Introduction
TheGovernmentoftheRepublicofColombia(NationalGovernment)andtheRevolutionaryArmedForcesof
Colombia,PeoplesArmy(FARCEP)indevelopmentofsubpoints1:Bilateralandfinalceasefireandcessationof
hostilities2:Decommissioningofweapons,ofpoint3,EndofConflict,oftheGeneralAgreementforthe
TerminationoftheConflictandtheConstructionofaStableandLastingPeace,signedinthecityofHavana,Cuba,
onAugust26,2012,agree:
TheNationalGovernment,incompliancewithandunderthetermsoftheagreedinpoint2"Politicalparticipation:
DemocraticOpeningtobuildpeace",reaffirmsitscommitmenttotheimplementationofmeasuresleadingtofull
politicalandcivicparticipationofallpoliticalandsocialsectors,includingmeasurestoensurethemobilizationand
citizenparticipationinmattersofpublicinterestandtofacilitatetheestablishmentofnewpoliticalpartiesand
movementswithdueguaranteesofparticipation,insafeconditions.
Likewise,theNationalGovernmentreaffirmsitscommitmenttotheagreedinpoints3.4.and3.6.ofpoint3Endof
Conflict,amongwhichisthecreationofanewComprehensiveSecuritySystemfortheExerciseofPolitics,under
thetermsagreedinpoint2PoliticalParticipation,aspartofamodernandqualitativelynewconceptofsecurity
which,inthecontextoftheendoftheconflict,isfoundedonrespectforhumandignity,thepromotionofand
respectforhumanrightsandthedefenseofdemocraticvalues,particularlyinprotectingtherightsandfreedomsof
thosewhodopolitics,especiallythosewhoaftertheterminationofthearmedconfrontationturnintopolitical
movementandthereforemustberecognizedandtreatedassuch.
Inaddition,theNationalGovernmentandtheFARCEPexpresstheircommitmenttocontributetotheemergence
ofanewculturethatproscribestheuseofweaponsintheexerciseofpoliticsandworktogethertoachievea
nationalconsensusinwhichallpolitical,economicandsocialsectorsengageinanexerciseofpoliticsinwhichthe
valuesofdemocracy,thefreeinterchangeofideasandcivilizeddebateprevailinwhichthereisnoroomfor
intoleranceandpersecutionforpoliticalreasons.Thiscommitmentispartoftheguaranteesofnonrepetitionofthe
eventsthatcontributedtothearmedconflictbetweenColombiansforpoliticalreasons.
Finally,theNationalGovernmentandtheFARCEParecommittedtocompliancewiththeagreedhereinmatters
ofaBilateralandFinalCeasefireandCessationofHostilitiesandDecommissioningofWeapons,forwhichthey
willdeveloparoadmapcontainingmutualcommitmentssothatwithin180daysafterthesigningoftheFinal
Agreement,theprocessofdecommissioningofweaponshascompleted.

Definitions
Bilateralandfinalceasefireandcessationofhostilities(BFCFH):
TofinishdefinitelytheoffensiveactionsbetweenthePublicForceandtheFARCEP,thehostilitiesandany
conductthatshouldnotexist,accordingtotheannexoftheRulesthatgoverntheBFCFH.TheBilateralandfinal
ceasefireandcessationofhostilities(BFCFH)willbeginondayDatHourH.
Decommissioningofweapons(DW):
Thisisatechnical,traceableandverifiableprocedure,bymeansofwhichtheUnitedNations(UN)willreceivethe
entirearmamentoftheFARCEPtouseitfortheconstructionofmonuments.
Objective
ThepresentAgreementonBFCFHandDWseeksthedefinitiveterminationoftheoffensiveactionsbetweenthe
PublicForceandtheFARCEP,andingeneralofthehostilitiesandanyactionforeseenintheRulesthatgovernthe
BFCFH,includingaffectationstothepopulation,andthuscreatetheconditionsforthebeginningofthe
implementationoftheFinalAgreementandtheDecommissioningofWeaponsandpreparetheinstitutionsandthe
countryfortheReincorporationoftheFARCEPintocivilianlife.

