Preamble:Government of Gujarat authorizes banks as an agency bank of RBI


for collection of various receipts (tax revenue and non-tax revenue) of the
State Government. Presently, various departments are required to obtain
consent from the concerned banks which are interested in conducting
government business and ready to accept various receipt of that
department. After obtaining the consent of the bank, the departments are
required to forward the proposal to the Finance Department and Finance
Department in turn is required to send the proposal to Reserve Bank of
India, Ahmedabad. Reserve Bank of India, Ahmedabad was according
approval for nominating agency banks and direct remittance after
obtaining approval from DGBA, Reserve Bank of India, Mumbai.

In order to simplify the above process and avoid delay occurring in


the lengthy process of obtaining approval of Reserve Bank of India for
each Government receipt and each bank separately as well as to
facilitate ease of doing business in the State, the matter of obtaining one
time approval for all Government business for all Nationalized Banks was
under consideration. Finance Department, accordingly, vide letter dated
20/7/2015 referred above at (2) requested the Reserve Bank of India to
consider the proposal. Reserve Bank of India has accordingly given
approval for all Public Sector banks for collection of various Government
receipts subject to the condition that the banks give consent letters
stating that they are willing to undertake Agency business for
Government of Gujarat.
In first phase seven public sector banks namely: 1.State Bank of
India, 2. Indian Bank, 3.Union Bank, 4. Andhra Bank, 5.Bank of Baroda,
6. Dena Bank and 7. Punjab National Bank have given consent letters
for nomination as agency banks for collection of all types of Government
receipts and direct remittance thereof in RBI.
Resolution:The Government has, after careful consideration and as a part of
ease of doing business approach, decided to authorize the following
Public Sector Banks for collection of all types of receipts i.e. tax
revenues, non-tax revenues, fees and other receipts through e-mode and
direct remittance thereof to RBI.
1. State Bank of India
2. Indian Bank
3. Union Bank
4. Andhra Bank
5. Bank of Baroda
6. Dena Bank
7. Punjab National Bank

The approval is subject to the following conditions:1. The Government of Gujarat is not responsible for the
commission payable to the Bank for conducting Government
business.

2. Opening of new account:- The authorization will not bear any


obligation on the part of any tax payer to open their account/ s
with the authorized agency banks and they can continue their
banking arrangement with their existing banks.

3. Remittance of Funds:- Agency Banks will have to remit


government funds to RBI on daily basis with Public Accounts
Department, Reserve Bank of India, Ahmedabad through its
link cell at Ahmedabad. The reports would also be given on daily
basis to the Reserve Bank of India, Central Account Section,
Nagpur and Directorate of Accounts and Treasuries,
Gandhinagar to arrive at the daily balance position of the State.
4. Management Information System(MIS):- Agency Banks shall
have to submit statement, challans, scrolls and other necessary
MIS as per the requirement of State Government i.e. respective
departments, treasuries and any other government authority
on instruction from Directorate of Accounts and Treasuries,
Gandhinagar in hard and soft copy on daily basis.
5. The Bank may strictly adhere to the instructions contained in
the "Memorandum of Instructions - Accounting and
reconciliation of State Government transactions" issued by
Reserve Bank of India vide its Circular No.DGBA.
GAD.No.1377 / 31.04.008/2002-03, dated 22/02/2003 and
procedures laid down by Accountant General.

The Director, Accounts and Treasuries, Gandhinagar shall take


further necessary action to monitor the instances of delay in
settlement of transactions as stipulated by Reserve Bank of India in
terms of para-5-11 of the Memorandum of instructions and the other
action points for implementation of State Government transactions.

All the departments are instructed to conduct all the Government


business by the above mentioned Nationalized banks through e-mode
and direct remittance to Reserve Bank of India. Permission given
earlier to certain Banks for collection of only particular Government

receipt will continue, but such Bank will not collect any new
Government receipts unless it is a Public Sector Bank as notified by
the State Government.
