Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Foreign Spending Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Every year, third world countries are robbed of more than $1 trillion.
2) In third world countries many household live on an income of $2.50 or less and some live in extreme poverty
with an income of less than $1.25.
3) About 663 million people do not have access to clean water.
4) Aid is primarily designed to serve the strategic and economic interests of the donor countries.
5) The worlds richest countries agreed to give 0.7% of their gross national income as official international
development aid; most rich countries have failed to reach this goal.
6) The poorest 40 percent of the worlds population accounts for 5 percent of global income. The richest 20
percent accounts for three-quarters of world income.
7) Essential control over resources and income is based on military, political, and economic power that typically
ends up in the hands of a minority, who live well, while those at the bottom barely survive, if they do.
8) Foreign aid doesnt just mean increasing the peoples daily income but also in terms of extending education,
improving health and psychological well being, and human rights and violence.
9) The United States spends 601 billion dollars on the military, and only spend 35 million dollars on helping
other countries.
10) The richest 85 people in the world control as much wealth as the poorest half of the world.
11) The ten poorest countries on the world are Malawi, Burundi, Central African Republic, Niger, Liberia,
Madagascar, Congo, Gambia, Ethiopia, and Guinea.
12) Malawi is the poorest country in the world has a GDP of $226.50.
13) The United States spends a huge amount of its foreign aid money on Israels army.
SECTION 3. STATUTORY LANGUAGE
A) The Foreign Spending Act of 2016 shall allow the United States to increase foreign aid spending in third
world countries. The United States shall devote at least one percent of the federal budget to foreign aid spending.
The money shall be given according to each countrys GDP, population, and the severity of poverty which is how
much poverty has affected the country and its citizens. The main focus shall be the increase in aid of food,
education, health, and child survival in Malawi, Burundi, Central African Republic, Niger, Liberia, Madagascar,
Congo, Gambia, Ethiopia, and Guinea. The money for aid shall be obtained through taxes, and donations given
by any personel living in the United States and this money will be sent to the government and development
agencies. Thereafter, the money given to the government will be given to the recipient countries stated above
through local implementing organizations and local programs in that country. These programs shall give the
money to educational, food, and health programs to ensure the increase in child survival. This specific process
shall be overseen by the government and House of Appropriation.
B) This law shall be enforced by The House of Appropriations Committee. This committee has to ensure no less
than one percent of the federal money is given to aid. Furthermore, regulating all aid programs connecting the
donor and recipient nations.
C) All personnel living in the United States shall benefit greatly due to their donation and taxes given to the
foreign aid programs. These donations will ensure the development of a more robust global economy, and it
stabilizes and strengthens the government. Hereby, the better the government the more benefits theses personnels
get. This bill shall go into effect January 1,2018.
