issuanceandthefullevaluationoftheproposedproject,theCorpsdecidedthatbasedonthepubliccommentsreceived
andthescopeandnatureoftheproposedprojectaPublicHearingwasnotnecessary.Also,norequestswerereceived
duringthePNcommentingperiod.
5)WearerequestingthattherecentsubstantivechangesberesubmittedtoNMFSandUSFWSforSection7oversight,
aswellasPuertoRicoCoastalZoneConsistency.
Thechangesmadetotheprojectarebeingcoordinatedwiththeagenciestoensuretheyareeithercoveredbyprevious
consultationprocessorconsultationsarereopenedifnecessary.Thedecisiononwhetheracoordinationneedstobe
reopenedornotiseachagenciesdecision,iftheyunderstandsuchchangescanbecoveredundertheprevious
consultationthennoadditionalconsultationisrequired.

astoundingthataprojectthatposesimpactstoallofthepeopleofCulebra,involvesmultiplecriticalhabitatlistedwaters,
listedspeciesandthatisproposingdirectandadverseimpactstooneofthelastremainingareasonCulebrathatenjoys
archeological/historicintegrity,wouldnothavetoprovideacompleteEISandholdformalpublichearingsontheisland.
AsFEMAconcludestheirreportfortheCorps'submission,pleasebeawarethatnomeaningfulpublicparticipationhas
beenenjoyedontheislandofCulebratodate.
InameetingwiththeMayorofCulebralastMondayweweretoldthattheplansforthe2.5milliondollarfloatingauxillary
dockwerescrappedandnowtherearenewplanstobuildacementdock.Weseethisaspositive,butwouldlikethe
opportunitytoreviewthenewschematicsandcommentontheproposedchanges.ThefinalEArecentlypostedonlinefor
thisproject,doesnotincludetherecentandsubstantivechangefromfloatingdocktocementdock,andwasprovidedin
Englishonlytothetraditionallyunderserved,lowincome,environmentaljusticecommunityofCulebra.
Werespectfullyrequestyourassistancewiththefollowing:
