1.0

SCOPE
1.1 This specification covers the minimum requirements for the design,
materials, manufacturing, testing and inspection of air cooled heat
exchanger.
1.2 This specification does not cover manufacturer's small standard
units such as oil or jacket water coolers normally furnished with
self-contained packaged equipment.
2.0 SELEER RESPONSIBILITY
2.1 Any conflict between the requirements of this specification and
related codes. standard, data sheets, drawings, requisition, etc,
shall be treated as the following precedence of order.

2.2 Seller shall not make assumption to replace information not
furnished by Buyer. Seller is required to obtain necessary
information from buyer or other reliable sources. Any and all
claims arising from lack of knowledge of required information will
be rejected by Buyer.
2.3 Seller shall submit a list of all appliances, special tools and
accessories that are necessary or incidental to the proper
installation, operation and maintenance of the equipment, even
these items are not included on the drawings, specifications or
data sheets.
2.4 Seller shall list and fully describe all deviations from this
specification and the related codes.
2.5 Except for requirements noted in this specification and in the air
cooled heat exchanger data sheets, the equipment supplied by the
Seller shall be designed to Manufacturer's standards and good
engineering practice.
3.0
REGULATIONS
The following documents, including applicable addenda, constitute a
part of this specification as described herein. The referenced edition
of these documents shall be that which is in effect as of the issue
date of this specification.

The requirements of API and the ASME Code and requlations
referred to therein shall be considered as minimum
requirements.
The equipment furnished to this specification shall comply
with all applicable codes, standards and local laws and
requlations.
Modifications for local governmental rules, regulations and
codes or for Buyer's special requirements shall be made if
they exceed the requirements of above standards and codes.
The Seller shall be responsible for the thermal and
mechanical design of the air cooled heat exchanger. Specific
performance and design requirements shall be indicated by
the Buyer on the air cooled exchanger data sheet.
All equipment shall be new and suitable for outdoor
installation.
Nozzles, flanges, pipe, fittings, bolts, nuts and gaskets
shall be in accordance with the appropriate ANSI standards.
Definitions:
.
Tube Bundle: Assembly of headers, tubes and frames.
.
Bay: One or more tube bundles commonly served by two or
more fans complete with structure, plenum chamber and
other attendant equipment.
.
Unit: One or more tube bundles in one or more bays for
an individual service.
.
Bank: One or more bays including one or more units
arranged in a continuous structure.
.
Item Number: Buyer's identification number for a unit.
.
Forced Draft Type: Designed with tube bundles located on
the discharge side of the fan.

Induced Draft Type: Designed with tube bundles located
on the suction side of the fan.

angle is controlled from a remote point.

4.1.9
The air cooled heat exchanger design shall be of the
extended surface (finned tube) or plain tube, forced or
induced draft type of heat exchanger commonly used in
refineries, chemical and petrochemical plants.
4.1.10 Pressure drop specified by the Buyer on the exchanger data
sheet includes entrance and exit losses.
4.1.11 Fouling factors specified are net: tube side values shall
be increased by the ratio of outside to inside surface.
4.1.12 When two or more services are installed in a common bay,
consideration shall be given to providing a positive means
of controlling the temperatures for the individual
services.
4.1.13 Seller's proposal include such additional equipment as may
be recommended for proper operation of the unit.
4.1.14 When alternate operating conditions are specified. the
exchanger shall be designed to handle either conditions
without exceeding the allowable pressure drop.
4.1.15 Operating pressure drop tube velocity and expected heat
transfer rate shall be stated for each alternate based on
the controlling exchanger design.
4.1.16 For wet hydrogen sulfide service, the inlet velocity to the
tubes shall be limited to a maximum of 20 feet per second
(6m/s) for units with design pressure over 800 psig.
(56kg/cm G) or when special noted in project specification.
4.2 Design Pressure
4.2.1 Design pressure of exchanger shall be as that specified in
exchanger data sheets.
4.2.2 Exchanger that are normally subject to external pressure

