.

Intel Educate Future Scientist Workshop organized by the Institution of Engineers, Sri Lanka (IESL)
sponsored by Intel inc was held in Colombo, aimed at enabling the next generation of innovators to
have a solid ground in engineering, science & technology. The Program is designed to help science
teachers present their curricula from an inquiry-based perspective to help foster a spirit of research
and innovation among their students. Program were held for selected 65 teachers who involve with
promoting inventions at JIY & SRPC competition during past. Workshop was conducted by Mr Anoop
Singh Rawat, Intel senior trainer, specialist in science and innovation from India. Objective of the
workshop is to motivate the teachers and students towards innovation.
JIY winners 2015 namely Master Abhisek S Gomes of Belvoir International College, Wellawaththa
and Master Chamindu Jayasanka of Rajasinghe Central College, Hanwella who secured top places in
Sri Lanka Science & Engineering Fair (SLSEF), participated in the Intel ISEF 2016 at Phoenix, Arizona,
USA. More than 1750 students from seventy countries representing around 1500 projects took
part in this years event. Intel Limited, Sri Lanka fully sponsored the travelling expenses and lodging
of Junior Inventors in USA. Master Abhisek S Gomes won third place, grand award in category of
Embedded System. Further, He won two special awards from Synaptics incorporated & Patent and
Trademark Office Society. Master Chamindu Jayasanka won the top place in special award from the
Patent and Trademark Office Society.

Intel ISEF is the largest pre-college science and engineering competition in the world, held annually
in USA with prize money over US $ 4 million. Around 1750 competitors participate in this competition
from over 70 countries.
The products, which won awards at the JIY competition 2015 were developed at NERD centre and
at Design Centre, University of Moratuwa with the help of our members. The winners were trained
on the Research based inventions at the Design center, University of Moratuwa and on presentation
skills by IESL toastmasters club.
Provincial Competitions were held at Kandy, Colombo, Galle, Rathnapura, Kurunegala & Badulla
in June, July & August 2016. During the competitions, Eng. J Meegoda & Eng.HDBP Herath made
presentations on Intel ISEF and the eligibility criteria for ISEF 2017, which is to be held in Los Angeles,
USA in May 2017.
Five IESL scholarships were awarded to JIY 2015 winners at the IESL Induction and Graduation
ceremony held at the BMICH on 14th September 2016.
Final JIY competition was held on 24th September 2016 at Wimalasurendra Auditorium, IESL. Sixty
nos. of inventions selected from preliminary competitions were evaluated at the final competition.
Selected 20 nos. of JIY winners will display their inventions at TECHNO 2016, National Engineering &
Technology Exhibition on 7th, 8th and 9th October 2016.
Welcoming ceremony of JIY Finalists was held on the same day along with the Final competition.
Mr. Sunil Hettiarachchi, Secretary - Ministry of Education attended as the Chief Guest in the ceremony.

Atanu Adikari from Reinforced Earth India, was held on May 04, 2016 at 1715 hrs at IESL
Wimalasurendra Auditorium and this lecture was well attended.
Public Lecture on " Flood Protection in The Netherlands- Dutch Approach of water
management & Governance " by Ir. Piet Houtenbos, Consultant Urban Planning. Deputy
Mayor, Massland, The Netherlands was held on the 22 August 2016 at 1715 hrs at IESL and
this lecture was well attended.
The next public lecture is planned on the 19 September 2016, on "Post War Reconciliation"
by Ir. Viktor Sebek, Chair Person, Ocean Security International - USA, a renowned Post
Conflict Expert UNESCO.

Miscellaneous
Preliminary discussions were held to have Public Lectures thro Skype Conferences by
using the new technology to get involved outside engineers.
"High Tea" is planned for the committee on the 7 September 2016, as a social activity for
the committee.
The Committee wishes to thank the President IESL, Executive Secretary, Staff of the IESL Secretariat
and the Members of the Women Engineers Forum for their co-operation and assistance during the
Session.
It has been a great opportunity to run the Women Engineers Forum at its fullest, great achievements
within this short period of six months with many activities and looking forward to play a more
effective and meaningful role in the future.

