Republic of the Philippines DEPARTMENT OF SCIENCE AND TECHNOLOGY MEMORANDUM for: SEP 2 8 2016 All DOST Officials, Heads of Institutes, Councils, Attached ‘Agencies and Regional Offices SUBJECT: Wearing of identification Card This is regarding the wearing of Employee Identification Cards within the Central Office premises. Applicable rules are found in DOST Memorandum dated 26 February 2016 entitled “Reiterating DOST Special Order No. 102 and DOST Memorandum Enjoining Strict Compliance with Office Rules and Regulations on Wearing of Official Uniforms” and DOST ‘Special Order No. 102 entitled “Guidelines on the Wearing of Office Uniforms for 2015” dated 17 February 2015 wherein all Heads of DOST Attached Agencies and Regional Offices are enjoined to observe strictly DOST policy on the wearing of identification card during office hours from Monday to Friday except on holidays. Pursuant to Letter F (3) of Rule X of the Revised Rules on Administrative Cases in the Civil Service (RRACS), any emplayee who falls to wear the offical identification card during office hours shall be as follows: "Offense - ——_Reprimond 2" Offense = Suspension for 1 day to 30 days SOffense = Dismissal Further of note is that compliance to rules on identification cards serve as basis for ‘compliance to Rules and Regulations under Behavioral Competency of the "Guidelines and Procedures for the Ranking of DOST-CO and Regional Office Personnel for the Grant of 2015 Performance-Based Bonus (PBB). Beginning Monday, 3 October 2016, we shall be strictly implementing above-stated regulation on Identification Cards, with an intial one (1) week grace period on penalties and reporting of employees who are in non-compliance of this directive. On Monday, 10 October 2016, we shall proceed to have full implementation of this directive, inclusive of penalties and consequences for non-compliance. Further! have instructed security personnel in the Central Office not to allow entry of individuals without Identification card. Simple discourtesy in the course of offical duties; 2. Improper or unauthorized solicitation of contributions from subordinate employees and by teachers or school officials from school children; 3. Violation of reasonable office rules and regulations, 4. Frequent unauthorized tardiness (Habitual Tardiness); 5. Gambling prohibited by law; 5. Refusal to render overtime service; Disgraceful, immoral or dishonest conduct prior to entering the service; 8, Borrowing money by superior officers from subordinates; 9, wilful falure to pay just debts or wilful failure to pay taxes due to the government; ‘The term “just debts" shall apply only to: a. Claims adjudicated by a court of law, or b, Claims the existence and justness of which are admitted by the debtor. 10. Lobbying for personal interest or gain in legislative halls and offices without authority; 111, Promoting the sale of tickets in behalf of private enterprises that are not intended for charitable or public welfare purposes and ever in the latter cases, if there is no prior authority; 12. Failure to act promptly on letters and request within fifteen (15) working days from receipt, except as otherwise provided in the rules implementing the Code of Conduct and Ethical Standards for Public Officials and Employees; 20