Design Temperature
4.3.1 The design temperature shall be used for the design metal
temperature of the header, cover, tube sheet and tubes.
4.3.2
Unless otherwise specified on the heat exchanger data
sheet, the minimum design metal temperature (MDMT) shall be
42 (5.6). Design temperature for heat exchangers shall
be as that specified in exchanger's data sheets.
Headers
4.4.1 General
4.4.1.1 In general, headers shall be of plug type welded steel
plate construction unless otherwise specified.
4.4.1.2 For fouling factor over 0.0008 hr-m /Kcal. cover plate
type header shall be used unless otherwise specified in
data sheet.
4.4.1.3 Partition plates and/or internal reinforcing plates shall
be welded full length in place.
.
Partition plates shall be provided with 1/4 in. (6mm)
drain and end holes.
4.4.1.4 If cast iron headers are accepted, reinforcing plates
shall be integrally cast and partition plates may be
either integrally cast or welded to the header.
4.4.1.5 In multi-pass headers, split headers are required where
the temperature differential across the bundle is
sufficient to cause warpage of the header tube sheets or
bowing of fubes.
4.4.1.6 Header pass arrangements and location of nozzles for bank
arrangements shall be designed to minimize piping runs and
thermal stresses.
4.4.1.7 Headers shall be designed as the box type for all common
applications or the cylindrical (pipe) type for special
designs such as high pressure applications.
4.4.1.8 The minimum thickness of tube sheets and plug sheets in

plug type headers including corrosion allowance shall not


be less than 3/4in.(20mm)
4.4.2 Plug Type Headers
4.4.2.1 Piug type headers shall have plug tube access holes
opposite the end of each tube, arranged so the inside of
the tubes may be inspected and cleaned without dismantling
the piping or any other part of the exchanger.
4.4.2.2 Tube access holes shall be of sufficient size for passage
of a tube expander.
4.4.2.3 Access plugs shall be of a material suitable for use with
the process fluid.
4.4.2.4 Forged steel plugs shall be used with carbon steel
headers.
4.4.2.5 Plug and plug sheet material shall be matched to prevent
galling.
4.4.2.6 Tube access plugs shall be of the shoulder type with
straight threaded shank.
4.4.2.7 Shoulder type plugs shall be long enough to completely
fill the threaded hole in the plug sheet.
4.4.2.8 The pressure seal of the shoulder type plug shall be
maintained by a gasket between the shoulder of the plug
and the plug sheet.
4.4.2.9 The mating surface of the plug sheet shall be spot-faced.
4.4.2.10 Conical ANSI threaded plugs may be used only upon written
approval of the Buyer.
4.4.3
Cover Plate Type Headers
4.4.3.1 A removable cover plate shall be furnished on headers for
severe fouling services and shall be designed to permit
removal without disturbing header piping connections.
4.4.3.2 Flanged joints shall be designed for confined gaskets with
machined gasket contact faces.
4.4.3.3 To facilitate breaking the gasketed joint of cover plate
type headers when the assembled flange has a clearance
less than 3/16in.(5mm) at the periphery. either of the two
following systems shall be employed.

Jack screws shall be provided at the cover periphery.

Along the periphery of the flange, a cut back of


3/16in.(5mm) to a depth of approximately 5/16in.
(8mm) shall be made.
4.4.3.4
Lifting lugs or eye bolts shall be provided for all
plates.
Fin Tubing
4.5.1 Extended surface tubing. where used, shall conform to one
of the following.
.
Aluminum fins wrapped under tension and mechanically
embedded in a groove 0.0100.002inch (0.2540.051mm)
deep, spirally cut into the outside surface of a tube,
the tube wall thickness is measured from the bottom of
the groove to the ID of the tube.
.
Inner tube (or liner) mechanically bonded to an
aluminum outer tube from which fins have been formed
by extrusion.
.
Aluminum footed fins wrapped under tension on an inner
tube, providing the inner tube is fully covered by the
feet between fins. The fin ends shall be secured to
prevent loosening or unraveling of fins by a cast zinc
collar 1/2" in width under design and/or operating
conditions.
.
Tubes to which fins are bonded to the outside surface
by hot dip galvanizing, soldering. brazing or other
method of attachment approved by the Buyer.
4.5.2 Minimum fin stock thickness for tube types as described
above shall be 0.04 inch (0.36mm) for fin heights not
exceeding 1/2in. (13mm) and shall be 0.016in. (0.41mm) for
fin heights exceeding 1/2in. (13mm).
4.5.3 If restrictions on the use of any of the aforementioned fin
tubes are necessary for any particular sevice the
acceptable fin tube type shall be so stated on the exchange
data sheet.
4.5.4 Finned tubes constructed of steel tubes and aluminum fins
shall
be subjected
to
the following temperature
limitations.

For aluminum fins wrapped under tension and
mechanically embedded in grooves, maximum design
temperature is 750(400).

