MESSAGE
To my dearest Isulanons,
Mahamungaya nga adlaw sa inyo!
We have seen our municipality achieve considerable development in all respects in
the last decade, but we also acknowledge that there is still much that needs to be
done. Thus, in my first term as Municipal Mayor of Isulan, I endeavor not just to
continue the good practices of the past administration, but also to intensify local
efforts to initiate responsive programs and projects which could provide immense
socio-economic impact that actually translate to direct and real change in the lives
of every Isulanon. To achieve this goal, it is paramount that the municipal
government employs an open and effective public fiscal management system that
shall serve as its guide in mapping its fiscal strategy because a sound public fiscal
management policy is key to an effective, competitive and responsive local
government unit (LGU).
This Public Fiscal Management Improvement Plan shall guide the municipal
government in determining the strengths in its existing public fiscal management
system, in identifying its weaknesses to allow the adoption and employment of
receptive measures to improve them, and in providing informative bases for
benchmarking vis--vis other LGUs.
Through this document, we trust to polish the public financial management system
of the Municipal Government of Isulan to ensure that we institutionalize the culture
of good governance, fiscal transparency and public accountability in our ranks and
to create a thorough approach in budget allocation in order to ascertain the
maximal use of our fiscal capacity with the end goal of ensuring the delivery of
basic services to all Isulanons.
As your local chief executive, I shall endeavor to be guided by this Public Fiscal
Management Improvement Plan in all fiscal processes of the municipal government,
and continue to strengthen and improve our existing public fiscal management
system in my commitment to steer the LGU in my administration under a clean,
transparent and accountable leadership.
