To make abortion more accessible in all 50 states of the US by funding more clinics applicable to all
classes of citizens.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Espari Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Personhood begins after a fetus becomes "viable" or after birth, not at conception.
2) It's arguably better for society to have babies aborted than have them be brought up poor and neglected,
where not only will the child suffer but society when that child develops a higher attraction to crime,
welfare, etc. Giving poor parents better control over their reproduction would enable more families to
remain intact and would decrease the numbers of mothers with dependent children to be forced into
poverty and welfare dependency.
3) Abortion is truly inaccessible for many women living in regions that lack trained abortion providers. One
study estimates that 24% of women having abortions travel 50 miles or more for services.Where abortion is
legal and readily available, women obtain abortions earlier in pregnancy when health risks to them are
lowest.
4) Abortions can cause psychological, emotional, and physical damage to a womans body.
5) Couples at risk of having children affected with severe and often fatal genetic disorders have been
willing to conceive due to the availability of amniocentesis and safe, legal abortion.
6) Many different methods of abortion are offered depending on a womans health or personal preference.
7) Every year, worldwide, about 42 million women with unintended pregnancies choose abortion, and out
of nearly half of these procedures, 20 million are unsafe. An estimated 68,000 women die of unsafe
abortion annually.
SECTION 3. STATUTORY LANGUAGE
A) To insure that abortion clinics support abortion and offer support to any citizens in need, despite their
financial class. Abortions should be accessible to minors without needing parent or court consent due to the
possibility of parents denial of consent which can lead to unsafe abortions. Unsafe abortions can be
defined as going to clinics or centers which do not require parents or courts consent, and may have a more
limited amount of tools and necessities available for the procedures needed. In order to prevent this, there
will be federal funding towards the construction of more clinics to be made available across the country.
The money put into this bill will be distributed according to areas of common or higher rates of abortion.
No minor will be denied support based off age, religion, ethnicity, or sexuality. Any discrimination against
any of these may result in dismissal of practice and either temporary or permanent suspension of medical
license.
B) This law shall be enforced and upheld by the Department of Health and Human Services and all of the
branches of the United States Armed Forces. Funding for additional tools and necessities to clinics and
centers previously in service will come directly from the budget already allotted by Congress for the
Department of Health and Human Services and United States Armed Forces.
C) Any clinic or center found breaking this law will be penalized for their actions with a warning the first
time, and dismissal of practice any proceeding times. This law shall go into effect January 1, 2017.
