A brainchild of Benitez, the Housing summit has tapped the House and Senate housing
and urban development panels, and government housing agencies to put their heads
together to determine surefire solutions that
would drastically reduce, if not totally end, the
countrys housing woes.

Benitez said the PPP for housing will involve the construction of 4- to 5-story buildings
in 15 areas in Metro Manila.
Because of lack of space in Metro Manila,
we are proposing the construction of medium
rise buildings with 100,000 to 150,000 units.
However, to do this, we need government
lands, thats why the Palace is directing government agencies to submit an inventory of
their respective idle lands, he said.
According to Benitez, several families
from low- and middle-income earners will

selling its plaza
The Intramuros Administration
(IA) warned the public against
erring individuals, who are trying
to illegally sell plots of land inside
Intramuros. The attached agency of
the Department of Tourism (DOT),
which manages the historic Walled
City of Manila, disclosed it has
received reports that there have
been attempts to sell Maestranza
Compound without its permission.
Its been brought to our attention
that some people are trying to sell the
1-hectare Maestranza compound. It
is a plaza; its not for sale, IA clarified
in its official Twitter account. Located
near Fort Santiago, Maestranza
used to be the location of a wall
built during the Spanish times near
the Pasig River. The wall, which was
demolished by the Americans, is now
being restored through local and

CTA dismisses
R136-M tax case
The Court of Tax Appeals (CTA) has
dismissed the R136-million tax evasion
case filed by the Bureau of Internal
Revenue (BIR) and the Department
of Justice (DOJ) against a Manila rice
importer for their failure to mention in
the complaint the amount of tax to be
collected. In a 19-page resolution, the
court stated that it has not acquired
jurisdiction over the tax evasion case
filed against Gerardo C. Teves, operator
of the GT Tradings Rice Importation of
BF Condominium, Intramuros, Manila,
because the complainants did not
mention the amount of the alleged tax
liabilities in the information. For 2009,
Teves was slapped with deficiency
income tax assessment of R129.9
million and deficiency VAT of P6.1
million, both inclusive of surcharges
and interests, the BIR said in a press
statement over the case it filed in

Filipino- Americans have expressed their
grief over the passing of Ambassador Willy C.
Gaa, described as a consummate diplomat
whose actions more than his words helped
make a difference in the Filipino-American
communitys aspirations for empowerment.
Ambassador Gaa died in Manila from a
lingering illness at the age of 69.
National Association of Filipino American
Associations JT Mallonga said as the top
Philippine diplomat in the United States from
2006-2011, Ambassador Gaa deeply cared for
the communitys issues and concerns, notably
the struggle of Filipino World War II Veterans
for justice and equity.
According to Mallonga, Gaa championed
this cause with determination and delight,
walking the halls of US Congress and meeting
with US government leaders to speak for the
thousands of veterans who needed a voice.
He was there when the House finally
voted for the Filipino Veterans Equity Compensation Fund on February 2007, staying late
into the night to savor a measure of justice
that had long been denied from our brave heroes, the NaFFAA official said. Thank you,
Ambassador Gaa, for standing with us during
our communitys most critical hours.
Prominent New York-based Filipino
American industrialist and philanthropist,
Loida Nicolas-Lewis, meanwhile, commended Ambassador Gaas diligent efforts
to motivate Filipinos and Filipino Americans
to give back to their mother country.
According to Nicolas-Lewis, who is herself
a long-time advocate for the suffrage rights of
overseas Filipinos, Ambassador Gaa instilled
a sense of devotion and duty to the Philippines
by encouraging his countrymen to become
dual citizens, and be involved in the countrys
governance as overseas voters and citizens.
Ambassador Gaa rose through the ranks
and has been assigned in various foreign
posting as ambassador extraordinary and
plenipotentiary to China (from November
2003 to November 2006); Australia (January
2002 to November 2003), Libya (1992-1997),

