Passport office move preempts rainy season dangers

The Burmese government temporary passport office in based in Kawthuang will be


moved to Ranong during the coming rainy season, according to Kawthaung residents.

The move from Kawthaung to Ranong was arranged in order to ensure easier travel
and to avoid the dangerous of boats sinking carrying migrant workers crossing to
make temporary passports, a Kawthaung resident who is close to a member of the
temporary passport office, said.

“If [you] travel from Ranong to Kawthaung two ways, it takes [a total] time of one
hour. Rainstorms normally hit during rainy season,” said the resident, summarizing
what he had been told by passport office staff had told him. “It is very dangerous for
the travelers. Moreover it is very difficult for the people who have never traveled by
boat – they are easily get sick. If they get sea sick it could be bad for them”.

The Burmese temporary passport office staff has begun preparations to relocate to the
new office in Ranong, however the move is not yet complete. “I have seen that the
new office has been painted, but have not set up the name [sign] yet,” an eyewitness
from Ranong described.

A move in location of temporary passport office will make processing of temporary


passports more easy for migrants, by shortening the journey and decreasing the cost of
the trip. A worker who has already made a temporary passport explained, “[If] we go
to Kawthaung from Ranong, we have to pay 100 baht for the boat to get a temporary
passport in Kawthaung, [and to return] have to pay 100 baht again. [We pay] a total of
200 baht.”

Nearly 600 migrants a day arrive in Kawthaung to make temporary passports, a


Kawthuang based broker told IMNA.

The danger for migrants crossing to Kawthaung is real. On May 15th, 2009 an express
boat crossing From Kawthaung to Ranong sank, with 11 people dead and only 8
survivors. During rainy season, boats are stopped for two or more days until the
weather is stable. One week ago ships running between Kawthaung to Ranong were
halted for 4 days during heavy rainfall, a resident broker reported.

The decision of moving the office came during a government meeting at the foreign
minister’s department in Nay Pyi Daw that addressed topics of migrant workers
working aboard in Thailand, according to Khitlunge, a government media source, on
June 5th.

Ranong migrant nationality check centre unveiled

Chiang Mai (Mizzima) – Migrant workers and labour activists have welcomed the
Thai governments’ decision to set up a nationality verification centre for Burmese
workers in Ranong in southwestern Thailand but warned it could not solve the real
problem.

Wanchai, a Mon migrant worker Samut Sakhon, a seaboard province south of


Bangkok, told Mizzima he was pleased the Thai and Burmese governments had set up
the first nationality verification centre for Burmese workers in Ranong, which he
planned to visit in July for the process. He expressed concerns however about the
expense and risks of the journey.

“It’s good that I don’t have to cross to do it in Kawthaung ,” he said, referring to the
boat journey across the Kyan River mouth from Ranong to Kawthaung on the
Burmese side. “However, I have to spend money to travel … and I could be caught by
the officials on the way.”

“It’s easier to pay for a broker to take me there as the total price for either method
would be similar,” Wanchai said.

Sompong Sakaew, director of the Labour Rights Promotion Network, based in Samut
Sakhorn suggested that the best way to deal with the issue was to set up the centres in
provinces where numerous migrant workers were living, such as Bangkok, Samut
Sakhon, Chiang Mai and Mae Sot district in Tak province.

“The policy is progressing but the agents hired to bring workers to register could still
deceive them,” Sompong said. “If the centres were located near their workplaces they
could obtain verification themselves and the process would be far easier.”

The comments followed the Thai-Burmese governments’ decision to set up the first
centre in Sapan Pla village, Ranong provincial capital’s fishing port.

Thai Department of Employment deputy director Suphat Kukhun said the centre was
opened over Thai government concerns for the safety of migrant workers who would
have had to cross the sea (river) to carry out the process in Burma during the current
monsoon season.

“Burmese have officials accepted our proposal [for Burma] to send 20 officials to
Thailand from July to October this year, [and] who are expected to complete
verification for 800 workers per day,” Suphat said, adding that the possibility to
extend the verification period would be discussed.

The centres could be model for major border provinces in the future, he said,
according to a report on the Thai Public Relations Department website.

Ranong deputy governor Niriwat Phunnagan claimed the centre would benefit both
countries and that the venture reflected “the increasingly harmonious relations
between the two countries”.

Thai Ministry of Labour recent statistics show that since the programme started early
this year, 82,767 Burmese migrant workers have travelled to complete the process
and returned with temporary passports out of an estimated total of two million
migrant workers in the kingdom.

Its Department of Employment said preparations were under way to launch a


committee charged with urgently suppressing and arresting migrant workers, which
would be ready to act by the end of the year so that a new set of workers could be
brought into Thailand legally to replace the “illegal workers”. Last year, 1, 518
employers of illegal migrant workers were arrested and 11,436 migrant workers
detained.

But analysts said these figures were significantly less than the number of workers
actually arrested.

Early this month the issue was mentioned in a joint statement from Human Rights
Watch (HRW) based in New York and the Human Rights and Development
Foundation of Thailand (HRDF) issued in the United Nations Human Rights Council
in Geneva. The statement on the situation of migrant workers in Thailand was issued
following the report to the 14th session of the UN council by the UN special
rapporteur on the human rights of migrants.

The rapporteur during this year and last issued four sets of urgent letters to the Thai
government over its: deportation of Laos Hmong; migrant nationality verification
process; treatment of Rohingya people; and its systematic discrimination against
migrant work accident victims. This correspondence, also released to the UN rights
council, shows Bangkok has only replied to the first and third issues.

The HRW-HRDF said the nationality verification policy agreed to by Thailand and
Burma since 2003, however well-intentioned as a method to deal with irregular
migration, was implemented last year with no genuine consideration for human rights.

“Instead, threats of mass deportation have been highly visible, only registered
migrants are eligible for the scheme and unregulated brokers continue to charge
exorbitant fees. Human Rights Watch commends the special rapporteur’s
interventions on this issue and requests he continue to carefully monitor this policy’s
implementation,” the statement said.

HRW said it strongly supported such a visit as a means to constructively aid Thailand
in its efforts to adhere to its international obligations to promote migrant rights and
thereby honour its recent pledges to the UN Human Rights Council.

Thai/Burmese Authorities Agree to Set Up Nationality Verification Centre in
Ranong

At 11am on 10th Jun 2010 at the Tinidee Hotel in Ranong Province , the Employment
Department organised a conference to discuss amongst experts from Thailand and
Burma the issue of finding a location to set up a nationality verification centre to issue
temporary passports to Burmese migrant workers who are working in Thailand .
Amongst those attending this conference were Mr. Supat Gukhun (Deputy Director
General of the Employment Department), Mr. Oo Ongdtian (Ambassador of the
Burmese Embassy in Thailand ) and Mr. Niriwat Phunnagan (Vice Governor of
Ranong Province).
The meeting agreed for the setting up of a nationality verification centre to issue
temporary passports to Burmese migrant workers, based in Ranong Province in the
area of Pairplaagofuk, Soi Chaw Pramong, near Plaaranong Bridge , Tambon
Paaknam, Ampur Muang, Ranong Province . The opening of this centre will ensure
that Burmese migrant workers who have already submitted their documents for
nationality verification receive effective and comfortable, quick, safe and reduced
costs services when processing their applications.
The Deputy Director General of the Employment Department said that the
establishment of the Nationality Verification Centre for Burmese migrant workers in
Ranong Province was the result of a meeting in Pagan, Burma where the Thai
authorities expressed their concern about the safety of Burmese migrant workers who
had to travel into Burma to complete nationality verification during the monsoon
season. The Thai authorities therefore recommended to the Burmese authorities to
send their officials into Thailand to process nationality verification applications.
Burmese authorities therefore sent officials to consider the location of this centre and
to engage in this meeting.
It is hoped that this nationality verification centre will open to begin processing
applications at the beginning of July 2010 and continue to operate until around
October 2010. The Burmese authorities will send approximately 20 permanent
officials to work at this centre who will be able to process nationality verification
applications for 800 migrant workers per day. As to whether timelines have to be
extended, this issue will be discussed in the future. This is possibly the initial stage
that could lead to the opening of nationality verification centres in Ampur Mae Sot in
Tak Province and Ampur Mae Sai in Chiangrai Province
The Deputy Director General of the Employment Department also revealed that there
were 1, 077, 991 Burmese alien workers who registered to work in Thailand in 2009.
In 2010 833, 013 of these workers applied for work permits and entered the
nationality verification process, and so far 94, 000 of these have received temporary
passports. There are therefore around 739, 900 workers who have not yet received
their temporary passports. There are also 246, 978 workers who have not yet entered
into the nationality verification process and for these workers, the Interior Ministry
and the Thai Police Force have in the future to proceed according to law.
Mr. Niriwat Phunnagan, Deputy Governor of Ranong Province , said that the
Burmese authorities, by setting up the nationality verification centre in Ranong
Province , will bring benefits for both countries. This agreement also showed the
genuine nature of both parties to solve problems together and showed increasingly
harmonious relations between the two countries. He said that Ranong Province was
willing to assist in providing effective and comfortable services in response to
everything the Burmese authorities required in this endeavor, in particular in relation
to ensuring the safety, health and hygiene of the Burmese officials and migrants
coming to undertake nationality verification. The provincial authorities will therefore
request for national security officials and provincial health officials to come to assist
with the operation of this specific nationality verification centre. In relation to the
Burmese officials who have to travel into Thailand to carry out related duties, this will
not raise any issues of concern as the Immigration Department is ready to assist as
much as it can so as to ensure these officials can carry out their duties according to the
goals of the government.

