SECTION 1: Findings
Congress makes the following findings:
1) Education conditions and quality can be directly related to poverty levels
2) Education can be indirectly beneficial to the economy.
3) Communities with less funding invested in education have shown to be less
economically developed and have higher poverty rates.
4) More Than 40% of Low-Income Schools Don't Get a Fair Share of State and
Local Funds, Department of Education Research Finds,
SECTION 2: Purpose
The purpose of this bill is to improve the quality of education in poorer communities.
It is anticipated that this will also improve the quality of life in the long term
perspective.
SECTION 3: General Provisions
This bill will provide an increase in federal spending on education, only in the
communities that have high rates of poverty.
Schools in these communities will be provided with better teaching material, better
curriculum, and better educators.
Schools that are underfunded, in poor communities, and have poor performing
students will have an increase in their budget.
SECTION 4: Definitions
Poverty: t he official Census Bureau method, which uses a set of income