4.5.5 Aluminum fins edge-wound and wrapped under tension are not
permitted.
Tube Bundles
4.6.1
If tube header boxes are used, each tube bundle shall
consist of headers at each end of the bundle with finned or
bare tubes and structural steel side channels.
4.6.2 The tubes shall be held in position between the headers and
the side channels by tube spacers adequately supported and
positioned by structural members.
4.6.3
Rolled only tubes shall project 1/8in. (3mm)1/16in.
(1.5mm) beyond the tube side face of the tube sheet and the
tube holes shall be machines with two grooves, 1/8in. (3mm)
wide by 1/64in. (0.4mm) deep for tubesheet over 25mm
thickness.
4.6.4 For tubesheet with thickness 25mm and under. one groove is
acceptable.
4.6.5 Tubes shall be supported to prevent sagging and vibration
and to maintain proper spacing and slope for drainage.
4.6.6 The tube supports shall be designed to prevent damage to
fins and tubes. to transmit all loads stresses directly to
the bundle structural members and to allow thermal
expansion without damage to fins and tubes.
4.6.7 Maximum unsupported tube length shall be four feet (1.2m)
for one inch (25mm) aluminum tubes and six feet (1.8m) for
all other materials.
4.6.8 Individual tube spacers shall be supported by structural
cross-members welded or bolted to the bundle frame.
4.6.9 One or more keepers shall be placed across the top of the
bundle and bolted to the bundle frame.
4.6.10 The tube bundle shall be free to expand independently of
the structure. Expansion of the tube bundle shall be
provided for by a floating head design.

4.6.11 Tube bundle structural membres shall be flanged and bolted


to permit field assembly and removal of bundles.
4.6.12 The structure shall be rigid and self-contained, designed
be handled as a complete assembly.
4.6.13 Lugs shall be provided on tube bundle side frames for
lifting.
Connections
4.7.1 All connections two inches and larger shall be flanged,
faced and drilled to the ANSI pipe rating specified on the
exchanger data sheet. Nozzle faces shall be in the
horizontal plane.
4.7.2 Flanged nozzles shall be

Welding neck flanged type, the minimum size of nozzle
shall be 2",except for thermometer connection, which
shall be 1-1/2"
.
Nozzles of alloy material, except in service, may be
fabricated from alloy pipe with forged carged carbon
steel welding neck flanges faced with a alloy on gasket
seat.
4.7.3 All flange facing shall consist of serrated-concentric
finish, Flange facing shall be as follows.
.
When compressed fiber or non-asbestos gaskets are
specified, the flange face finish shall be per ANSI
B16.5
.
When spiral wound gaskets are specified, the flange
face finish shall be approximately 125-200 microinch
AARH (arithmetic average roughness height)
.
When metal jacketed gaskets are specified, the flange
face finish shall be 125-250 microinch AARH.
.
Where gaskets other than those noted above are
specified, the flange face finish shall be specified
by the Buyer
4.7.4 The Seller shall provide reinforcement on all exchanger
connections to limit the combined maximum stress due to

operating pressure and temperature, and external loads to


no more than 80 percent of the yield stress of the
connection. Minimum design values for external nozzle loads
shall be per API 661.

Reinforcing pads shall be of the same material as the base


metal and shall be provided with one telltale hole tapped
for 1/4in. NPT. This hole shall not be plugged during
hydrostatic testing or in service.
4.7.6 If split pads are used, the hole as described in Paragraph
4.7.5 shall be provided in each section of the pad.
4.7.7 All high and low points on headers not otherwise vented or
drained shall have 3/4in. (19mm) minimum sized threaded and
plugged drain and vent connections.
4.7.8 Each flanged nozzle four inches (100mm) and larger shall be
provided with a 3/4in (19mm) pressure gauge connection and
a one inch (25mm) thermometer connection.
4.7.9 Nozzles smaller than four inches (100mm) and equal to two
inches or larger shall be provided with a 3/4in (19mm)
pressure gauge connection only.
4.7.10 The vent, drain, pressure and thermometer connections shall
be constructed of couplings or bosses threaded per ASME
B1.20.1
4.7.11 Each coupling shall be supplied with a forged bull plug of
the same material as coupling.
4.7.12 When flanged connections are specified for vent, drain,
and/or instrument connections they shall be supplied with
covers, bolts nuts and gaskets.
4.7.13 For total condensing service provide a one (1) inch high
point vent nozzle at the end of the condensation section of
each tube bundle for noncondensable gas.