Employment Department Hosts Talks in Ranong to Press Burmese Authorities
to Set Up Nationality Verification Centres in Thailand

On 10th June 2010, the Employment Department organised a conference to discuss


amongst Thai and Burmese experts the issuing of temporary passports to Burmese
migrant workers who will come to work in Thailand . The meeting was held at
Tinidee Hotel, Ampur Muang, Ranong Province . The meeting provided the
opportunity for representatives from both the Thai side (led by Mr. Jirasak
Sukhontachaat, Director General of the Employment Department) and Burmese side
(led by Mr Myint Thein, Deputy Director of the Burmese Police Force) to draft
official minutes from the meeting and officially sign those minutes.

During the morning, the Thai organising committee and Burmese officials travelled to
visit locations that the Employment Department has identified to set up the nationality
verification centre to issue the temporary passports to Burmese migrant workers. This
centre will be a Burmese office which will be transferred from the Burmese side of
the border. The Thai authorities have identified/allocated 3 locations for this centre
(Nitiponmotor Ltd., Tambon Bangnoon, Ampur Muang, Ranong; Komos Building ,
close to Ranong Immigration Checkpoint; and Pairplaagofuk, Tambon Paaknam,
Ampur Muang, Ranong).

Mr. Myint Thein revealed that initially the detailed information on this issue must be
sent to the central Burmese authorities to acknowledge and decide which location
shall be chosen to set up the nationality verification centre, and he expected this
process would take some time. However, Myint Thein said that he agreed that there
should be a transfer of the Nationality Verification Centre that issues passports from
the Burmese side of the border to the Thai side because it would provide an effective
and comfortable service to Burmese migrant workers who come to work in Thailand
.

Arakanese allege bias at UN Malaysia refugee office

New Delhi (Mizzima) – More than 50 Arakanese held a protest outside the UN
refugee organisation’s office in the Malaysian capital on Monday, alleging its
discrimination against the Burmese ethnic group.

The demonstrators at the United Nations High Commissioner for Refugees office in
Kuala Lumpur called for the office to recognise the more than 10,000 Arakanese in
Malaysia as legitimate refugees and supply aid to those in immigration detention
camps. They also sought an Arakanese translator at the office.

A day after the protest, the UNHCR reported on its website’s news section that it had
recently flown 38 ethnic Kachin Burmese refugees from Malaysia to Romania.

Meanwhile, the New Straits Times reported on Monday that Saturday night’s three-
hour riot at an immigration detention camp in Ajil, in the eastern peninsula state of
Terengganu was sparked by a fight between two groups of Vietnamese and Burmese
detainees, immigration officials told the newspaper on Sunday.

