PROPOSED LABORATORY FEES
During a meeting with Dean Liza Corro on November 2, 2015 at 5:30 PM, it was
confirmed that the proposed new courses and laboratory fees first presented on the
Deans Advisory Council Meeting on October 21, 2015 will be presented to the UP
System. There is no time frame yet for the approval but the Student Council asserts the
need for immediate review and removal of all unnecessary student fees.
These incoming laboratory fees, in nature, are:
1) Redundant
Students are charged double for power consumption. Students pay fees for use of
electricity for laboratory equipment on top of Energy Fee which is P250. Laboratory
fees are charged out of maintenance and operating costs too. Students can be spared
from this expense when these are added for Maintenance and Other Operating
Expenses (MOOEs) next year.
2) Exorbitant
The fees charged are too huge for students to shoulder. They range from P400 to
P2000 depending on the demands of the course. Although there are proposals for
subsidies from the administration, the laboratory fees is an unnecessary expense as it
can be coursed out from existing government budgets.
3) Unreasonable
The laboratory fees proposal does not mention any new laboratory rooms or purchasing
of new equipment. The fees collection, it appears, is for the use of existing equipment.
The charging of students therefore, resembles a rental fee for a purely academic
activity. The administration has yet to show us an auditing of the fees collected from the
students.

We commend the creation of these new courses as this is a strong sign that we are advancing
as a university that promotes quality, accessible and relevant education. But the expenses for
laboratory equipment should not be passed on to the students as this could discourage students
from low-income brackets to get a good UP education.
Although we recognize the waiving of fees for Full Discount (FD) and Full Discount Stipends
(FDS) students, we believe that the additional laboratory fees will put students from other
brackets at a disadvantage. We demand that the administration properly review and consult the
students on these pertinent issues immediately.

CALL TO ACTION:
1. Review and Removal of all Unnecessary Student Fees
2. Transparency in all Student Expenses
3. Engaging students in the budget process
4. Increasing UP and all SUCs budget
