1. 0 - Planning and preparation


On Site (Kooyoora)
The reconnaissance trip- Completed on the 11th -13th of March 2015
1.1
Trip was utilised to establish the intended route and points
where students could encounter potential hazards. Whilst
identifying the hazards it was also imperative to establish
place specific control strategies.
Guidance from Pip Morse, Genny Blades and Lucas Bester
during the reconnaissance trip
Other points addressed during Recce:
1.2 Evaluation of roads and there proximity to our route to
inform contingency plans, evacuations and assorted logistical
elements (water drops)
1.3 Establishing safe potential campsites and back up sites
1.4 Important teaching sites
1.5 Discussed and organised where activities would take place
and what time the activity sessions (navigation and climbing)
would take place. Route planned according to these.
1.6 Discussed group management strategies
1.7 Estimated times for walking between points, considering
terrain difficulty and student capability
1.8 Evaluated accuracy of the map, roads and tracks are
signed and marked correctly
1.9 Mobile coverage in case of an emergency

Off site
Following are the steps taken in the planning and preparation to
provide an educational, enjoyable and most importantly safe trip for
students and staff involved:
1.10 Medical details of each student at the commencement of
the trip will be supplied by trip. Details of any special
conditions required will be brought to the leaders attention
from
school
staff
members.
1.11 The school will provide each student with a list detailing
the required equipment for the trip. The equipment will be
checked by the group leaders at the commencement of the
trip to ensure students are adequately prepared for all
conditions. Some spares will be carried by leaders otherwise
school staff representatives are carrying spares and will be
contacted to negotiate a rendezvous. See Appendix M,
Clothing and personal equipment list for the student
equipment list.
1.12 Print four day forecast of weather, forecast district and
synoptic chart, from Bureau of Meteorology (BOM) this can be
carried and shared within the group and discussed if
significant conditions predicted or occurring. Updates via
smart phone could occur at night discreetly. Monitor for
severe weather warnings making appropriate judgments in
relation to wind speed tree safety as well as lightening.

1.13 Contact list for Support staff collated e.g. evacuations or
removal of participant due to unacceptable behaviour, See
Appendix N, Emergency Contacts
1.14 24-hour support will be provided by support staff for
duration of trip, for non-life and life threating evacuation.

1.15 Copies of this teaching plan will be held by support staff
and group leaders.
1.16 Mobile phones charged and waterproofed.
1.17 Spot device charged and waterproofed. Spot will be set off
breakfast, lunch and dinner times. Representative allocated to
be responsible for scheduled deployment.
1.18 First Aid- Responsibilities shared by group leaders unless
requiring gender specific treatment.
1.19 The first aid kit used on this trip by the leaders will be a
wilderness first aid kit.
1.20 Consulted Department of Education and Early Childhood
Development guidelines to get an insight on the role of the
teacher when planning an excursion.

2.0 Teaching and Safety instruction


Safety briefings and instruction will be delivered throughout the trip;
these are designed to maximise participant safety. These briefs will
take place at the most appropriate time and location e.g. blister
prevention briefing will occur at the cemetery before commencing
walking, See daily plan below. Safety instruction briefs will be delivered
in a leader directed method, including instruction and demonstrations
as well as the use of questioning to ensure students have understood
this critical information.

4.0Emergencycontingencyplan
Contingency PlansWhen dealing with unplanned situations it is imperative that the whole
group is managed effectively. These situations can become stressful
and its highly advantageous to have a planned system in place to deal
with them (Brown, 1999). Below are different scenarios which cover the
majority of situations that could arise during the trip.

At times it will be appropriate for the in charge staff member to
delegate certain tasks to other staff. This will be done under the
judgment of that staff member and the circumstances at which its
occurring.
During the 3 day trip the group is always within close proximity to
vehicle access roads and if a member of the group or the whole group
needs evacuation the easiest route to the closest road will be used and
rendezvous point arrange with school or university contact. See
appendix N- Emergency Contact list
4.1 Medical condition Minor

Closest leader provide first aid/ guidance.


If needed make a phone call with staff contact to find out what
the appropriate action is, or whether referral is required. See
appendix N- Emergency Contact list
If staff members are not contactable, group leaders must
perform appropriate treatment.
If student is in need of referral to more medical treatment follow
Medical condition -requiring non-urgent evacuation
Delegate a leader (or mature student) that will keep the other
students away from the scene and keep them occupied.

Be sure to have all details to pass on during phone call to provide
the contact with enough details to inform the (parents if need be)

4.3 Serious medical condition urgent evacuation required

Follow standard first aid practice


Call 000 (if student taken by Ambulance Helicopter or road
school staff to meet at hospital and liaise with parents)
Then get in contact with Uni/ school staff. See appendix NEmergency Contact list
Staff will contact parents and follow procedures as if incident at
school
Once situation is stable ask these questions:
Can group go on?
Would debriefing be appropriate?
Then continue or alter plans.

4.4 Group evacuation:


This could be due to several varying environmental factors severe
weather, fire and inability to continue journey.
Contact University/ school contact to arrange pick up location for
students. Depending on scenario leave equipment and walk students
to the arrange position..
4.5 Behavioural issuesIf it is deemed that a student has without affect stretched all leaders
efforts and warnings to change their behaviour which could be:
- Endangering self or others
- Disruption to the point of denying others from a positive
experience
- Requiring too much staff attention that it impacting others
experience
Follow Steps to Medical condition requiring non- urgent evacuationBe sure to have an explanation of the steps taken to avoid this
outcome.

4.6 Fire Danger

If the local CFA have declared Kooyoora to be in a state of Code


Red, then the trip will be postponed to a safer date or cancelled.
If during the trip this occurs, then the students will be relocated
to Inglewood or Bendigo before the situation gets serious.

4.7 Bush Fire

If it is apparent that bushfire is in the area, evacuation process to


Inglewood will commence.
If caught in a bushfire or it is too late to evacuate from the area,
then we will begin to follow the DEECD Guidelines for Emergency
Response Procedures in Bushfires (Appendix O)

4.8 Storm Event

If a storm is imminent get off high ground, find shelter.


If lightning is in the area, then we will begin to follow the DEECD
guidelines for Emergency Response to Lightning Strike (Appendix
P)
Wait at least 30 minutes from when storm looks to have subsided
to return from shelter.