But state police chief Shukri Dahlan reportedly said that almost 200 men from
Vietnam and Burma “turned aggressive after what they claimed was mistreatment at
the camp”, the paper reported, without details of the abuses.

The 1951 Refugee Convention is “the key legal document in defining who is a
refugee, their rights and the legal obligations of states”, according to the UN.

Article 1 of the convention says a refugee is a person who “owing to a well-founded


fear of being persecuted for reasons of race, religion, nationality, membership of a
particular social group, or political opinion, is outside the country of his nationality,
and is unable to or, owing to such fear, is unwilling to avail himself of the protection
of that country…”

Min Min Htun, one of the leaders of the protest outside the UNHCR offices, told
Mizzima: “The UNHCR office in Malaysia has recognised other ethnic people from
Burma as refugees but the Arakanese people are being discriminated against … that’s
why we are … [here today].

“Moreover, the Arakanese people who have been in detention camps have been
ignored by the UNHCR,” he said. “And no Arakanese translator was appointed in the
UNHCR office, so we [also] have language barriers to deal with.”

The protesters submitted a letter to the office and UN staff promised to consider their
demands “as soon as possible”.

Between 2004 and 2008, Arakanese people had been recognised as refugees but since
that period their right to apply for refugee status had been denied, according to the
demonstrators.

Just 1,700 of the 15,000 Arakanese in Malaysia have been registered as asylum-
seekers (UN definition: a person who has left their country of origin, has applied for
recognition as a refugee in another country, and is awaiting a decision on their
application) by the UNHCR Malaysia office, and 250 have been resettled in safe third
countries, the Arakan Refugee Relief Committee, based in Kuala Lumpur, said.
Around 300 Arakanese are in detention camps around Malaysia.

Tun Win Nyunt, a Burmese human rights activist in Malaysia, also accused the UN of
bias in dealing with the ethnic group.

“We don’t have even the right to apply for refugee status, so we asked the office
[why],” he said. “Their answer is … because we have Burmese passports and we can
go back to Burma … Their answer is very general [vague].”

A Chin Refugee Committee (Malaysia) spokesman said: “We [too] have noticed that
Burmese and Arakanese people are not being recognised as refugees, but I don’t know
the reason.”

Mizzima phoned UNHCR Malaysia but its spokeswoman Yante Ismail was unable to
provide answers, citing a lack of detailed knowledge of the situation.

However, the UNHCR yesterday reported in its website’s news section that on May
31 and June 1 a group of 38 Burmese refugees, all ethnic Kachin, had been flown to
Bucharest, Romania from Malaysia in a resettlement organised with the Romanian
immigration department and Red Cross.

Romania had become one of the few countries in the world to accept refugees for
resettlement, it said.

“The refugees, including eight children, flew to Bucharest from Malaysia on May 31
and June 1 under legislation adopted by Romania in December 2008,” the report said.
“This provides for Romania to accept up to 40 refugees for resettlement each year.”

In the report, UNHCR officer in Romania Machiel Salomons said it had been forced
to enhance its resettlement efforts, adding that “Romania’s contribution in this regard
is both timely and very much appreciated.”

The Kachin group were staying at the Regional Centre for Accommodation and
Asylum Procedures in Galati, a city in eastern Romania, run by the Romanian
Immigration Office, the UN said.

“Romania also hosts a landmark Emergency Transit Centre, which was opened in the
city of Timisoara in late 2008 to provide a temporary haven for refugees in urgent
need of evacuation from their first asylum countries due to life-threatening
conditions,” the report said. “More than 600 refugees have transited the centre.”

Of the 87,700 refugees or asylum-seekers registered with the UN in Malaysia, 81,200


are from Burma, comprising some 39,100 Chins, 18,800 Rohingya, 5,900 Burmese
Muslims, 3,800 Mon, 3,600 Kachin, and the remaining are other ethnic minorities
from Burma, according to the website of the UNHCR Malaysia.