momentsagreedtofacilitatetheplanningandexecutionof:1.TheworkoftheMechanismofMonitoringand
Verification(MM&V)2.Thebudgetandthelogistics,3.Securityandthelocationofunitsontheground4.The
complianceoftasksthatareinherenttotheprocessofBFCFHaswellas5.TheDecommissioningofweaponsand
6.TheReincorporationoftheFARCEPintocivilianlife.
AnnouncementandStartofBFCFHandDW
TheNationalGovernmentandtheFARCEPinformthenationalandinternationalpublicopinionthatweagreed:
"Tofinish,inadefinitiveway,theoffensiveactionsbetweenthePublicForceandtheFARCEP,thehostilitiesand
anyconductthatshouldnotexistaccordingtotheannexoftheRulesthatgoverntheBFCFHandDWofthe
presentagreement.TheBFCFHandtheprocessofDWwillbeginondayDatHourH".
Oncemadethementionedannouncement,aprudentialtimewillbeestablishedtodeploytheMM&V,andfor
positioningtheunitsofthePublicForceandtheFARCEPontheground.
DiffusionandCommunication
WiththesigningoftheAgreementofBFCFHandDW,preciseinstructionswillbegiventothePublicForceand
thestructuresoftheFARCEPsothatthenecessaryactionswillbeexecutedforstartingtheBFCFHandDW.
Chronogram
TheNationalGovernmentandtheFARCEPhaveagreedtoestablishalogicalorderforthedevelopmentofthe
activitiesofBFCFHandDW.Withthispurpose,theycarryoutwhathasbeenestablishedintheannexed
chronogram,whichtakesasareferenceeventsordatespreviousandposteriortoDayDandHourH.

ThislistofprotocolsissubjecttochangesbyagreementbetweentheNationalGovernmentandtheFARCEP.
RulesthatgoverntheBFCFHandDW.
TheRulesthatgoverntheBFCFHandDWareallthoseoriginatedbyvirtueofthepresentAgreementthatseekto
avoidthedisruptionoftheBFCFHandDW,theaffectationofthecivilpopulationortheopponent.
TheRulesthatgoverntheBFCFHandDWseektoidentifytheactionsthatproduceaviolationoftheceasefirethe
monitoringofmentionedactionsconstitutesthebasisoftheMM&Vsmandate.
Intheannexagreedonthematter,thatisintegralpartofthepresentagreement,theactionstowhichthePublic
ForceandtheFARCEPundertaketonotcarryoutareclearlyidentified.
MonitoringandVerification
ForthepurposeoftheimplementationofthepresentAgreement,aMechanismofMonitoringandVerification
(MM&V)willbeestablished,inchargeofverifyingitsexecutionandallowingtoadministerdifferentfactorsthat
canputtheBFCFHandDWatrisk,andparticularlytoverifythecomplianceoftheRulesthatgoverntheBFCFH
andDW.Thefunctions,proceduresandscopesareestablishedinthemandateoftheMM&V.
Thisisamechanismofatechnical,efficientandflexiblenaturethatcontributestocreatingtransparency,credibility
andtrustintheprocessofimplementationoftheBFCFH.
RegardingtheDecommissioningofWeapons,theInternationalComponentofMM&V(ICMM&V)verifiesitin
thetermsandwiththedueguaranteesestablishedintheprotocolsoftheAgreement.
Ithasastructurecomposedbythreeinstances,oneofthenationalordereight(08)verifyingstructuresofa
regionalnatureandsomestructuresoflocalmonitoringdeployedinestablishedareas.
TheMM&VwillbeatechnicaltripartitemechanismandwillbecomposedbyrepresentativesoftheNational
Government(PublicForce),oftheFARCEP,andanInternationalComponentwhichconsistsofapoliticalmission
withnonarmedobserversoftheUN,integratedbyobserversofcountriesmembersoftheCommunityofLatin
AmericanandCaribbeanStates(CELAC).
