Sister and Brothers,

It has been an honor representing you, the membership of Local 304, in the capacity as Local President.
Prior to being your Local President, I was privileged to representing the membership as the Local Vice
President. Our Local was left with a huge nancial burden from the past Local 304 President, leaving our
primary checking account with a total of $22,000.00, and the balance of our secondary account with
$901.00.
Under my leadership, and with the help of a very good Executive Board, we now have approximately
$174,231.00 in our primary account and approximately $210,000.00 in mutual funds and cds.
I cut Arbitration costs in half, and was able to settle more than triple the amount of cases by meeting
with Area Labor reps in a pre-arbitration setting.
I negotiated the return of ALL the Mail Handlers when the Postal Service excessed them from the
Manseld facility. To date, we have added MORE Mail Handlers to the Manseld facility than we started
with.
I negotiated the return of Mail Handlers who were excessed from the Akron facility. We are in the
process of bringing more Mail Handlers and operations back to the Akron Plant.
I was the driving force in keeping Mail Handlers from being excessed from the Dayton and Toledo Plants.
I regularly sit side by side with my Sister and Brother Branch Presidents in District meetings and Labor
Management meetings working on issues that aect you, the working Mail Handler.
I negotiated the resolution of EVERY GRIEVANCE in the Akron facility, leaving the facility with 0
grievances in the system.

grievances in the system.
The Canton facility is next on my agenda. I will continue this work, facility by facility, until ALL of the
grievances in our facilities have been resolved or arbitrated.
Under my leadership, all of the eligible Shop Stewards received Advanced Shop Steward training.
Under my leadership, EVERY oce in our Local was given updated equipment and new computers. They
were also provided with printers and any other tools they needed to provide the best representation
possible to you, the Membership.
These are just a few of the accomplishments of my term as Local President. I would like to continue the
work that I have started. Our Local is now back on track, and with your vote, I can take this Local to
another level. We have come too far to take ANY STEPS BACKWARDS!

My name is Gregory Hill, Vice President of Local 304 Mail Handler's Union.
I've had the great opportunity to meet some Mail Handlers in our Local, but I would like
to shake hands with every single Mail Handler in Local 304. I'm asking for your vote
and here are the reasons why; I'm a good listener. I want to hear your complaints, that's
the only way I can solve a problem. I would like to know what could we do better as a
Union and a person. I investigate issues and concerns to the fullest; no rock goes
unturned. I figure out the issues, weigh the pros and the cons and only then do I come up
with a viable solution that works for the good of you and the Union. I firmly believe that
there has to be great communication within Local 304 to contend with the issues that
affect Mail Handlers. Our commonalty is we want - a safe work environment, good
working conditions and the ability to bring home good wages for our families. These are
reasonable requests for a working Mail Handler. I bring you Proven Leadership within
this great Union Local 304.
I plan to help continue with the outstanding leadership we currently have to lead Local
304 into the future. I feel lucky and Blessed to be on a slate with so many great Union
minds. I have the utmost respect for all my slate Sisters and Brothers who only ask that
you do things proper and correct. Union work is vital and most important; you can't slip
or sleep. When a Union Official is tasked to represent the Mail Handlers craft, I take this
responsibility very very seriously. I don't want to disappoint you, myself or my family,
All too many times your livelihood is in peril. This is the reason you must have the right
Union Officials in place to defend you. I hope you support me and allow me to continue
the important work as your Local 304 Vice President.

Hello Union Mail Handlers,


My name is Gloria Ward and I am the Local 304 Treasurer for Kentucky, Indiana
and Ohio.
For the past 3 years, I have worked diligently to repair and uplift a broken
Treasury system (left by the previous administration of Gary Stern) through
corrections, adjustments and continuous follow-up.
As you may have heard, our Local was left in financial disregard under
unethical and immoral practices before I was elected. I have had great repore
with the names below in streamlining and raising our financial standards to a
higher level one that the Mail Handlers deserve and expect. We carry a
higher obligation to the service of our Union where respect is carried through
sound preparation and practice.
I stand with my slate, Proven Leadership For Our Future Mr. William Bip
McLemore III, Gregory Hill, Steve Lenzy, Beverly Bell, Conswela Patton, Mike
Rellinger, Tim Manning, Cynthia Sparks, Rhonda Hinkle-McCoy, Mark Bayer, Stan
Thomas and Ron Pitcock. I ask the Members of Local 304 to Re-Elect these
candidates to the position that they are running for. They are the best choices
for our future in continuing to stand strong through adversities and
unwarranted attacks from management.
Sisters and Brothers, Local 304 has come a long way. We are striving to get
better. I ask the Members to Elect this slate. These individuals are proven
leaders that have the heart of this Local 304 Union at hand.