Other refugees were from Sri Lanka, Somalia, Iraq and Afghanistan. Some 70 per
cent of refugees or asylum-seekers were men, while 30 per cent were women, the
website said. There were some 19,000 children aged less than 18.

Malaysia refused to sign the 1951 Refugee Convention. That refusal and the lack of
legislation ratifying the convention of the kind adopted by Romania in 2008 means
that the country arrests and jails refugees, asylum-seekers and stateless people. Illegal
migrant workers have also been detained.

The junta’s confiscation of lands, recruitment of child soldiers, rape carried out by its
army, forced labour, forced relocation, brutal repression of dissent and ethnic minority
rights, unjust laws, inadequate infrastructure and abysmal health care are just some of
the many reasons that thousands of Burmese people have fled to neighbouring or
regional countries for asylum or just a livelihood.

MYANMAR: Shelter issues and land rights frustrate resettlement
YANGON, 9 June 2010 (IRIN)

Two years after Cyclone Nargis devastated the delta region, more than 100,000
families remain without adequate shelter due to a lack of funding and knowledge
about land laws, says the UN Human Settlements Programme (UN-HABITAT)
country manager, Srinivasa Popuri.

The total funding gap for all sectors in the post-Nargis recovery effort is US$510
million, according to the Recovery Coordination Centre responsible for tracking
Nargis aid. For shelter alone, the funding gap is $150 million.

Some 67,000 new shelters have been built - 30,000 by the government and 37,000 by
the international community - against 752,299 homes affected.

The monsoon rains – which typically begin in mid-May and last for up to four months
– make the situation worse, especially for the half-million delta residents belonging to
the most vulnerable groups such as the disabled, elderly, or expectant and new
mothers.

Scarce funding in the two years following Myanmar’s most devastating natural
disaster in recorded history is only a part of the problem.

Moving to illegal land


Land rights have now become a pressing concern for the delta’s internally displaced
persons (IDPs). After Nargis, many families never returned to their devastated
villages.

“Many of the beneficiaries didn’t want to return to their homes. They felt unsafe in
their old villages,” said Norwegian Refugee Council’s Chris Bleers.

They moved instead to higher ground, areas classified by Myanmar law as


“agricultural land”. Myanmar land law allows people to settle only on “village land”,
and violators face up to six months in prison. Structures built in unlawful areas are
destroyed. According to government figures, only 1.39 percent of land in the delta is
village land.

But most IDPs have little or no knowledge of the law.

“Land here belongs to the state, and the collective right of use is given to a group or to
villagers, depending on how the land is classified. The land is virtually free; you just
have to go through the process to gain a certificate for right of use. Information is not
readily available, and people don’t know who can help them,” Popuri said.

The total number of landless people in the delta is unknown; while townships record
newly arrived families in villages, no comprehensive data exists for the region.

Government assistance

The UN has partnered with U Myint Thein, deputy director of the settlement and land
record department at the Ministry of Agriculture, who provides technical support on
land laws to local authorities and NGOs, to address the issue. He has met people in
several townships in the most affected areas.

“They’re unfamiliar with land laws, and are generally village elders nominated to be
leaders. They voice problems, and I suggest solutions,” U Myint Thein told IRIN.

While raising awareness about land laws, U Myint Thein has helped obtain rights for
and negotiate the legal resettlement of 3,349 families – almost half the affected people.

Their latest awards came as part of the combined coverage of the issue with the Hong
Kong English-language newspaper, the South China Morning Post.

The accolades were announced at a gala dinner organised by the Society of Publishers
in Asia at the JW Marriott Hotel Hong Kong on Monday night.

Judges said of the Excellence in Investigative Reporting award: ''An excellent series
that uncovered serious government abuses and had a material impact in correcting
them. Exclusivity. Strong reporting. Hard-hitting piece with international
implications.''

Of the Excellence in Human Rights Reporting award, the judges said: ''Excellent
investigative work that exposed serious human rights abuses of oppressed people.
Intrepid reporting of a hidden subject. This is a high-caliber series buttressed by solid
on-the-ground reporting and great pictures. All militaries are challenging subjects for
investigative reporters and Thailand's is no exception. The team clearly went to great
lengths to get sources, break news, and provide the details that prodded the
government into action.''

