Powers Kemper Project. The Kemper Project is the first gasification plant of its kind,
which incorporates the integrated gasification combined cycle. Researchers argue that the
Kemper Project is needed because of volatile natural gas prices. If synthesis gas is
generated through lignite coal successfully, there will not be a dependency of energy
companies on unpredictable natural gas prices. In order to fund the $2.2 billion power
plant, Mississippi Power Company is raising the customers rates through the Baseload
Act.
