APPEAL MEMORANDUM WITH MOTION TO RETAIN
APPOINTMENT
APPELLANT, through counsel, unto this Honorable
Commission, most respectfully submits her Appeal, and state:

I.
STATEMENT OF THE CASE
This is an action seeking for the reconsideration of the
Disapproved Appointment of APPELLANT, Lira L. Tecson as
Local Revenue Collection Officer IV under permanent status
in in the nature of promotion issued on June 16, 2016 by
former Mayor Eric M. Saratan
Parties to this controversy are Lira L. Tecson, the civil
service appointee, as appellant and the City Government of
Talisay, represented by Hon. Nilo Jesus Antonio Neil E.
Lizares, as appellee.
II.
STATEMENT OF FACTS
Appellant, Lira L. Tecson is an employee of the City
Government, Talisay City, Negros Occidental, assigned in the
Office of the City Treasurer.
The aforementioned position of Local Revenue
Collection Officer IV (LRCO IV), had been vacant for
___________________ and the efficiency of the collection was
not at its optimum. Seeing the need for a better

had been vacant for almost two (2) years, she applied for
said position on __________________.
On March 17, 2016, a PSB screening was conducted to
evaluate the qualifications of all the applicants for the said
position, including Appellant. The Minutes 1 of the PSB will
indicate that Appellants qualification was scrutinized and
thereafter found to be fitting for the position of LRCO IV.
However, due to the various duties and obligations of
the former City Mayor, Eric M. Saratan, M.D., and of the
former Human Resource and Management Officer, Atty.
Eduardo B. Padios, her appointment was not acted upon
immediately until such time that the Hiring and Promotion
Ban pursuant to the 2016 National Elections took effect on
March 25, 2016.