Morison and Khun Chutima shared the awards with Maseeh Rahman, Ian Young and
Greg Torode in the category for English-language newspapers that circulate primarily
in one or two countries, English-language magazines with circulation under 50,000
and English-language websites with five million monthly uniques or below.

Phuketwan broke the story of Thailand's treatment of the Rohingya exclusively online
in January 2009 then reported it several days later for the pages of the South China
Morning Post to make sure the issue received mainstream international coverage.

Among the other SOPA award winners were journalists from the Financial Times,
TIME Asia, Newsweek, the International Herald Tribune, the Wall Street Journal
Asia, the Straits Times and Reuters. The entries were assessed by 109 high calibre
judges worldwide.

Earlier this year, the Phuketwan team also shared the honor of being awarded the
prize for Scoop of the Year at the Hong Kong News Awards 2009 and later the
general news prize at the Human Rights Press Awards in Hong Kong ''for exposing a

Refugees To Face More Raids In Malaysia

Refugees in Malaysia are expected to experience more assaults and raids from the
local authorities on the government's drive to reduce foreign workers in the country
from 2.1 million to 1.8 million.

Malaysian government is scheduled to offer amnesty for illegal foreign workers


before running a major raid against illegal foreign workers in every corner of the
country.

Refugee, totalling up to 90,000 in Malaysia, is expected to become the victim of such


raid, for Malaysian laws do not differentiate between economic migrants and refugees.

Deputy Prime Minister of Malaysia, Tan Sri Muhyiddin Yassin recently announce
that, a major raid planned early this year is being postponed and the government will
offer amnesty to all illegal foreign workers with the chance to return home without
facing action.

He said the integrated biometric identification system would have to be in place


before the amnesty programme could be implemented.

He said foreigners who entered the country illegally or overstayed after their work
permits expired would be offered amnesty once the Home Ministry updated the
system.

“The biometric identification system is necessary to ensure that we record the entry of
all visitors and workers into the country. It will include work to update and coordinate
all hardware, software and data managed by different agencies and ministries."

“We will leave it to the Home Ministry, namely the Immigration Department, to
implement it as soon as possible,” Muhyiddin told a news conference after chairing
the Cabinet Committee on Foreign and Illegal Workers.

Muhyiddin said the Government would also be looking into existing legislation and
the possibility of introducing new regulations to curb the problem of illegal foreign
workers, as it was important to ensure full enforcement once the amnesty period is
expired.

“After the amnesty offer expires, we will act against all those who harbour foreign
workers without permits,” he said.

According to data from UNHCR, they are 87,700 refugees and asylum seekers
registered with the organization, of which 81,200 are from Myanmar, comprising
some 39,100 Chins, 18,800 Rohingyas, 5,900 Myanmar Muslims, 3,800 Mons, 3,600
Kachins and the remaining are other ethnic minorities from Myanmar.

Malaysia locals include the authorities however fail to distinguish between Burma
refugees and Burma foreign workers, making both of them being arrested during the
raids.

First Kachin refugees in Romania mired in problems

The first batch of ethnic Kachin refugees from Burma arriving for resettlement in
Romania are mired in problems of communication and insufficient support from
authorities, said the refugees.

Romania for the first time in an arrangement with the United Nations High
Commissioner for Refugee (UNHCR) accepted 38 Kachin refugees from Malaysia on
May 31 and June 1, so that they can start a new life in the country.

“We are facing language problems because local people don’t speak English,” a
refugee told Kachin News Group today.

They are worried about their future given the lack of support from the authorities.
Communication problems have compounded matters and they are having difficulties
in finding health care facilities, especially for the children. Without identity cards they
are unable to do anything, including seeking admission in hospitals.

The refuges have begun to learn the Romanian language and are waiting for identity
cards, said the refugees staying at the Regional Centre for Accommodation and
Asylum Procedures in Galati, a city in eastern Romania provided by Romanian
Immigration Office (RIO).

“We will need over a year to get acquainted with the local language and are worried
about the trouble we will face before we can manage by ourselves,” said the refugees.
They will get US$ 200 each two months from now for nine months. However,
everyone needs to pay US$ 30 as house rent.