Eng. Ranjith Thabrew inquired whether recommendations stated in the independent auditors
report had been taken in to consideration.
Over an issue raised by Eng. N Wickramasooriya referring to the independent auditors report
was explained by Finance Manager. President stated that steps will be taken to include the
IESLCE report into the council report. President further stated that Finance Manager will be
requested to visit provincial chapters on a rotational basis.
President responding to an inquiry raised by Eng. J Meegoda stated that CPD accounts will be
depicted as a separate entity.
Eng. Ranjith Thabrew pointed out that the income of IESL is drastically going down and as for
examples he quoted the excessive expenses incurred on advertising and for annual sessions.
Past President Eng. Shavindranath Fernando explained that during his period expenditure
went up, mainly due to salary revisions and increments done for IESL staff.
President too, responding stated that another reason for higher expenditure had been due to
the higher number of foreign delegates invited for IESL functions. He further stated that all
possible steps will be taken to cut down the cost in future functions of IESL.
Eng. L W Senaviratne proposed the annual statement of accounts is acceptable and Eng.
Meegoda seconded the same.

Enhancing and Governing IESL reach to Provinces through Provincial Chapters (PC)
Especially during the last three sessions, IESL has made some great inroads to build a stronger
presence in the provinces (where more than 50% of our members work and live) through its
Chapters. These Council initiatives included enhancing transparency and collaboration through ICT
connectivity, increasing authority and scope of PC Committees, providing additional routine funds
and project specific funds, holding B Paper examinations in provinces, creation of District Centre

under PCs, elevation of the status of a provincial Centre to a Provincial Chapter and a strategic
drive to establish permanent PC offices. In this regard, we propose two procedural steps to further
strengthen this strategic effort, better governance and mitigate potential risks:

IESL Provincial Chapters Meeting, a coordination meeting with IESL Centre takes place
quarterly at the IESL Centre office in Colombo. It is represented by the President, selected
Council Members, IESL key staff, and PC representatives. We propose all those meeting to be
held in PCs (rotating the location during a session and between sessions) with the majority
Council Members participating at these meetings. This we believe will bring Council and the
PCs and its large number of members together in a culturally suitable face to face
discussions. It will make the PC members and the Council Members to have more time to
interact and learn from each other. The necessary facilities required to the members should
be provided by the IESL.
2.
While giving more autonomy to PCs, its responsibility of the Council to keep a very close tab
on operational outcomes of PCs. For example, we cannot afford to start projects with large
investments to be slowed down or even abandoned at some point due to PC issued.
Therefore, the Council must set a clear set of measurable and qualitative KPI (Key
Performance indicators) for PCs and monitor them an effective manner. At any time, the
Council factually finds the operations are not functioning as expected, then the Council should
have the option of directly governing (Funds, Personnel, Procedures, etc.) a PC until issues are
put to rest. If we dont do this, PCs will drift in multiple directions without a collective vision
and missions set by KPIs. The proposed process will also help to elevate the IESL image. In
this proposal we are not at any time emphasizing the need for daily operational control of a
PC. We are focusing the honorable memberships attention to strategic and holistic need of
the Council to be the guardian of IESL and its Centre.

Since 2014, Sri Lanka has been a signatory to the Washington Accord, which is an
international accreditation agreement for professional engineering academic degrees. The
accreditation agreements are between the bodies responsible for accreditation in its
signatory countries and IESL is the signatory accreditation body for Sri Lanka.
In this role of pre-eminent accreditation body for professional engineering academic
programs, it is essential to ensure the impartiality and objectivity of the IESL in its activities
connected to accreditation process.
The IESL College of Engineering (Pvt) Ltd. is a fully-owned subsidiary of the IESL that was
established in 2011 as an engineering education provider for the award of degree
equivalent qualifications.