Unless otherwise specified, units shall be completely shop


fabricated, predrilled for fast bolting in the field, and
shall combine simplicity, strength and convenience of
erection and operation.
No welding shall be required in the field.
Wind pressure and earthquake design loads shall be defined
in the inquiry documents.
On multi-fan units, each fan shall have an individual
plenum chamber to prevent recirculation of air through idle
fans.
The Seller shall be responsible for providing a plenum
geometry that is properly coordinated with the ratio of fan
to bundle face area to ensure uniform air flow across the
tube bundles.
Minimum thickness of steel material used in the
construction of plenum chambers shall be 14 gauge (USS)
0.0747 inch (1.9mm) flat or 16 gauge (USS) 0.0598 inch
(1.5mm) ribbed.
Fabricated steel fan decks, when required, shall be
designed for a live load of 50 lbs/ft (2.4KPa), except
minimum metal thickness shall be at least 12 gauge (USS)
0.1046 in. (2.6mm)
Air seals shall be used effectively throughout the bundle
and bay construction to minimize air leakage and bypassing.
The minimum thickness of air sealing strips shall be 14
gauge (USS) 0.0747 inch (1.9mm)
Baseplates, pre-drilled for anchor boles, shall be provided
on each structural column.
Columns shall be furnished for bolted assembly in the
field.
Walkways, platforms and ladders shall be provided for
access for routine checks, maintenance and tube cleaning of
bundles when specified.
Where motors are mounted above the bundles, or underslung
when the air cooled heat exchanger are installed above the
ground on a structure. Seller shall include a platform for
access to the motor, unless otherwise specified.
Arrangement of air cooled heat exchanger in banks shall be
considered. and common platforms for access to motors may
be used.
Platforms and connecting walkways shall be two feet six
inches (.75rm) in width and shall have a minimum clear
headroom of six feet eight inches (2.0m)

4.8.18 Platforms shall be framed with straight structural steel

more than 1/2 of one percent of fan diameter or 19 mm,

4.9.4 Fan hub shall be dynamically balanced.
4.9.5 Fan blades shall be dynamically balanced or moment balanced
against a master blade.
4.9.6 The Seller shall furnish a vibration switch for each fan to
automatically shut down in the event of excessive vibration

Fan bearings shall be designed to prevent the entrance of


moisture and other foreign material.
4.9.10 All bearings shall have grease fittings.
4.9.11 Suitable grease lines shall be provided only if bearings
are not accessible. Grease supply to grease lines shall be
accessible from platforms.
4.9.12 Fan bearing exposure temperatures above 260F (127C)
require one or more special features such as hightemperature seals, heat stabilization. retainers, and
modified internal clearances. Lubricants shall be suitable
for the sum of the design exposure temperature and any
added temperature due to friction and loading.
4.9.13 Each bay with tube bundles 20 ft(6 m) or longer shall be
serviced by two or more fans.

4.10 Drivers
4.10.1 Unless steam turbine drivers are requested, all drivers
shall be electric motors with the following minimum
requirements:

. 380 V , 3 phase , 60 Hz for motor rated below 75Kw
. 3300 V , 3 phase ,60 Hz for motor rated 75Kw and above.
4.10.2 As a minimum, all enclosures shall be totally enclosed fan
cooled for Class 1, Division 2 hazardous areas.

Explosion-proof motors shall be provided for class 1,
Division 1 hazardous areas.
4.10.4 All motors shall be chemical industry severe duty and
shall include all cast iron construction. corrosion
resistant paint, premium moisture and salt fog resistant,
anti-fungus tropical protection.

Motor terminal box shall be located on the right hand side

type cable connector for incoming cable connections and

4.11 Louvers
4.11.1 When louvers are specified. minimum thickness for louver
blades shall be 1.5 mm for C.S. 2.3 mm for aluminum, and
for frames, 3.4 mm for C.S., 4.1 mm for aluminum.

Post Weld Heat Treatment


7.2.1
Post weld heat treatment shall be in accordance with the
ASME code or as specified on the exchanger data sheet, if
applicable.
7.2.2 All gasket faces and other machined surfaces shall be checked
after heat treatment and/or fabrication for freedom warpage,
distortion, oxidation and unbroken serration.
7.2.3 If heating with induction or resistance elements is
employed, the Buyer's written approval is required.
7.2.4 For wet hydrogen sulfide service, postweld heat treatment
for header is required, unless otherwise specified. After
PWHT of killed carbon steel, welds shall have a maximum
Brinel hardness of 200.
7.3 Tolerances
Dimensional tolerances shall be in accordance with API Standard
661.
7.4 Stamping
The exchanger parts of each bay assembly shall be stamped with
Seller's serial number so they be readily identified for field
erection.
8.0 INSPECTION AND TESTING
8.1 Inspection
8.1.1 The materials, fabrication and testing of air cooled heat
exchanger shall be subject to inspection by the Buyer
and/or the designated representative in addition to any
inspection required by the specified code or by local
authorities having jurisdiction over the installation.
8.1.2
Inspection by the Buyer and/or the designated
representative shall in no way relieve the Seller of their
responsibility to meet the requirements of the purchase
documents.
8.1.3
The Buyer's inspectors shall have free entry to the
Seller's shop at all times when the work is being
performed.
8.1.4
Seller shall afford the inspectors all reasonable
facilities to satisfy them that the air cooled heat
exchanger are being furnished in accordance with the

specifications.

