Abstract
ThecomparativelylowhomeownershiprateinGermanyisoftenreferredtoasaweaknessoftheGerman
housingmarket.Asitturnsout,thesituationinGermanyisprimarilyduetofourfactors.First,rental
housingmakesupalargershareofthemarketbecauseofanextensivesocialhousingsector.Thehigh
qualitystandardofsocialhousingandthefactthatprivateinvestorswereincludedinthesubsidisation
schemefromthebeginninglaidthefoundationforalargeprivaterentalhousingmarket.Second,
homeownersinGermanydidnotbenefitfromthesamehighsubsidiesasincountriessuchasSpainor
theNetherlands.Third,theGermanrentalhousingmarketwasnotrenderedinoperativebyexcessive
interventionsinrents,aswasthecaseincountriessuchasSpainandtheUK.Finally,Germanhouse
pricesremainedstableoveralongperiodoftime.Therefore,inviewoftheseresults,judgementson
Germany'shousingmarketshouldberevised.