TheInternationalComponentchairsalltheinstancesofMM&Vandisinchargeofsettlingcontroversies,present
recommendationsandwritereports,accordingtotheguidelinesithasbeengrantedinordertoguaranteeandto
offerimpartialityandtransparencytotheBFCFHandDW.
Thenumberofmonitoringteamsdependsonthefollowingcriteria:areas,numberofpeopleandarmamentto
monitor,topographyandriskfactorsineachoneoftheAreasestablishedforthispurpose.
TheMM&Vhasarticulationwiththecommunities,social,politicalorganizationsandwiththeStateinstitutions,at

thelocal,regionalandnationallevel,whichwillbeabletocontributetoitswork,providinginformation,helpingin

thediffusionofitsreportstopublicopinionandpresentingproposalsandsuggestions.

DisputesettlementforBFCFHandDW.
RegionalbodiesandtheNationalVerificationbodyareresponsibleforfindingandverifyingincidentsorviolations
ofthisAgreementBFCFHandDAinaccordancewiththeinformationdocumentedbythemonitoringteams,as
wellasformakingrecommendationstotheNationalGovernmentandtheFARCEP,topreventorcorrectactsthat
violatetheBFCFHandDW.
LocationofunitsonthegroundandAreas
ForpurposesofcompliancewiththeAgreementonBFCFHandDWandtoadvancepreparationsfortheprocess
ofeconomic,politicalandsocialreincorporationoftheFARCEPintocivilianlifeaccordingtotheirinterests,such
asestablishedbysubsection2ofSection3oftheGeneralAgreementonTerminationofConflictandthe
ConstructionofaStableandLastingPeacetheNationalGovernmentandtheFARCEPagreetoestablish23
TransitoryAreasofNormalization(TAN)and8camps.
FromdayD+1,thePublicForcerearrangestroopsdeploymentinordertofacilitatethedisplacementofthe
structuresoftheFARCEPtomentionedAreasandtocomplywiththeAgreementonBFCFHandDW.
ForitspartfromdayD+5,thevariousmissions,commissionsandTacticalCombatUnits(TCU)ofthefrontsofthe
FARCEPwillmovetothosepreviouslyagreedTAN,followingtheroutesofdeploymentestablishedbyagreement
betweentheNationalGovernmentandtheFARCEP.
AlltheaboveismonitoredandverifiedbytheMM&V,accordingtothemandateofthismechanism,tothetextof
thisAgreementandtotheprotocolsagreedbytheNationalGovernmentandtheFARCEP.
TransitoryAreasofNormalization
TheiraimistoensuretheBFCFHandDW,andbegintheprocessofpreparationforReincorporationintocivilian
lifeofthestructuresoftheFARCEP,referringtotheeconomic,politicalandsocialaspects,accordingtotheir
interests,asestablishedbyitem3,subsection2oftheGeneralAgreementandthetransitiontowardslegality.
TheseAreasareterritorial,temporaryandtransitory,defined,delimitedandpreviouslyagreedbetweenthe
NationalGovernmentandtheFARCEP,andincludethemonitoringandverificationofMM&V,whichforeach
TANwillcountonLocalMonitoringTeams.
TheTANarelocatedbymutualagreementandhaveaccessfacilitiesbyroadorwatertheirlimitscorrespondto
thoseofthevillagewheretheyarelocatedtheymaybeextendedorreducedbymutualagreementdependingon
thesizeofthevillagewheretheyarelocated,willhaveareasonableextensionthatallowsmonitoringand
verificationbytheMM&VandthefulfilmentoftheobjectivesoftheTAN,settingasareferencegeographical
featuresorcharacteristicsoftheterrain.
IndevelopmentoftheAgreementonBFCFHandDW,boththeSecurityForcesandtheFARCEPmustcomply
withtherulesgoverningtheBFCFHandDW,aswellasotherchaptersandprotocolsthatmakeuptheAgreement
onBFCFHandDW.TheMM&VhasunrestrictedaccesstotheTANdefinedinAnnexXofthisAgreementandto
unitsoftheSecurityForces,committedtothedevicesspecifiedinAnnexYofthisAgreement.