K-9 handlers
training for
PDEA agents
Sixteen members of the Philippine
Drug Enforcement Agency (PDEA) Class
SangKalasag recently underwent a one
month K-9 unit basic handlers course as
part of the intensified drive against illegal
drugs.
Undersecretary Arturo G. Cacdac Jr.,
PDEA Director General, said the course
enabled the participants to appreciate and
understand how a K-9 unit team functions
effectively and efficiently as front liners
during anti-drug operations.
He added that the course will help enhance the handlers connection with their
respective working narcotic dogs as future
K-9 team supervisors.
The graduation ceremony was held earlier this month at the PDEA K9-Unit Compound, Brgy. Sto. Cristo, Sitio Lambakin,
City of San Jose Del Monte, Bulacan.

continue enhancing their skills to become

21 killed in mental
hospital fire in Russia
MOSCOW (PNA/Xinhua) A deadly
blaze at a psychiatric hospital in the
Russian southwestern Voronezh region
killed at least 21 people on Sunday,
local media reported, quoting a source
in the Russian Emergencies Ministrys
regional center. Nineteen dead bodies
were recovered at the fire scene, two
died in a hospital. Two others are
missing, the source told RIA Novosti.

CAIRO (PNA/Xinhua) At least 10 security
men, including an officer and nine recruits,
were wounded on Saturday when a blast
targeted their two armored vehicles in
south of Arish city of restive North Sinai
province, state-run Al-Ahram news website
reported. According to security sources
and eyewitnesses, the two armored
vehicles were moving in a highway in
Arish when they were targeted by an
improvised explosive device planted at
the side of the road. In November, at least
seven people were killed, including four
policemen, two judges and a civilian, as a
car bomb targeted a hotel in Arish hosting
judges monitoring the recently-concluded
parliamentary elections. Egypt has been
suffering anti-government terrorist attacks
that have left hundreds of police and army
personnel dead since the military ousted
former Islamist president Mohammed
Morsi in July 2013 in response to mass
protests. Meanwhile, the security forces
have been launching massive antiterror operations in North Sinai that left
hundreds of militants killed and a similar
number of suspects arrested.

Kunduz
KABUL (Reuters) At least 848
Afghan civilians were killed or wounded
following a Taliban attack on the northern city of Kunduz in September, according to a UN report that detailed the
grim conditions endured by residents
during two weeks of fighting.
The 289 dead and 559 injured included at least 30 killed and 37 injured
in a US air strike on a hospital run by
Medecins Sans Frontieres, the United
Nations Assistance Mission in Afghanistan (UNAMA) said in a report.
It said the figures were likely to rise
as further information became available,
noting that unstable security meant its
officials had been unable to conduct
detailed investigations in Kunduz.
Medecins Sans Frontieres said on
Saturday that its own count of the death toll
from the Kunduz hospital attack had risen to
42, a figure UNAMA said it was verifying.
Apart from the losses in the air
strike on Oct. 3, it said most casualties
had been caused from small arms fire
or explosives during heavy fighting in
residential areas.
In most of these cases, UNAMA
could not attribute the casualties to a specific party to the conflict, it said, although
it also detailed reports of deliberate killings by the Taliban of civilians including
people associated with the government.
It also joined calls for an independent investigation into the attack on
the hospital, which it said may amount
to a war crime if it were proved to be
deliberate.
An estimated 150,000 people were
trapped in the city by the most prolonged period of urban fighting in Afghanistan since the US-led campaign
against the Taliban in 2001.
Some 13,000 families fled, adding to the
hundreds of thousands already displaced by
violence and lack of security, UNAMA said.
The report detailed food shortages,
lack of electricity, looting and allegations of human rights abuses by fighters
on both sides as well as by other armed
men who took advantage of the chaos.
The insecurity, absence of governance and the breakdown of rule of law
during this period resulted in a loss of
protection of the most basic human
rights, including the rights to life and
security of person, it said.
This chaos enabled an environment
in which arbitrary killings, and other
forms of violence against civilians and
civilian objects, criminality and destruction of civilian property took place.
It said the Taliban had created a climate of fear with systematic searches
for womens rights activists and civilians
working for human rights organizations
which prompted many to flee the city.
However, it did not find evidence of
any large scale or systematic violence
against women and girls by the hardline
Islamist movement, which has strongly
denied harming women deliberately.