8.1.5

The Buyer's inspectors will cooperate with the Seller


insofar as is possible to minimize any interference with
the operation of the Seller's shop.
8.1.6 Seller shall notify the Buyer sufficiently in advance of
any fabricating operations to permit the Buyer's inspector
to be present at the Seller's shop.
8.1.7 In addition to the requirements above, the Owner reserves
the right to make inspection with, or independently of, the
Buyer's Inspector.
8.1.8 When required, the Buyer shall be notified by the Seller
when work is started at the Seller's shop, so the inspector
may follow the work from the beginning, if desired.
8.1.9 When required, the Buyer shall be notified by the Seller
through the Buyer's Inspector at least 14 days prior to
final testing even though inspection during earlier stages
of the fabrication may have been waived.
8.1.10 Any rejections will be final; however, inspection and/or
witnessing of test shall in no way release the Seller from
guarantee as to the material, apparatus and workmanship.
8.1.11 Waiver of any phase of inspection must be obtained in
writing from the Buyer.
8.2 Radiography
8.2.1 Radiographing requirements shall be per the AMSE code.
8.2.2 Regardless of code requirements, a minimum of one spot
radiograph shall be made of pressure holding butt welds for
each header.
8.2.3
The Buyer's Inspector shall have the prerogative of
determining the radiograph location and designating
additional locations as judged required.
8.2.4 Pressure holding fillet welds shall be inspected by
magnetic particle inspection or checked by other Buyer

The hydrostatic test pressure shall be not less than 1.5


times the design pressure, corrected for temperature. The
test pressure shall be held for at least one hour.
Pressure testing shall be accomplished with clean fresh
water. Water temperature shall be at least 30 (17)
above the Minimum Design Metal Temperature.
When testing exchangers the maximum allowable chloride
content of the test water shall be 30 ppm for austenitic
stainless steel materials, and 300 ppm for carbon steel or
low alloy steel materials.
Reinforcing pads shall be pneumatically tested at a
pressure of 85 psig (6G) for minimum 10 minutes.
The tell-tale holes in the reinforcing pads shall be
covered with grease after testing.
Unless otherwise specified, at least one bay per unit shall
have a fan running test performed in the shop, prior to
shipment.
When performing fan running test, the motor vibration
should be tested in accordance with the requirements of Job
Specification NO. E00507 paragraph 6.3.9 "Specification for
Motor Vibration".
The following requirements shall be met for hydrostatic
test:
A. Before hydrostatic test:
All the vessel shall be cleaned by sweeping, vacuum
cleaning, or other methods so the vessel will be free of
any loose scale, dirt, welding slag and flux.
B. After hydrostatic test:
a. After hydrostatic test, the test water shall be
drained out immediately. Upon completion of all clean
operation the vessel shall be thorough dried.
b. If entrapped water could not drained out completely,
distilled water or condensate water shall be used to
dilute the entrapped and then thorough dried by
natural or forced air.
c. The dew point of drying air shall be below -1
d. For offshore or long storage vessel, the vessel shall
be pressurized with nitrogen at 7 psig and with
appropriate caution mark to avoid accident due to
miss-entrance.

CLEANING
9.1 The exchanger bundles shall be thoroughly drained, dried, cleaned
inside and outside and be free of all liquids, dirt and loose
material.
9.2 Carbon steel surfaces other than flange faces and other machined
surfaces shall have scale removed, and be cleaned of oil, grease
or other foreign matter.
9.3 All exterior machined surfaces shall be protected with a suitable
corrosion inhibitor of a type which can be removed with solvent.
The type of corrosion inhibitor shall be indicated on a tag
attached to the equipment.
9.4
Weld-end and socket-weld connections shall be coated with
deoxaluminite or Buyer approved equal, prior to adding the
protective covers.
9.5 Bolts and nuts shall be coated with a rust inhibitor.
9.6 Structural supports, side frames and beams directly supporting the
tube bundles, floor plate and ladders shall be hand or power tool
cleaned in accordance with SSPC-SP2 or SSPC-SP3.

10.0 PAINTING
10.1 Surface preparation, painting and painting material shall be in
accordance with the requirements of Job Specification No.