ToensurecompliancewiththisAgreement,apermanentcommunicationbetweentheMM&Vanddelegates
designatedbytheNationalGovernmentandtheFARCEPwillbeestablished.
WhiletheTANarefunctioning,theFARCEPisresponsibleforitscombatantswithintheseAreas.Thecombatants
oftheFARCEPwillleavethecampsunarmedandincivilianclothes.
OncethetroopsoftheFARCEParelocatedintheTAN,theNationalGovernmentwillsuspendthearrestwarrants
ofallmembersoftheFARCEPintheseareas,upondeliverybytheFARCEPofalistofitsmemberspresentin
eachoftheTAN.
ThemembersoftheFARCEPwho,undertheamnestylawhavebeenbenefitedwiththeirrelease,andwishtodo
so,mayintegratetheseareastocontinuetheprocessofreincorporationintocivilianlife.Tothisend,withinthe
Areastherewillbeorganisedplaceswheretheycanstay,outsidethecamps.
DuringthetermoftheAgreementonBFCFHandDW,theFARCEPwilldesignateagroupof60ofitsmembers
(menandwomen)whomaytravelatthenationallevelincompliancewithtasksrelatedtothePeaceAgreement.
Likewise,foreachTAN,theFARCEPwilldesignateagroupof10ofitsmemberswhomaytravelatmunicipal

membersoftheFARCEPwillhavesecuritymeasuresagreedwiththeNationalGovernment,forwhichthereare
twoprotectionteamsforeachzoneassignedtotravel.TheexitsfromtheTANaremadewithcoresponsibilityof
thecommandersoftheFARCEP.
ThemembersoftheFARCEPdesignatedforthetasksmentionedinthepreviousparagraphmustpreviouslystore
weaponsincontainersundertheverificationofICMM&V.Similarly,thishastobedonebyanymemberofthe
FARCEPwhorequirestoleaveformedicalemergencyorspecializedmedicaltreatmentthatcannotbeprovided
withintheTAN.
TheNationalGovernmentandtheFARCEPundertaketoensurethattheimplementationofthisAgreementis
carriedoutwithoutanylimitationonthenormalfunctioningofunarmedcivilauthorities,inthedevelopmentofthe
economic,politicalandsocialactivitiesoftheregions,inthelifeofcommunities,intheexerciseoftheirrightsas
wellasintherightsofcommunity,socialandpoliticalorganizationsthathaveapresenceintheterritories.
WithintheTANisguaranteedthefullimplementationofthesocialruleoflawforwhichthefunctioningofthe
civilauthoritiesismaintainedwithoutlimitations.Civilauthorities(unarmed)whoarepresentintheAreasremain
andcontinuetoexercisetheirfunctionstherein,withoutaffectingtheagreedintheBFCFH.TheTANarenottobe
usedforpoliticaldemonstrations.
UnarmedcivilianauthoritiescanpermanentlyentertheTANwithoutlimitation,excepttheareaofthecampswhere
thestructuresoftheFARCEParelocated.EachTANhasareceptionarea,tomeetthepeoplewhovisit.
Therewillbenociviliansallowedtobeinorenterthecamps.
DuringthetermoftheTAN,civiliansarenotallowedtocarryandpossessanyweaponswithintheseAreas.
TheMM&VhasthemissiontomonitorandverifycompliancewithprotocolsagreedbytheNationalGovernment
andtheFARCEPfortheTANandtheunitsoftheSecurityForcescommittedtothedevicesspecifiedinAnnexY
ofthisAgreement.
IncasetheressomefactorcircumstancethatrequiresthepresenceoftheNationalPoliceoranyotherarmedstate
authoritywithintheTAN,theMM&Vwillbeinformed,tocoordinatesuchentranceinaccordancewithprotocols
agreedbytheGovernmentandtheFARCEP.
ThenumberofcampswithineachTANagreedbytheNationalGovernmentandtheFARCEPisdeterminedbythe
terrainandthenumberofcombatantswithinit.Inanycase,thelocationofcampsisdoneinsuchawaythatthe
MM&VcouldexerciseitsfunctionsofmonitoringandverificationoftheAgreementonBFCFHandDA.