Romania is now one of the countries accepting refugees for resettlement where there
are a few in the world said the UNHCR in its official website.

The 38 Kachin refugees including eight children, two single women and the rest
married, have been officially adopted by Romania since 2008 December and the
country will accept 40 refugees for resettlement every year according to the UNHCR.

They are being supported by the UNHCR and locally based Non Government
Organizations (NGOs) like Save the Children Romania, Jesuit Refugee Service
Romania and also the Romanian Red Cross.

“Romania’s contribution in this regard is both timely and very much appreciated,”
Machiel Salomons the representative of the UNHCR office in Romania, said in the
official website.

The UNHCR list in Malaysia says there are 88,100 refugees and asylum seekers
registered with the UNHCR of whom 81,600 are from Burma, including 38,900 Chins,
18,900 Rohingyas, 6,400 Myanmar Muslims, 3,800 Mon, 3,600 Kachins and the
remaining being other ethnic minorities from Burma.

Refugees from other countries in Malaysia are from Sri Lanka, Somalia, Iraq and
Afghanistan.

Over 5,000 ethnic Kachin people are working and living in Malaysia. There are still a
lot of people, who are yet to register with the UNHCR, said a Committee member of
the Kachin Refugee Committee (KRC) in Malaysia.

Ethnic Kachin people, the majority of whom live in Northern Burma’s Kachin State,
began migrating to Malaysia decades ago and the 2009 KRC list showed there are
about 300 Kachin refugees resettled in third countries like America, Canada, Norway,
Denmark, Sweden, Australia and New Zealand.

Kachin people have suffered the fall out of civil war for over 30 years with armed
clashes between Kachin Independence Organization (KIO) and Burmese troops of the
junta and they had no other place to take shelter except in the jungles.

Kachin refugees started fleeing the country only after the ceasefire between KIO and
the junta was signed n 1994, to neighbouring countries of Burma like Malaysia,
Thailand and India.

Teknaf, Bangladesh: Local people have begun harassing Nayapara registered


refugees, sources said and there have been an instance of assault recently.

On June 9, at around 11 am, a registered refugee was beaten up by local goons Helal
and his friends in front of police gate in Nayapara, while he was going to Teknaf after
taking permission from the camp-in-charge.

The incident occurred in front of the camp police, but the police did not act against
the locals, said a refugee on condition of anonymity.

The victim was identified as Nazir Ahamed (25) of Block-B of Nayapara refugee
camp.

After the assault he fell on the roadside. On being informed Kabir, brother of Nazir
went to the spot and saw his elder brother lying on the roadside.

Kabir immediately informed the camp police, but they told him to inform the UNHCR
and camp-in-charge.

Later, he was admitted Nayapara refugee clinic by the refugees, sources said.

On May 12, another refugee was beaten up by Helal. A complaint was made to the
camp-in-charge and UNHCR. But, they paid no heed, according to refugee sources.

“We are not able to go out of the camp as locals attack us in front of camp security
personnel and no action is taken by them. Where are our rights as refugees?” they
asked.

US Official to Visit Mae Sot

A US assistant secretary of state will visit the Thai-Burmese border town of Mae Sot
on Saturday to study the latest situation of Burmese refugees living there.

Eric Schwartz, the US Assistant Secretary of State for Population, Refugees, and
Migration, will meet with representatives of at least 15 Burmese opposition groups
based in Mae Sot, including the Assistance Association for Political Prisoners in
Burma (AAPP).

“We have been invited to meet with Mr Schwartz. I think our discussions will focus
on Burmese refugees in Thailand,” said Bo Kyi, the joint secretary of AAPP.

During his trip, Schwartz will hold talks with Thai authorities to discuss the refugee
issue. He will also hold a press conference in Bangkok on Thursday night, according
to the US Embassy in Bangkok.

There are an estimated 130,000 Burmese refugees living at nine refugee camps along
the Thai-Burmese border. Most fled oppression by the Burmese regime. In recent
years, many have been resettled in the the West, with most going to the US.