BEIJING (AP) An all-female
band formed by North Korean leader
Kim Jong Un cancelled its concerts in
Beijing and abruptly left the Chinese
capital due to unspecified communication issues, possibly further cooling relations between the traditional allies.
The Moranbong Band had been
scheduled to hold three concerts in
Beijing beginning Saturday night in
what was viewed as a visit to cultivate
ties between the countries.
The performance cannot be staged
as scheduled due to communication issues at the working level, the official
Xinhua News Agency said, citing a
news release from unnamed relevant
departments.
Band members arrived at Beijings airport in North Korean Embassy vehicles on
Saturday afternoon, and departed aboard
a North Korean Air Koryo jet shortly after
4 p.m. following a lengthy delay, Chinese
news website sina.com reported.
A staff member at the National
Theater, where the band was to give the
invitation-only performances, said the
concerts had been canceled, but did not
give a reason. An accompanying North
Korean musical troupe, the State Merited
Chorus, also pulled put because of the
communication issues, Xinhua said.
Although North Korea is well known
for its unpredictability, the sudden cancellation of the concerts could hurt relations
between Beijing and Pyongyang. Ties
between the sides have been noticeably
cooler since Kim assumed power in 2011.

ANNIVERSARY
The Philippines, through the Department of Energy, takes pride in hosting the 2015 AsiaPacific Economic Cooperation (APEC) Ministerial , Experts' Groups and related meetings on
energy.
Following the recently concluded 12th Energy Ministers' Meeting (EMM12) in Cebu with
the theme , "Towards an Energy Resilient APEC Community," the country is set to co-chair the
APEC-Task Force on Energy Resiliency with the United States.
The Task Force shall serve as a venue for sharing information, and capacity building ,
among others, to ensure energy resilient infrastructures and systems. Resiliency is the ability
to recover from natural and human-induced disasters, return to normalcy in the most efficient
manner and to build back better. The first meeting of the Task Force to be organized by the
US Department of Energy will coincide with the 50th APEC Energy Working Group (EWG)
Meeting this December in Hawaii .
On the same month, the DOE will spearhead a "Fossil Fuel Subsidy Peer Review" to
share its experience on removing inefficient fuel subsidies. Member Economies, like Chinese
Taipei, New Zealand, and the U.S ., have already signified their interest to attend this initiative.
The DOE , in cooperation with the Asia-Pacific Energy Research Centre (APERC), will also
hold an Oil and Gas Security Exercise among APEC member economies to tackle measures
on how to improve responsiveness on emergency situations, such as oil supply disruptions.
Furthermore, the DOE has been granted with a US$100,070.00 by the APEC Budget
and Management Committee to conduct the "Workshop on Improving Energy Resiliency in
Off-Grid Areas" set before end of March 2016 to be implemented by DOE-Energy Policy and
Planning Bureau among APEC Member Economies . The Philippines proposed the project, in
which Australia , Chinese Taipei , Japan , Thailand , and the US have co-sponsored the project.
The project will result in a publication containing a set of guidelines, lessons learned , and best
practices in promoting resiliency in off-grid areas.
During the EMM12, the Ministers also issued the "Cebu Ministerial Declaration and
Instructions," in which the energy Ministers came up with a framework on energy resiliency
and directives to the APEC-Energy Working Group to formulate action plans that will
concretize the energy-resiliency vision .
The 21-Member Economies of APEC include Australia, Brunei Darussalam , Canada ,
Chile, People's Republic of China, Hong Kong , China; Indonesia, Japan , Republic of
Korea , Malaysia, Mexico, New Zealand , Papua New Guinea , Peru , The Philippines, Russia ,
Singapore, Chinese Taipei , Thailand , The United States, and Vietnam.

