This InvitationforBidsfollowstheGeneralProcurementNoticeforthisProjectthat
appearedinDevelopmentBusinesspublishedon11January2011.
2.
TheIslamicRepublicofAfghanistan,MinistryofAgriculture,Irrigation&Livestockhas
applied for a grant from the International Development Association (IDA) and Afghanistan
ReconstructionTrustFund(ARTF)towardthecostofIrrigationRestorationandDevelopment
Project,anditintendstoapplypartoftheproceedsofthisgranttopaymentsundertheContract
fortheSubprojectgiveninpara3below.
3.
TheProjectCoordinationUnit,actingonbehalfoftheMinistryofEnergy&Water,now
invitessealedbidsfromeligibleandqualifiedbiddersfortheRiverbankprotectionworksfor
Babagak schemes (Protection wall etc.) in Babagak village of Qalat of Zabul Province
(QR04/KDR).Theconstructionperiodis12monthswhichincludesslackperiodof3monthsfor
flood/adverseweatherconditionsandresolvingcommunity/farmersneeds/disputesetc.

BiddingwillbeconductedthroughtheNationalCompetitiveBidding(NCB)procedures
specifiedintheWorldBanksGuidelines:ProcurementunderIBRDLoansandIDACredits
datedJanuary2011andrevisedinJuly2014andisopentoallbiddersfromEligibleSource
CountriesasdefinedintheBiddingDocuments.

Interested eligible bidders may obtain further information from Eng. Nasir Ahmad
Ahadi,ActingDirectorandProcurementOfficer,ProjectCoordinationUnit,Afghanistanand
inspecttheBiddingDocumentsattheaddressgivenbelowfrom8:00to16:30HrsfromSaturday
toWednesday(Exceptpublicholidays).
6.
Qualificationsrequirementsinclude:
(a)Theminimumrequiredannualvolumeofconstructionworkforthesuccessfulbidderinany
ofthelastfiveyears9MillionAfs.
(a)
Experienceasprimecontractorintheconstructionofatleastoneworksofnatureand
complexityequivalenttothisworkduringthelastfive(5)years6MillionAfs.
(b)
Proposalsforthetimelyacquisition(own,lease,hire,etc.)oftheessentialequipmentas
giveninthebiddingdocument.
(c)
Contract Manager with five years experience in works of an equivalent nature and
volume,includingnolessthanthreeyearsasManager.
(e)Liquidassetsand/orcreditfacilities,netofothercontractualcommitmentsandexclusiveof
anyadvancepaymentswhichmaybemadeundertheContract3MillionAfs.

SectionIIBidDataSheetofthebiddingdocuments.
Amarginofpreferenceforeligiblenationalcontractors/jointventuresshallnotbeapplied.

AcompletesetofBiddingDocumentsinEnglishmaybepurchasedbyinterestedbidders
on the submission of a written Application to the address below and upon payment of a
nonrefundablefeeof2,500AFN.ThemethodofpaymentwillbeCash/DirectPayment.The
BiddingDocumentsshallbecollectedbythebiddersfromtheaddressbelow.
8.Thebiddersortheirauthorizedrepresentativesareinvitedtoattendaprebidmeetingwhich
willtakeplaceon28Dec16at10:00AMinthemeetingroom(Basement)attheaddressgiven
belowtoexplaintheprocedureofproperpreparationandsubmissionofbid,clarifyissuesandto
answerquestionsonanymatterthatmayberaisedatthatstage.

Bidsmustbedeliveredtotheaddressbelowatorbefore11:00AMof09Jan2017if
thisdateisannouncedanofficialholiday,thenbidsmustbesubmittednextworkingdayatthe
sametimeandvenue).Electronicbiddingshallnotbepermitted.Latebidswillberejected.Bids
willbeopenedphysicallyinthepresenceofthebiddersrepresentativeswhochoosetoattendin
personattheaddressbelowat11:00AMof09Jan2017.Allbidsshallbeaccompaniedbya
BidSecurityofamount:180,000.00Afghanis.