Indevelopmentoftheprocessofpreparationforreincorporationintocivilianlifeofitsfighters,theFARCEP,in
coordinationwiththeNationalGovernment,mayperformwithinTANalltypesoftrainingformembersofthe
FARCEPinthecontextofproductivework,levellingprimary,secondaryortechnicalbasiceducation,according
totheirowninterests.
Meanwhile,withintheTAN,theNationalGovernmentinaccordancewiththeFARCEPwilllaunchmeasuresand
preparatoryactivitiesforthereintegrationandotheractivitiesneededtofacilitatethetransitiontothelegalityofthe
FARCEPandtoensurethewelfareintheTAN,whichmayincludeamongothers,healthcare,daysofissuing
identitycardsandotherpreparatoryactivitiesforreincorporation.
ForeveryTAN,theMM&Vwillinstallalocalheadquarterinaplacethatallowsittoefficientlyandeffectively
fulfilitsfunctions.
SecurityZone
AroundeachTAN,aSecurityZonewillbeestablishedwheretherewillbenounitsoftheSecurityForcesnor
troopsoftheFARCEPwiththeexceptionofmonitoringandverificationteamsaccompaniedbypolicesecurity
whencircumstancesshouldrequireso.Anypoliceprocedure,otherthanthesecurityoftheMM&Vrequiredin
theSecurityZonewillbecarriedoutinpriorcoordinationwiththeMM&Vandinaccordancewithagreed
protocolsbetweentheNationalGovernmentandtheFARCEP.ThewidthoftheSecurityZoneis1kilometer
aroundeachTAN.

TheunitsofthePublicForcesubjecttomonitoringandverificationbytheMM&VaredescribedinannexYofthis
Agreement.
Beginningofthedisplacement
OndayD+1,adelegatefromtheNationalGovernmentandonefromtheFARCEPwillprovidethecoordinatesof
thelocationoftheunitsofthePublicForceandtheFARCEPtoICMM&V,sototakethenecessarymeasuresto
enablethedisplacementofthestructuresoftheFARCEPtotheTAN,safelyunderthemonitoringandverification
ofMM&V.
ThesedisplacementsmaybeaccompaniedbytheMM&VshouldtheNationalGovernmentandtheFARCEP
requireso.
Airspace
FromdayD,theairspacewillbeusedasfollows:
OvertheTANandtheSecurityZones,militaryflightsarerestrictedto5,000feet.Incaseofdisaster,public
calamity,medicalemergencyflightscanbecarriedoutbycivilaircraftswithpriorcoordinationofMM&Vwiththe
NationalGovernmentandtheFARCEP.
Security
BasedontheunderstandingofsecurityasatransversalelementofresponsibilityforBFCFHandDW,whichis
basedontheprinciplesofrespectforlifeandhumandignity,theNationalGovernmentandtheFARCEPhave
definedjointlysecurityprotocolswhichallow,inacomprehensivemanner,tominimizepotentialthreatsthatmay
affectorviolatepeopleandpropertyinvolvedintheBFCFHandDW.
SecurityconditionsimplementedfromthebeginningofBFCFHandDWguaranteeprotectionofmembersfrom
themonitoringandverificationteam,membersoftheFARCEP,delegatesfromtheNationalGovernment,Public
Forceandothersinvolvedintheprocess.Likewise,itguaranteesthecoordinationofdisplacementsandunitsinthe
field.
Securitywithweapons,ammunitionandexplosivesfromtheFARCEPduringBFCFHandDWisframedwithin
theimplementationofsecurityprotocolsthatprovidefortheirtransport,handling,storageandcontrol.
SafetymeasuresfortheBFCFHandDWcommittheabilityoftheStaterequiredtoensuresafetyandeffective
developmentoftheactivitiesofthisprocessandprevent,disruptandneutralizeanyeventualitythatputtheprocess
atrisk.
SecuritymeasuresfortheBFCFHandDWequallycommittheFARCEPtofulfiltheirshare.
