The purpose of this method statement is to identify the methods, procedures,


resources, plant, and equipment, HSE measures to be planned, prepared and
implemented for entry and working in confined space
2.0

Scope
This Method Statement is applicable to the specific Project in construction of
Sohar refinery improvement project as a standard reference document.
And shall be applicable for entry and working in confined space

The following types of manpower with the below mentioned trade is required for
confirming the entry and working in confined space

Responsibilities:
SAFETY OFFICER
He will oversee all the activities from safety point of view for the crew members
involved in the entry and working of confined space

5.0

Sequence of activities:

The HSE officer or the area in charge shall first decide whether the working area is
under confined space if it falls in any of these below mentioned categorized

If the depth of foundation is more than 2.0mts


Oxygen deficiency
Presence of toxic gases
Limited access and egress

Once the area is confirmed as confined space the following precaution shall
be taken for the safe working

All personnel entering into the enclosed area should undergo internal (DPJV HSE)
confined space training
Entry into confined space shall be only through by Initiating DPJV permit system
Unauthorized entry shall be restricted
Provide safe access/egress to enter/Exit the confined space area
Scaffolding or Safe ladder should be fixed and secured in proper manner if the depth
of the confined space is more than 2.0 metes
Check the presence of oxygen level (19.5 to 23.5%) and forced ventilation shall be
used before entering into the confined space area
Gas monitoring test should be conducted to analyze the level of oxygen and some
toxic gases
Calibrated gas monitor should be used for monitoring
Suction fans should be place to extract fumes
Sufficient light facility shall be given if the area is found dark to work
24V light supply should be given in all the dark working areas
Battery operated light / torch light / emergency light or any one stand by
illumination shall be made available
Charging of battery should be checked before entering into the confined space to
avoid sudden failure of light
Additional battery operated light should be kept with watchman at the entrance of
the hole
MOBILE PHONE shall not be used inside the confined space, in-case of detection of
LEL gas
Dedicated watchman should be always available near the manhole entry to do better
communication
Life line rope with full body safety harness directly attached to the D ring/ rope
communication should be used to communicate in-case of emergency
Dedicated watch man should be available outside the man entry to register the log
time in & out of all the crew members working in the confined space area
Dedicated and trained watchman should control the unauthorized entry
Intermediate break shall be given for all the confined space workers
Employees manpower rotation system shall be adopted and maintained

Dedicated watchman should track the time period of confined space workers, in-case
of any long durations of work or personnel exceed the time interval, proper alert
shall be initiated
Always take food only in rest rooms
Dont throw any eatable items inside the confined space
Regular housekeeping shall be done before starting and after completing the job
Always wash the hands/body Use proper or basic personnel protective equipments
Trained rescue personnel shall be made available to do rescue operations
Emergency vehicle shall be available near the confined space area
All employees shall be trained to do emergency response in-case of any emergency
First aid box shall be available at work locations
Emergency contact number shall be displayed
Fire extinguisher shall be made available in high flammable areas
Confined space entry personnel should know the hazards and escape techniques
before entering into the enclosed area
Daily tool box talk should be given before starting the activity
STARRT (safety task analysis risk reduction) talk should be given for the personnel
entering into the enclosed area
Special internal training should be given for the dedicated watchman to understand
the roles and responsibility of the task in working of confined space area
Adhere with No smoking policy at site
Standard NO SMOKING sign boards should be displayed outside the entrance of the
enclosed area

All personnel knowing emergency assembly point, escape routes and emergency
contact numbers
Ensure that all personnel involved use required PPE
Carry out tool box meeting and safety talks
Permit to work in the confined space shall be obtained as appropriate for the type of
work location
Scaffolding if erected shall be checked to its integrity before use
Safety PPE:

Safety helmets for all present at site
Safety shoes all present at site
Safety glasses for all present at site as required