10.2 When galvanizing in lieu of priming is require, galvanizing
specification shall be in accordance with the appropriate ASTM
Specifications.
11.0 PREPARATION FOR SHIPMENT
11.1 Equipment shall not be released for shipment until the shop test
data is approved by the Buyer.
11.2 All units shall be shipped in the as-tested condition so that no

11.6 All exposed flange faces shall be protected with gasketed covers.
Covers may be of 1/2 in. (13 mm)plywood or 1/8 in.(3 mm)steel
plate and shall be secured with a minimum of four fully sized
bolts.
11.7 Small or fragile parts shall be removed, tagged, wrapped in a
water proof material and packed in a box fastened to unit skid or
baseplate.
11.8 A packing list shall be placed both on the inside and outside of
each individual package or container.
11.9 Equipment shall be protected for at least 18 months of outdoor

12.1 Seller shall furnish all data required to complete the air cooled
heat exchanger data sheet.
12.2 Designs which are not fully defined by the nomenclature in the
Seller's catalog shall be accompanied by drawings sufficient to
describe the details of construction.
12.3 All Seller prepared drawings, documents and correspondence shall
be in the English language.
12.4 All Seller prepared drawings and documents shall be in Metric
units except flanges and pipes which shall be indicated in inches.
12.5 Seller shall state proposed dates for submittal of drawings after

3.1 In case of conflicts in the requirement of this requisition, data

shipping date), location, owner and mailing address.
3.5 Proto type machine and/or proto model shall not be acceptable.
3.6 Purchaser's approval on Vendor documents shall not relieve
Vendor's responsibility for ensuring that the equipment and/or
materials is in compliance with all requirements of the
requisition.
3.7 Spare Parts
3.7.1 Vendor shall submit recommended spare parts with itemized
price list for one (1) year and long-term operation
(separate list required) with quotation. The price shall be
firm within one year, and the parts shall be available to be
purchased within five years after the date of placing

during kick-off meeting.
Protection and Packing
3.9.1 Protection & packing shall be suitable for export (for offshore equipment), export boxing required, and long term

3.9.2
The composition of all wrappers and bands for surface
protection and packing directly contact to stainless steel
shall be free from sulfur, zinc, lead, copper, chlorine,
aluminum and halogen.
3.9.3 If spare parts and/or special tools are purchased together
with main equipment, they shall be packaged in separate,
rugged boxes and marked with "SPARE PARTS FOR (TAG/ITEM
NUMBER)" or " SPECIAL TOOLS FOR (TAG/ITEM NUMBER)". Spare
parts shall be tagged with part name and number, special
tools shall be stamped or tagged to indicate its intended
use.
3.9.4 Vibration sensitive, small or fragile parts (mechanical,
electrical device or instruments) shall be removed from the

skid mounted equipment, and tagged, wrapped in waterproof


material, and packed in a box fastened to the unit aid or
baseplate.

3.10 Quality Plan


Vendor shall submit quality plan after confirmation/release of the
purchase order.
3.11 Inspection and Test Plan
The requirements of inspection and testing from the applicable
standards, specifications, codes and data sheets shall be taken
into account by Vendor during preparation of the Inspection and
Test Plan. The Test Plan shall be presented during kick-off
meeting and the required inspection and tests will be ticked off
during the meeting. Vendor shall perform the inspection and tests
strictly as per these requirements. Purchaser reserves the right
to inspect the equipment at any time during fabrication to confirm
that all materials and workmanship are in accordance with the
requirements as specified.
3.12 The Subvendor List shall be furnished together with the quotation
by Vendor.
SPECIFIC REQUIREMENTS
4.1 Lubrication
4.1.1 Oil lubrication
Bearing housings for oil lubricated anti-friction bearings,
except pressurized lubrication, shall be provided with
provisions for pure oil-mist lubrication (dry sump), lube
oil will be supplied from Central Lube oil System which
will be provided by other. Designs of bearing housings and
bearings shall be suitable for conversion from oil mist
lubrication to conventional oil lubrication (i.e. flooded,
ring oil, or flinger, etc.) or vice versa without
modification.
4.1.2 Grease lubrication
grease will be supplied to the bearing housings of grease
lubricated bearings (e.g. bearings of motors and some
specific type of vertical pumps) by Central Grease Supply
System which is to be provided by other. Bearing housings
shall be equipped with provisions for connecting to the
Central Grease Supply System as well as for re-greasing
grease gun.

