Measure F

Hiring period
Currently two years, F would
Amend to one year
Measure F is rewriting the San Diego City Charter in terms of employment protection for
the City Deputy Attorney. The City Charter is a document that has the laws for the City of
San Diego. The City Deputy Attorney represents San Diego in legal matters including
administrative and criminal actions. Measure F would lower the probationary period from
two years to one. The probationary period is the time that the City Deputy Attorney is in
trial or practice to become the City Deputy Attorney.

A Yes Vote

A No Vote

Two is too much time

One year secures jobs faster,
retaining lawyers.

Two years is better

Than one, with more time to spend
evaluating.

A yes vote would change the City

Charter by shrinking the probationary
period for Deputy City Attorney from one
to two years. Voters Edge California says,
shortening the probationary hiring period
will attract and retain good lawyers to the
City Attorney's office, and create less
turnover. In the last five years, 77 Deputy
City Attorneys have left the office. During
this probationary period they can be fired
without good cause. Voting yes for
Measure F would allow them to receive
their job protection sooner.

A no vote would leave the charter as is.

Opposers of Measure F argue that the twoyear probationary period gives the city
attorney enough time to evaluate the
potential city deputy attorney, which
would allow for more time to make a firm
decision. Voters Edge California says,
One year is insufficient time to evaluate
the job performance of a deputy city
attorney.

It is important to have Measure F passed.

In 2008 when I took office no lawyers
working for the city had job security. They
were fired without good cause and as a
result there became tension of getting
fired. We want more independant lawyers.
In one year we can tell if a lawyer can do a
good job. --Jan Goldsmith, San Diego City
Attorney

Non-city employees tend to not want to

keep the City Charter because they want
to have the firing process be a lot quicker
and less hassle. --Jan Goldsmith, San
Diego City Attorney

SUPPORTERS: The City Council, the Deputy

City Attorneys Association, the San Diego
County Taxpayers Association and the League
of Women Voters.

OPPOSERS: No argument was made against

Measure F in the City Clerks office.
