To mandate new health standards and inspections of processed food.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Safe Food Act of 2017.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) A study published in the journal Thorax examined the effects of processed fast food on 400,000 children
spanning 51 countries.
2)Since our bodies see the chemicals in processed food as foreign invaders they tend to go on the attack
and send out an increase of antibodies.
3) If contaminated water or ice is used to wash, pack, or chill fruits or vegetables, the contamination can
spread to those items.
4) If refrigerated food is left on a loading dock for long time in warm weather, it could reach temperatures
that allow bacteria to grow.
5) Fresh produce can be contaminated if it is loaded into a truck that was not cleaned after transporting
animals or animal products.
6) The contamination of the food supply with the pathogens and its persistence, growth, multiplication
and/or toxin production has emerged as an important public health concern.
7)Several E. coli pathotypes have been implicated with the diarrhoeal illness, a major public health problem
worldwide, with over two million deaths occurring each year
8) .the concentration of the food pathogens changes during the processing, storage, and meal preparation,
making it difficult to estimate the number of the microorganisms or the concentration of their toxins at the
moment of ingestion by the consumer.
9)Cross-contamination during food preparation has been identified as an important factor associated with
the food-borne illness
10) The number of microorganisms can also change as a result of physical removal, mixing of the food
ingredients, partitioning of a food product, or cross-contamination.
11) in most cases, when the safety and hygienic practices were not respected, the food became a true
microorganism culture medium under the tropical climatic conditions.
12.)The 2012 peanut butter recall Peanut butter and other products manufactured by Sunland Inc. caused
sickness of 41 people in 20 states in the U.S. via Salmonella-tainted products.
SECTION 3. STATUTORY LANGUAGE
A)This bill will improve and strengthen the processed food and restaurant inspections nationwide.
Processed food being defined as any companies that prepare or alter food before it is sold. Restaurants
being defined as any establishment where meals are served to customers. This shall decrease the spread of
disease and illness by mandating processed food companies and restaurants to thoroughly test each batch of
food they sell to the consumer and require proper preparation guidelines.
B) The USDA-Food Safety and Inspection Services will enforcing the Safe Food Act of 2017. The funding
for the Safe Food Act of 2017 will come from the current funding in place for food inspections.
C) The penalty for violating this bill will be a fine decided by a United States judge and temporary closure
of the factory in violation until the issue has been contained and eliminated. This will be enacted in January
1, 2017.