Similarly,theNationalGovernmentthroughthePublicForcewillcontinueguaranteeingtheconditionsof
coexistenceandsecurityofthecivilianpopulationduringthisprocess.
Theagreedprotocolsonsecurityarebasedonaconceptofsecurityinwhichpeopleandcommunitiesareitscentral
axisandarebasedoncomprehensiveandcontextualizedpreventionofthreatsthatallowstomitigatetherisksthat
mayaffectthoseinvolvedinBFCFHandDW.
ForcompliancewithsafetymeasuresregardingtheBFCFHandDWthefollowingprotocols,generatingsecurity
andconfidencetothoseinvolvedinthisprocess,havebeenjointlydeveloped:
Securitytopeople.
Securityforthedisplacements.
SecurityoftheunitsinthefieldandwithintheTAN
Securityofweapons,ammunitionandexplosives(transport,handling,storageandcontrol).
Logistics
ItincludesalltheelementsthatmeetthespecificneedsidentifiedbetweentheNationalGovernmentandthe
FARCEPforthefulfilmentofeverythingrelatedtotheAgreementonBFCFHandDW.

TheMM&Vatitslocallevelhasalogisticssection,underthecoordinationofamemberoftheinternational
component.Thistripartitesectionofthelocalinstanceisresponsiblefordefiningallthatisrelatedtothelogistics
oftheoperationoftheTANitisalsoresponsibleforensuringadequateandtimelyarrivalofsuppliestoTAN.
Protocolscorrespondingtothischapterspecifyindetailthecriteriaandcommitmentforeachofthestepsinthe
logisticssupplyprocess.
DecommissioningofWeapons(DW)
Thisisatechnical,traceableandverifiableprocedurethroughwhichtheUNreceivesalltheweaponryofthe
FARCEPtodestinethemtotheconstructionof3monuments,agreedbetweentheNationalGovernmentandthe
FARCEP.
TheDWonbehalfoftheFARCEPinvolvesanorganized,traceableandverifiableprocessthattakesplaceintwo
stages,calledControlofWeaponsandDecommissioningofWeapons,comprisingthefollowingtechnical
procedures:registration,identification,monitoringandverificationofpossession,collection,storage,disablement,
removalandfinaldisposition.
Registration:thisisthetechnicalprocessofregisteringthequantityandtypeofweaponsreceivedfromthe
FARCEPbytheICMM&V.
Identification:correspondstothetechnicalprocedureforcharacterizingtheweaponsoftheFARCEPby
theICMM&V.Thisprocedurewillonlybecarriedoutwithindividualweaponscarriedbymembersofthe
FARCEPwithinthecamps.
Monitoringandverificationofpossession:eachofthemembersoftheFARCEPwhoremaininthe
Areascarriesanindividualweaponinsidethecamp.TheICMM&Vperformsthemonitoringand

WithinthecamptherearerepresentativesofICMM&V,permanently.
Collection:ThisisunderstoodtobethetechnicalprocedurethroughwhichtheICMM&Vreceivesallthe
weaponsoftheFARCEP,inaccordancewiththeproceduresetforthinthisAgreement.
Storingweapons:ineachArea,inoneofthecamps,thereisaplaceforthestorageofweaponsreceivedby
theICMM&V,incontainersreadyforthispurpose.ThisplacecanonlybeaccessedbytheICMM&Vthat
carriesoutpermanentmonitoringandverification.
Removingtheweapons:thistechnicalprocedure,ledbytheUN,consistsinthephysicalwithdrawalofthe
weaponsfromtheAreas.ThelocationoftheseweaponswillbedeterminedbetweentheNational
GovernmentandtheFARCEPwiththeUN,whichwillbeusedfortheconstructionof3monuments.
Finaldispositionoftheweapons:Itisunderstoodasthetechnicalprocessthroughwhichtheweaponsof
theFARCEParedestinedtotheconstructionof3monuments:oneattheheadquartersoftheUnited
Nations,oneintheRepublicofCubaandathirdinColombianterritoryataplacedeterminedbythe
politicalorganizationemergingfromthetransformationoftheFARCEP,inagreementwiththeNational
Government.
