As the highest appellate Court in Florida, the Supreme Courts decisions affect and shape
our State and Nation. There are seven Justices on the court with at least four of them
agreeing for any decision to be reached. Each of the seven Justices are appointed for a sixyear term and then select one of their own to be the Chief Justice for a two-year term. There
have only been three women to serve on the Supreme Court.
Rosemary Barkett is the first woman to serve on the Florida Supreme Court
when she was appointed in 1985 and the first woman ever become the states
Chief Justice in 1992.
Honorable Barkett was a former Commissioner on the Florida Commission
on the Status of Women from 1993-1995. Honorable Barkett was also
inducted into Florida Womens Hall of Fame in 1986.
There are currently two women sitting on the bench:
Justice Barbara J. Pariente
She is the second woman to serve on Floridas Supreme Court, has served on
the court since 1997 and as its Chief Justice from 2004-2006.
Was inducted into the 2007-2008 Florida Womens Hall of Fame.

Justice Peggy A. Quince

She is the first Black female Justice of the Florida Supreme Court and the
third female Justice.

District Court of Appeals


Florida did not have district courts of appeal until 1957. Before then, all appeals were
heard solely by the Supreme Court. Due to the Supreme Courts docket congestion and
Floridas rapid growth in the 20th century, the Legislature divided the State into Appellate
Court Districts and a District Court of Appeal serving each district. There are five districts
in Tallahassee, Lakeland, Miami, West Palm
Beach, and Daytona Beach. District Court
Judges serve six year terms and are eligible
for successive terms under a merit retention
vote of the electors in their districts. In each
district court, a chief judge is selected by the
district court of judges within the district and
they are responsible for the administrative
duties of the court.
Women hold 23% of the judicial seats
between the 5 districts. While women have
held the position in Chief Judge on the Courts,
there are currently no sitting female Chief
Judges.

Circuit Courts
The circuit courts is the states highest trial court. The state is divided into 20 judicial
circuits and circuit judges are elected to six-year terms. In each circuit, a chief judge is
chosen from among the circuit judges and county judges. Within each circuit, there may
be any number of judges, depending upon the population and caseload of that particular
area.
Women in the courts are a growing minority but there are still only 3 females sitting as
the Chief judges of the 20 Circuit Courts.

County Courts
There is a county court for trials in each of the 67 counties in Florida. The number of
judges varies with the population in the county. Each county judge serves six-year terms.
Of the 67 counties there are 35 do not currently have any sitting female judges.