This administration (William McLemore, Beverly Bell, Ron Pitcock, Rhonda Hinkle, Gloria Ward,
Greg Hill and myself) have worked hard these past three years to fix a broken Union; one that was run
by a past administration that not only nearly bankrupted this Local, but pitted Representatives and
Members against each other and refused to provide representation to its Members. This administration
not only opened up ALL business to its Members, but made decisions to punish those who would not
represent their Members, brought financial stability to the Local, provided the equipment necessary to
operate in todays society, conducted training for all, provided vital information to all, and traveled
continuously to all facilities to help out at a moments notice. In my 27 years on the Executive Council
and now the Executive Board, I have NEVER seen leadership like this in our Local! There are a few,
however, who either dont care about good leadership, or who think they deserve some kind of glory
and want attention, who have placed their names on the ballot for the upcoming election. These are the
same ones who SUPPORTED the past administration! They have been huddling for a couple of years
now in their effort to seat themselves on the Executive Board. I can say without a doubt, that by
watching them and listening to them, none of them are qualified to even be representatives of this Local
- let alone the lead this Local! I have listened to the all of their lies they have spread that were not true
and we dont need that type of administration! That is the type of administration that we worked hard to
get rid of! Their leader (Kendrick Boyd) is definitely not qualified to be this Locals President! His
followers: Otis Sturdivant (brought up on charges by the Local and found guilty) and Liz Lyons
(supported Clyde Patterson and traveled around with him campaigning! She also lied about not getting
representation in her facility, and went around bad-mouthing this administration for not representing
her!). Otis has run for VP TOO MANY times to count, and LOST! He is behind the problems between
Union Members in Cleveland and has been for decades! He was the sidekick to Clyde Patterson during
the past administration and as an Arbitration Advocate, he settled, withdrew or threw out grievances
that had a monetary remedy in the hundreds of thousands of dollars. I had fifteen grievances on the
Arbitration docket and they all disappeared at the same time I filed charges for misrepresentation
against Clyde Patterson. Otis, the Arbitration Advocate, had all 15 cases and withdrew every single one
of them with no regard for justice! Is this the type of person you want on the board?
The goal for this administration is to make this Local one of the best in the nation and we have a great
start to our goal. We also want to be able to pass the torch one day to people who will do the same and
Otis Sturdivant and Kendrick Boyd are NOT the ones that should ever lead this Local! We need YOUR
support and help in this upcoming election. Talk to your Sisters and Brothers and ask them to support

My name is Beverly Bell and I'm currently the Local 304 Ohio State Representative.
I have loved fighting for our Union Local 304 for hard working Ohioan Mail Handlers. I have
taken responsibility for every facility in my jurisdiction and have relentlessly fought for the
rights of all Mail Handlers in Ohio, but there is even more fighting to be done. We as Mail
Handlers are the wheels that turn the Postal Service. Without us there would be no system. That
is the best reason to have Union Officials that are qualified, eager, willing and able to take what
ever steps it is to make sure the rights of the mail handlers are protected and not allow any
Postal official to take advantage of our seasoned Mail Handlers and our new MHA's. You have
to make sure that your Representative is willing to read the fine print and always be 10 steps
ahead of whomever would step up and challenge our Local 304 Mail handler Union. I promise
you I will not be beaten by management and will always be prepared for what ever lies ahead.
I would like to ask for your continued support in re-electing me to this position. I have been a
dedicated Member and Union Official to Local 304. I was hired as a Mail handler 11/1984, and
has been a member from day one. I have been a Union Official since 11/1988. At the current
time I am Ohio state Representative and Chief Union Steward on Tour 1, Main Post Office,
Cincinnati, Ohio. I loved being Chief Union Steward and Ohio State Representative it has been
a rewarding and humbling experience. From January, 2008 until December, 2010, I held the
position of Local 304 Mail Handler Union Recording Secretary, Indiana-Kentucky-Ohio. I was
also the Chairman of Local 304 Mail Handler Union Scholarship Committee. I Received
Outstanding Shop Steward Award, May, 2001 and Outstanding Shop Steward Award, June,
2002. I'm also a trained Arbitration Advocate November, 2006. I thank you in advance for your