Procedure
WiththeSigningoftheFinalAgreementbeginstheprocessofDecommissioningoftheWeaponsbelongingtothe
FARCEP,asfollows:
ForplanningandenlistmentoflogisticsfortheDW,theFARCEP,fromdayD+5providestheICMM&Vwith
informationconsiderednecessarybytheICMM&Vfortransport,registration,identification,monitoringand
verificationofpossession,collection,storage,withdrawalandfinaldisposition.
TheFARCEPcontributesbydifferentmeans,includingtheprovisionofinformation,withcleaningand
decontaminationoftheareasaffectedbylandmines(MAP),improvisedexplosivedevices(IEDs)andunexploded
ordnance(UXO)andexplosiveremnantsofwar(REG)ingeneral,takingintoaccounttheagreedpoints4and5
andwhatistobeagreedinthepointrelatedtoReincorporationintocivilianliferegardingtheparticipationofthe
FARCEPinminecleaningaction.
OndayD+5beginsthedisplacementtotheTANbytheFARCEPunitsandthetransportationofindividual
weapons.TheMM&Vmonitorsandverifiesthisprocedure.
OndayD+7toD+30,thetransportationofsecondaryweapons,militiaweapons,grenadesandammunition,carried

outbymembersoftheFARCEPtotheTAN,undertheobservanceofsecurityprotocolforthetransportationof
weapons.TheMM&Vmonitorsandverifiesthisprocedure.
WiththearrivalofthemembersoftheFARCEPtotheAreas,theICMM&Vinitiatestheprocedureof:
registrationandstorageincontainersdeterminedforthepurposeofindividualarmsofmembersoftheFARCEP
wholeaveinthefulfilmentoftasksrelatedtothepeaceprocessandmembersoftheFARCEPallocatedto
MM&V.
Likewise,theICMM&VstartsmonitoringandcontroloftenureofindividualarmsofmembersoftheFARCEP
remaininginthecamps,basedontheregistrationandidentificationoftheseweapons.
Theaccompanyingarmament,grenadesandammunitionenteringthecamps,includingweaponsofmilitias,remain
intemporaryarsenalsundertheresponsibilityoftheFARCEP,untildayD+60whentheywillbestoredinthe
containerssetforthispurpose.ThisprocedureismonitoredandverifiedbytheICMM&V.
ToensureeffectivecontrolofweaponsineachArea,asinglepointofstorageisdeterminedinoneofthecamps,
wherethecontainersarelocatedunderthemonitoringandpermanentverificationbytheICMM&V,accordingto
theprotocolsconcludedbetweentheNationalGovernmentandtheFARCEP.
FromdayD+10toD+60,thedestructionofunstableweaponsstoredinwarehouses(coves)previouslygeo
referencedundercompliancewithsafetyprotocolsdefinedforthispurposeismade.TheICMM&Vverifiesthe
implementationofthisprocedure.
Thecollectionandstorageincontainersoftheindividualweaponsremaininginpowerofthemembersofthe
FARCEPinthecampsinsidetheAreaswillbedonesequentiallyandinthreephasesasfollows:1Phase:D+90,
30%2Phase:D+120,30%and3Phase:D+150,remaining40%,accordingtotheroadmap(scheduleofevents)
agreedbytheNationalGovernmentandtheFARCEPthatguidestheprocessofEndofConflictafterthesigning
oftheFinalAgreement.
ReceivedtheweaponsondayD+150,atthelatestondayD+180,theprocessofextractionofweaponsbythe
UnitedNationsends,inaccordancewiththeproceduresagreedforthismatter.TheUNwillcertifycomplianceof
thisprocessandthenproceedtoinformtheNationalgovernmentandpublicopinion.
OndayD+180,thefunctionoftheseAreasandtheBilateralandFinalCeasefireandCessationofHostilitiesis
consideredtobeended.
TheMM&VcertifiesandcommunicateseachoneofthestagesoftheprocedureofDecommissioningofWeapons
describedabove.