Export slump
linked to US market
weakness
The continued weakness in Philippine exports in October down
10.8% on year is consistent with
the recent deterioration in the ISM
Manufacturing Index, Barclays Bank
said in a research note. The index,
which tracks employment, inventories, new orders and supplier
deliveries among US manufacturers, dipped to its lowest level since
2012. This bodes poorly for Philippine exporters, which are highly dependent on the US market. In the
absence of a meaningful pickup in
external demand, exports are likely
to remain subdued, in our view.
Growth momentum has been holding up well, but it is likely to moderate in the coming quarters given
poor weather and weak consumption, said Barclays. The bank sticks
to its forecast of 5.5% GDP growth
for the Philippines in 2015 the
Philippine economy rose 6.0% in
the third quarter. Barclays expects
the Bangko Sentral ng Pilipinas to
keep its rates on hold at its policy
meeting next week despite a surge
in November inflation to 1.1% from
0.4% in October and September.

While it may forge some deals outside of the region, the Gokongwei group,
mainly through Universal Robina Corporation (URC), sees the ASEAN as a
large enough playing field for it to focus
its expansion efforts on.
ASEAN is big enough. We are not
eyeing other countries, said JG Summit Holdings, Inc. founder and chairman
emeritus John Gokongwei Jr. in an interview during the opening of Robinsons
Galleria in his hometown Cebu.
With the coming integration of ASEAN economies, Gokongwei noted that I
saw this 20 years ago so I went in 10 years
ago. Weve been there 10 years and weve
been quite successful because we came
in at the right time.
In the coming years, Gokongwei said
we are going to expand our factories. We
are now in several countries: Thailand,
Malaysia, Singapore, Vietnam, Indonesia,
Burma.
Gokongwei said they have been most
successful on Vietnam and Thailand
although their business in Indonesia will
eventually be the biggest because of the
size of the country and its population.
He added that URC also has operations in Cambodia and Laos.
We are there, but smallno manufacturing, Gokongwei explained.
For their local businesses, Gokongwei
also remains optimistic. The country is
progressing well... we are doing well. The
last six years we were doing well.
He cited that the countrys future

has 2,200 rooms under four brands, will
continue to expand with the latest Go
Hotel expected to open in Paraaque
near terminal one of the Ninoy Aquino
International Airport. This will be built
by the Roxaco Land under a franchising agreement.

sell our residential project to generate
non-recurring gains. Because of this,
we dont have to sell any office space
since the residential business allows us
to meet our quota for one-time gains,

Meanwhile, Go said they continue
to develop the master plan for the
8.5 hectare property they acquired in

at a good price, well below the peak

as of 2014.
MENA also has a US$30-billion
franchise economy and a flourishing
retail industry, making it a perfect regional target for CITEMs Philippines:
Brands in Motion initiative, which grooms
homegrown companies and their product
brands for the world market, Gaetos
pointed out.
Expanding the home-grown industries to foreign markets via franchising
can open up vast opportunities for Philippine exports, especially in the food,
garments and fashion sector, Gaetos
added.

agencies follow a code of
ethics.

mirror most of the provisions
found in BSP (circulars)
governing this aspect of
credit card operations, said
Ilagan. He said violations or
consistent failure to meet
certain performance standards
will result in the termination of
services.

reducing, if not eliminating,
the odds of the creditors
hiring a third-party credit/
loan collectors to collect
unpaid loans.
Not all third-party
collectors are deficient when
it comes to BSP-sanctioned
ethics. And, these companies
have their uses.
Third-party collectors
are effective in reducing any
reputational risk for the lenders
because in engaging their
collection services, bad loans
portfolio will then be assigned
to the third-party collectors,
explained Garchitorena.

Settlement or repayment
schemes
Only the issuing banks or the
credit card issuer can approve
the repayment schemes agreed
between the credit cardholder and
the authorized collection agents but
that it is not necessary for the credit
cardholder to pay an amount prior to
the approval of the repayment plans.
As it is, the BSP authorizes
only the credit card issuers to give
the final approval of any type of
repayment scheme and that this
should be supported by a conforme
letter and/or a romissory note,
signed by both the credit card issuer
and the cardholder.
Based on complaints filed with
the BSP s Financial Consumer
Protection Department involving
credit card debt restr ucturing,
the BSP noted a common practice
among external collection agencies
to pressure credit cardholders to
pay any amount, just to enforce
collection, notwithstanding the
amount has not yet been approved
by the credit card issuer.
While a collection agent
is authorized to negotiate for
repayment schemes, these are
strictly guided by r ules set by
the credit card issuer and it is
the responsibility of the credit
cardholder to know these guidelines,
said the BSP.
Credit card issuers, in the course
of their business, refer problem
credit card accounts to accredited
external agencies for collection,
e x p l a i n e d t h e B S P. H o w e v e r,
accounts refer red to collection
agents which are restr uctured
often result in complaints on unfair
collection practices due to lack of
awareness of credit cardholders
on the extent of the authority of
the external collection agencies to
negotiate for debt restructuring.
The BSPs Financial Consumer
Affairs Group, which handles more
than 200 complaints every month
mostly from credit cardholders, have
been closely monitoring the practices
of collection agencies since 2010.
Based on the complaints filed
with the BSP, despite existing
rules prohibiting unfair collection
practices, agents still use aliases
or pseudonyms and persist on
unscrupulous collection practices
such as unauthorized disclosure
of the details of the credit card
account to other parties not directly
involved.

All decent people feel sorrow
and righteous fury about the latest
slaughter of innocents, in California. Law enforcement and intelligence agencies are searching for
motivations, including the vital
questions about the murderers
connection to international terrorism. That is right and proper.
But motives do not matter to the
dead in California, nor did they in
Colorado, Oregon, South Carolina,
Virginia, Connecticut and far too
many other places. The attention
and anger of Americans should also be directed at the elected leaders whose job is to keep us safe but
who place a higher premium on the
money and political power of an industry dedicated to profiting from
the unfettered spread of ever more
powerful firearms.

The scenarios laid out by the
Deep Decarbonization Pathways Project call for substantial
amounts of renewable power. But
these scenarios also suggest that
the energy transition would be
easier and cheaper with additional
technology options, including some
that are disliked by the environmental movement.

with growing power demands, like
China, the research found that nuclear power would be essential for
staying within a strict emissions

to meet strict targets, some countries might need to keep burning
coal or natural gas while capturing
the carbon dioxide emerging from
smokestacks, compressing it and
injecting it deep underground.
Governments have discussed the
need for this technology, known as
carbon capture and storage, for

effort into developing it. Germany,
among the most determined countries in battling global warming,
has largely decided not to pursue it.

Measuring blood pressure
seems straightforward. Stick your
arm in a cuff for a few seconds, and
there they are: two numbers, all
the information you need to know
whether you are in
a healthy range or
high enough that
you should be taking drugs that can

blood pressure.
But it turns out that blood pressure can jump around a lot, which
raises the question of which reading to trust.
A large United States government study of people at high risk
for a heart attack or stroke found
that bringing blood pressure
well below the current American
guidelines a systolic blood
pressure below 120 millimeters of
mercury instead of 140, or instead
of 150 for people older than 60
significantly reduced the death
rate and the rate of heart attacks,
strokes and heart failure.
A week after that study was published, I decided to check my blood
pressure before a coming physical
examination. The first night, I was
startled to find that my systolic
pressure was a scary 137. The next
night, it was only 117. The next

Throughout his presidency, he
has battled growing dissent. He
has overseen the dissolution of

office. And today, Mr. Michel confesses his disappointment with

really rock with that guy.
For all of its access to the candidate, the film does not include
policy positions. Its a point that
Mr. Michel pushed aside in favor
of the hope Mr. Martellys victory
represented.
The film is not about his politics, Mr. Michel said. Its about
a group of people who feel like we
are going to be heard. We dont
care if hes a clown. As a matter
of fact, we know hes a clown, and
we are going to vote for him anyway. And youre going to respect
our vote.