For all that don't know me I like to introduce myself and for those who do I'd like to
reacquaint myself. My name is Rhonda Hinkle-McCoy.
I'm currently the Local 304 Kentucky State Representative. I am proud and honored to
serve the Mail Handler's Union in this capacity. I am asking for your support once again,
as I'm running for Louisville, Kentucky Branch President and Kentucky State
Representative. Like any organization there are challenges, successes and failures. I
make you this promise; I will do everything humanly possible to insure our contract
(National Agreement) is adhered to, our Union, management and supervision is held to a
higher standard and all will be held accountable for their actions, I will make sure you
receive the best representation that you deserve. The contract is one of the many tools
we have in our arsenal and arguably the most important, and it must be enforced!
If you want someone who has integrity to make the right choices, the maturity to detect
and point out contractual misinterpretations and the tenacity to pursue what is unjust to
make the playing field fair. I assure you that this woman is me. I am proud to be a

I'VE BEEN PRIVILEGED TO WORK WITH YOU AND REPRESENT YOU FOR THE LAST
SEVERAL YEARS. WE HAVE SHARED MANY UPS AND DOWNS SINCE THE FALL OF 2010,
MAKING OUR STAND AND FIGHTING FOR WHAT WE'VE WORKED MANY YEARS TO
ATTAIN. I PRIDE MYSELF WITH HARD WORK AND TIME TO PERSEVERE - TO KEEP OUR
TOLEDO PLANT OPEN, TO INSURE THAT EVERY DAY OUR RIGHTS ARE PROTECTED,

My name is Cynthia D. Starks and I have been a postal
employee for over 24 years. I am currently the Branch
President of Gary P & DC. I have also been a union
representative for almost 20 years.

I will still continue to fight for all mail handlers.

Challenging management is what makes me happy and it is


what gives me drive, to continue on.

Working for Local 304 is what is near and dear to me.


At this very time, my work is very challenging, but Im in

the game to fight for what is right. It will take time to fix

the present challenges, but as a union working together, we

My name is Stanley Thomas and I'm the Branch President of Akron, Ohio HUB and a Local
304 Advocate. This is my 3rd term as Branch President and it's been the most challenging. Like
many other facilities around the country, management reduced the numbers of Mail Handlers in
our facility due to their poor excuse of a dwindling mail volume. Through many meetings and
through the grievance procedure, Local 304 has managed to keep Akron's doors open. Many
Members was reluctantly excessed to Cleveland. In 2014, I lost a lot of sleep trying to figure
out a way to get our people back to Akron. This was a rough and tiring ordeal, and I hung in
there through tough negotiations and resilience. I greatly appreciated the help of our Local
President William BIP McLemore III and our Vice-President Gregory Hill. I would like to
publicly thank you two for helping out the folks from Akron, Ohio. There was never a time I
didn't call either one of you with a technical question and always received the right answer; and
I called dozens of times! You two guys are the epitome of our Union Officials. You're not only
in the Union but the Union is within you two. There are still Mail Handlers that need to return
to Akron and we're working to achieve that goal.
My philosophy is, and I strongly believe, if you prepare your grievance cases from step 1 and
Arbitration cases properly, you WIN.
I'm running on the slate of PROVEN LEADERSHIP FOR OUR FUTURE. This is an
outstanding group of Union Officials that are very very smart, witty and talented. This
is the best group of Union Officials I've seen lead Local 304 EVER! And the bonus is
they are all UNITED!