Motor Drivers, Speed Reducers, and Fans


4.2.1 Unless otherwise specified, motor drivers shall be provided
by Vendor together with driven equipment.
4.2.2 Motors shall be the product of the following recommended

WEG, YASKAWA
Other manufacturer may be acceptable but shall be submitted
with supporting information and subject to Purchaser's

4.2.3 The types of speed reducers shall be in accordance with
following:
Poly chain belt or HTD belt shall be used for motor
horsepower not more than 50 HP.
Right angle gear shall be used for motor horsepower larger
than 50 HP and the bearing must be sealed to prevent
entrance of moisture and sand.
In addition to API standard's requirement shall be
followed, Vendor also shall recommend appropriate type
suitable for service in the severe environment as mentioned
in Para. 5.7.3.
4.2.4 Regarding the fan material, Vendor shall quote two options
of aluminum and FRP, and state the comparison for
Purchaser's review and decision. For aluminum fans, blades
should be furnished with anodizing treatment. For FRP fans,
reinforcements on leading edge of blades should be
furnished to prevent erosion caused by impingement of sand
and treatment with ultra-violet resistance.
ADDITIONAL REQUIREMENTS
5.1 Pressure parts shall be designed, fabricated, inspected and tested
in accordance with ASME Sect. VIII Div. 1, '92 ed. w/ 94 Adden.
Code stamp (U) are required. An additional name plate in
accordance with ASME code should be provided by the Vendor.

addition to consideration of process services, Vendor shall
review, confirm, and recommend appropriate materials and/or
anti-corrision/ erosion procedures for fins, tubes, plated,
steel structures, fan, and other parts, which are to serve
in such an environment.

5.8

The Vendor shall furnish prints of all strength calculation sheets


and detail drawings for purchaser's approval before proceeding any
fabrication. The drawings shall show approval information as
section 3 of API 661. All proposed welding procedures (WPS) and
qualifications (PQR) shall be submitted for approval prior to
fabrication.
5.9 If the air cooled exchanger will be operated in different cases as
shown on data sheets, the largest surface area shall be used as
design base.
5.10 When the data sheet indicates that hydrogen service or wet
hydrogen sulfide service construction is required, the exchanger
shall be designed per "Special Requirements" described in para.

According to Owner's Government regulation, Vendor shall furnish
Purchaser for Owner's Government approval the following drawings and
documents (including records, reports, data sheets etc.) for pressure
vessel, to be supplied from outside of Taiwan by Vendor. Vendor shall
submit 5 copies at final status.
1.0 DRAWINGS
1.1 Engineering drawing.
1.2 Detailed drawing, i.e. Final certified shop detail and assembly
drawings.
1.3 ASME ( U ) code stamp facsimile of nameplate.
2.0 WELDING DOCUMENTS
2.1 Seam layout with a list of welding joint indicating at least
following information:
(1) Material combination
(2) Welding procedure
(3) Filler material
(4) Welding joint and its corresponding welder's name
(5) Welding condition such as electrical characteristics for each
welding joint.
(6) Where spot x-raying is required, the locations of these spot
x-rays shall be shown.
2.2 WElding procedure specification (WPS) and procedure qualification
record (PQR).
2.3 Welder's qualification certificate.
3.0 CALCULATION SHEET
3.1 Strength calculation sheets for pressure parts (shell, head,
opening reinforcement etc.) and combined stresses for whole vessel
(for wind, seismic and erection conditions).

EQUIPMENT NOISE LIMITS


1.1 Normally Operating Equipment
Any equipment including stand by can operate in continuous or for
more than 40 hours per week during normal operation condition shall
not exceed the noise level limits specified in Table 1. This listing
contains tentative sound pressure limits for various kinds of
equipment, and is by no mean intended to firmly establish individual
noise level limits. Overall reviews may require adjustments to the
allowable noise level limits for each individual item and may add
other items that require noise level limitations by the Contractor or
Owner.
1.2 Exception to Above Instructions
(1) The noise limits can be relaxed for the equipment which operation
is intermittent or for a period less than 40 hours a week except
from the operation under emergency conditions. These noise
sources are alarms, annunciators, mechanical agitators, shakers,
vibrators and steam traps, etc.
(2) On the other hand, noise sources in emergency operation, normally
exempted from the previous noise limits, are listed as below:
Fire water pumps and drivers
Emergency power generators
Emergency air compressors
Emergency atmospheric vents
Flares in emergency operation
Control valves in emergency operation
Safety relief valves
The noise limits for such items at 1 m from equipment shall not
exceed 130 dB(A) or 120dB in any octave band. The Vendor shall
advise the sound pressure level in octave bands and in dB(A)
predicted at the specified location during emergency condition.

Additional Requirements
(1) In case where Equipment Vendor is supplying only a single
equipment item included in a complete train (driven, driver,
gearbox). The above noise
limits shall be reduced as follow
according to train composition:
Two components, subtract 3 dB(A)
three components, subtract 5 dB(A)
four components, subtract 6 dB(A)
(2) Further restrictions shall apply if the noise contains narrowband or impulsive components. The equipment noise limits shall
be reduced by 5 dB(A).

