Madame:
In compliance to the Memorandum Order from Teodora M. Diaz,
Asst. Dir. for Admin and Rehab, dated 12 July 2016, the undersigned
together with the Reformation Officers and Asst. Supt. for Security and
Operations convened for the purpose and conferred the Rehabilitation
Programs undertaken and the Security Measures of this Prison undertaken
on the possibility of any untoward incident like escape, attack or rescue
from outside forces.
SECURITY MEASURES
1. Regular briefing shall be conducted by every Shift Commander about
security matter before posting his personnel.
2. Security sentinel around the perimeter fences of Maximum, Medium and
Minimum Security Compound shall be COMPLETE especially during night
time.
3. In case of brownouts, stand-by generator shall be utilized to accommodate
lighting facilities of prison compound.
4. From time to time, checking of perimeter fences of Maximum, Medium and
Minimum Security Compound shall be conducted by security personnel
concerned.
5. The continuous repair of security perimeter fence and concreting of security
perimeter post shall be closely supervised.
6. Regular monitoring of situation of prison compound shall be observed.
7. Assigned security personnel 24-hours at LRP Entrance Gate.
8. Security personnel assigned at entrance gate shall conduct a thorough body
search to all visitors and inspect thoroughly their baggage to prevent the
entry of contraband into the prison compound.
9. Prohibit all civilian vehicles of entering prison reservation; all civilian
vehicles should park outside prison reservation, except those with approval
by LRP Superintendent.
10.Implement security I.D. of all visitors entering LRP Reservation
and
implement CURFEW HOUR within the LRP reservation: 6:00 P.M. for
Minimum Security inmates, 10:00 P.M. for civilians.
11.Installation of CCTV Surveillance camera around the perimeter fence, gates
and other strategic areas within the Maximum, Medium and Minimum
Security Compound.

12.Installing of fire extinguishers at different offices and inmate dormitories


within the Maximum, Medium and Minimum Security Compound.
13.Constructing the concrete perimeter fence/wall of the Maximum Security
Compound along the Abuyog-Silago Road.
14.LRP Security Plan shall be operational in case of any untoward incident
arises.
15.Transfer of High Risk/High Profile Inmates.

Serviceable firearms were deposited at LRP Armory under custody of the
Commander of the Guards.

REHABILITATION PROGRAMS
Education and Skills
Training

1. Conduct Functional Literacy Test (FLT) for the


Elementary and Secondary inmate students. (180
inmate students)

2. Conduct Assessment Test for Basic Literacy


Program
(BLP) to determine their learning level if they belong
to Level 1 or Level 3. (142 inmate students)
3. Conduct of regular classes to Elementary and
Secondary students. (322 inmate students)
4. Conduct review for the Accreditation and
Equivalency Test. (128 inmate students)
5. Promotion of inmate students. (61 inmate students)
6. Recognition of qualified inmate passers. (61 inmate
students)

Sports and Recreation

7. Facilitated Training on Motorcycle/Small Engine


Servicing conducted by Baybay TechnicalVocational
Training Center. (25 participants)
1. Implement different sports and recreation activities
(Daily, Summer League, Sports Fest, NCCW)
Including special activities for the Teen-Aged.
2. Continuous implementation of daily morning
exercises.

Moral and Spiritual

3. Conduct sports officiating and coaching training to


the Inmate Sports Committee.
1. Weekly and monthly mass for Roman Catholic
inmates.
2. Weekly schedule of the different Religious Volunteer
Organizations (RVO) for the fellowship and worship.
3. Daily Holy Rosary and Chapleting/Angelus.

Health and Welfare

4. Conducted Values Formation Seminar


PREVENTIVE:
1. Capacity building of Bantay Kalusugan for them to
be an effective partner.
2. Increase awareness of inmates regarding prevention
of illness through:
a. Lecture/discussion on transmission of
communicable illness.
b. Regular ocular inspection of prison camps
with emphasis on sanitation and proper
personal hygiene.
3. Enhance/encourage positive health seeking
behaviour.
4. Intensity/strengthen campaign against PTB in
prison.
CURATIVE:

1. Early detection and treatment of illness.


2. Daily medical & dental consultation schedule and
treatment for monitoring and prevention of
complications respectively:
a. HPN
b. Diabetes
c. PTB and Bronchial Asthma
REHABILITATIVE:
1. Counseling of inmates on case to case basis.
2. Physical therapy to end organ complication.
3. Family involvement in the total patient care.
EXTERNAL RELATIONS UNIT
1. Registration of Senior Citizens inmates for
the availment of I.D.s. (58 inmates with OSCA I.D.)
2. Registration of PWDs inmates for the availment of
I.D.s. (23 inmates with PWD I.D.)
Senior Citizen with Philhealth and OSCA I.D. (66
inmates)
3. Inmates under reintegration program (158
inmates).