My name is Michael Sexton. I currently serve as Branch President/CAR of Bloomington, Indiana.
When I took over in 2008, I had virtually zero experience as a Union leader. I began by reading a filing
drawer full of unsorted arbitration cases. As I worked through these files, I discovered a recurring name
that stuck with me. That name was Bip McLemore. He was very involved in many of the decisions I
panned through as the Advocate of Record.
At my first Council meeting I decided to put a face to the name and sought out Brother McLemore and
introduced myself. This began an enduring and productive learning experience that continues to this
day. He immediately introduced me to Greg Hill and Barry Painter, which led to Ron Pitcock and Tim
Manning. These Brothers have been my mentors and sounding board throughout my Union career.
Eight years later, to now have four of these individuals on the Executive Board, is a testament to their
abilities and the good judgment of our Local. The addition of Greg Hill as Vice President has been
bittersweet. I didn't want to lose him as an Advocate for Bloomington at the district level. What
transpired is even better. We still have him as an advocate in Indiana. We also get to share his expertise
with the rest of the Local.
I am proud to support The Proven Leadership For Our Future slate. This group of individuals
bring a level of professionalism, character and dedication that is respected not only by our Members,
but by management as well. Whether you are one of the largest Branches in the Local or one of the
smallest, I am comfortable and reassured that they have our back!!!

This is Steven Lenzly,


Branch President of Cincinnati P&DC. I unequivocally support the candidates on
this slate. I witnessed the transition from the past administration to the present
administration, and I am proud to say that this administration has been completely
transparent with its actions and have served this local with honesty, integrity, and
dedication.
One of the things that saddens me the most about the past administration was the
financial condition that they left this local in. Despite all of the rhetoric, at the end
of the day there was no money! Whats most disturbing to me is when I personally
had discussions with some of those individuals from the past administration about
the financial status, the silence was DEAFENING? Leaving me with the famous
quote SHOW ME THE MONEY. Followed be SILENCE.
Sometimes its the small things that count. When asked by perspective members
before retirement if they still have to choose between a watch or a check before
retiring; Im happy to say that under this administration you dont have to choose.
You get both! I know that may seem small to some but I witness the change when
people was faced with having to choose after serving 30 plus years and leaving
with one over the other. Some people look forward to getting both. I personally
witnessed their disappointment when they expressed I earned the right to both. I
agreed that the past administrations failure at their fiduciary obligation deprived
those long time brothers and sisters of their right to be presented with both.(Small
to some, but important to those who served).

My name is Matt Wolgamott. I am the Evansville, Indiana Branch President.
I support the entire Proven Leadership For Our Future slate. Our slate
Members are very professional and dedicated in continuing to keep our
Union great. I stand behind Bip McLemore for President due to his
knowledge, experience and his total dedication to the Mail Handler craft.
Bip has worked diligently to bring Evansville, Indiana out of the mess it was
left in due to the last administration.
As for Evansville, we've struggled through a considerable amount of
challenges. Our Union held to a stronger resolve during those difficult times.
I look forward to the next term in serving our Members and continuing the

It has been a honor and a privilege to be your Columbus Branch President. In
the last three years, our Local 304 have made some incredible strides and we
must make sure that all the hard work President Bip McLemore, Vice
President Greg Hill and the rest of the Local 304 Counsel has done will not
be in vain.
This is not the time for us to go against each other, but the time for us to stay
united and bring other Mail Handlers aboard to help out with the long hours
and tiresome work of defending our contract. Our common denominator is
that we are Mail Handlers. Being a Union Official is anything but easy. You
have to be dedicated and willing to fight for the long haul and that is exactly
what this administration has done time and time again. That's why it is easy
for me to overwhelmingly and wholeheartedly endorse each and everyone on

tirelessly and unselfishly these last three years for YOU, the membership, and

My name is Maria F. Freed-Outt, many of you know me as Fay Outt. I would like to thank the
members for allowing me to serve as a Tour 1 union steward for close to 20 years, I am also an
Arbitration Advocate since 2005, I have also represented cases in the EEOC, MSPB, and OWCP. I have
attended Basic Stewards Training, Advanced Stewards Training, FMLA Training, Arbitration Advocate
Training, and various other trainings to better serve the members.
I currently holding the position of Indianapolis Branch President Since September 2016. I would like to
extend a thank you to our current ocers for their condence in me for such an opportunity to serve the
members in this capacity.
I also ask that you support the candidates on this slate, every candidate carries a great deal of
knowledge and experience that we need in our leadership in Local 304.
I am asking for your support as I run for the position of the Indianapolis Branch President in the
upcoming election. I have the knowledge and experience needed to continue to serve you. I am proud