DATA TO BE SUPPLIED BY EQUIPMENT VENDOR


Equipment Vendor complete the "EQUIPMENT NOISE DATA SHEET" attached hereto
and submit the data with his proposal to the Owner for approval.
2.1
Expected sound pressure and sound power levels in octave bands in the
range 63 Hz to 8000 Hz and dBA of stock item, i.e. standard type
equipment without silencing. When equipment is motor driven, data for
both driven and driving equipment shall be submitted individually.
2.2
Expected sound pressure levels in octave bands in the range 63 Hz to
8000 Hz and dBA of the equipment with silencing measures, e.g.
special design and/or acoustical treatment taken to meet the
specified noise limits.
2.3
Guaranteed sound pressure levels in dBA for each item of equipment or
each trains of equipment, with or without silencing being supplied.
2.4
Details of proposed abatement design measures, including noise
drawings, attenuation data, specifications, effects on machine
performance, i.e. equipment life, maintenance and operation etc.
shall be submitted to the Owner for approval. In fact, abatement
designs shall not limit equipment operation or accessibility, nor
shall they create any safety or fire hazards. (Note: Other detail
requirements are shown in Section 3)
2.5
Appropriate information of the equipment, such as tag number, power,
rpm, dimensions size, etc.
2.6
The procedure of determination of noise data must be documented. The
Reported sound levels shall be based on one of the following:
(1) From test on a comparable piece of equipment in an environment
remote from other noise sources (shop or field tests), or
installed in an operating plant.
(2) From noise test data obtained by tests on similar equipment and
corrected for the actual equipment size and operating conditions.
(3) From calculation by theoretical or empirical techniques. In this
case supporting calculations and the expected deviation must be
given.
(Note: For item (1)(2) the test environment, correction procedure and
conditions of operation during measurements shall be reported)
2.7 Unless otherwise specified, equipment shall be tested at design load.
In any equipment situation where the noise levels at nonloaded
condition exceed the loaded condition, the Vendor shall also specify
to the Owner.

ACOUSTICAL TREATMENT DESIGN REQUIPEMENTS


3.1 Where stock item of equipment cannot comply with equipment noise
limits, "Secondary" measures will be necessary in the form of
silencer and/or acoustic enclosure.
In this case the Equipment Vendor shall prepare silencer/acoustic
enclosure data sheet(s) and outline drawing(s), and submit these with
quotation for the Owner's approval.
3.2 When acoustical enclosures are required, the Equipment Vendor shall
ensure the following items are incorporated in his design:
(1) Capability of operating valves, etc.
(2) Observation of instruments and gauges
(3) Capability of making mechanical adjustments on the equipment
(4) Safety and quick exit.
(5) Disassembly and assembly of enclosure for major equipment
maintenance
(6) Enclosure's electrical and auxilary equipment, etc. meets area
classification
(7) Ventilation (natural or forced draft) and purging
(8) Fire protection system
3.3
The Contractor's acoustical engineer will review the successful
Vendor's acoustical treatment design from viewpoint of noise
engineering to determine acceptability. If the acoustical treatment
design is unacceptable, the Contractor will recommend design changes
to the Vendor. However, this will not relieve the Vendor of full
responsibility for the design and supply equipment that meet the
noise limits.
3.4 If it is not feasible or practicable to meet allowable noise level,
the Vendor must submit in writing to the Contractor, giving full
explanation on why noise control measures cannot be employed. For
example, enclosures are usually avoided for hydrocarbon service
pumps, compressors and fans/blowers.

4.0

GUARANTEE AND REMEDIAL WORK


4.1 The Vendor shall guarantee in writing that his equipment, installed
and operating under full load and design speed, will not produce
noise level in excess of the requirements of this specification.
4.2 When equipment fail to meet guaranteed noise, the Equipment Vendor
shall perform the engineering services to design and recommend the
noise enclosures or treatment devices to reduce the noise level below
the guaranteed noise level. Any remedial work performed shall be at
the expense of the Vendor.
4.3 For the case mentioned above, the requirements described in Sec. 3.1
3.3 will also govern.
4.1 NOISE ACCEPTANCE TEST
5.1
Unless specifically required in the purchase order, noise acceptance
test on site will be required.
5.2
The Owner has the right to check the guaranteed noise data at the
commissioning stage of plant. The check will be considered as a
guarantee acceptance noise test. The Vendor will be invited to be
present during the test. If the Vendor does not participate in the
test, the measured data will be deemed as accepted.
5.3
Measurements will be conducted by experts. For acceptance noise test
a precision sound level meter and an octave band filter complying
with ANSI S 1.4 and ANSI S 1.11 min. type 2 (class 2) are used.
5.4
The background noise shall be measured without the equipment in
operation at the same locations to be used for the corrections to the
equipment test data. As rule of thumb, correction factors allowed for
high-background noise are as follows:
