INTRODUCTION

1.1

EXECUTIVE SUMMARY

Pagoh RSA water supply in KM 34.4 North Bound Expressway, Since 2015 the
Pagoh RSA having several times of water shortage especially during peak hours &
peak season. The existing system was damaged because of the corrosion due to
ageing pipeline, panel tank & insufficient storage.

Pagoh RSA water supply upgrading is needed to fulfill the consumer usage

PROJECT AND PRODUCT OVERVIEW

2.1

BACKGROUND

Rest and Service Areas or better known as the RSA or R&R are facilities that provide
traveller a stop point during their long distance trip. Located every 80 to 100 kilometers, these
facilities are to ensure every highway user is made to feel as comfortable as possible to
enjoy their journey. This facilities provide toilets, food stalls and offer more than just a pit stop
for the weary traveller. Some of the available amenities include children's playground, petrol
stations, the prayer room for Muslims, auto-teller machines (ATM), rest shelters, public
telephones and air-conditioned restaurants.
However,Pagoh RSA recently facing a several water shortage problem, this matter affecting
the reputation of this RSA & PLUS BERHAD. It also bring a huge impact to the consumer
who come & visit this area and effecting most of restaurant owner & company that running
their business there.Most of the consumer avoiding to stop by this RSA due to this matter
causing them having a difficulty to use the facilities like toilet,prayer room & the business
entrepreneur to operate their business. Its also causing a huge loss for the rental profit to
PLUS BERHAD.
As a solution to this matter after several discussion with Management of Pagoh RSA, a
proposal have been drawn out to upgrade this RSA water supply system in order to solve all
these matters.

The Existing Storage Tank only can store until 10,000 gallon per tank & the
pipeline was corroded & have leakage.

The average current usage perday are 15,000 gallon per day which is 50% higher
than the storage amount.

The existing pipeline are corroded & leaking due to ageing of the material.

This matter is a critical issue that need a regular maintenance


That cost money, time & public health.

The existing pressure pump are not relevant any more to support the pressure that
we need to supply the water to new & larger diameter pipeline.
Need to be replace when we replace the tank

We are proposing for the water supply system upgrade in Pagoh RSA IN KM
146.6 North South Expressway, we also propose to start the upgrading works
after the festive season (school holiday) based on previous yearly consumer
usage record its the lowest usage of the expressway, from 15th January 2016 to

the dateline estimation, the estimation for the project duration will 60days from the
commencement date & the project budget estimation will be around RM
326,500.00.

2.2

BUSINESS NEED

The water supply is a consumer need that we have provide in order to increase the
number of consumer visiting this RSA that will contribute to restaurant & show our
responsibility to the consumer to provide a well manage facilities.
The water in the supply network need to be maintained at positive pressure to ensure that
water reaches all parts of the network, that a sufficient flow is available at every take-off
point
The water is typically pressurized by pumps that pump water in to storage tanks
constructed at the highest local point in the network. One network may have several such
supply tank & sub tank directly been supply by the service reservoirs
Water supply networks are part of the master planning of communities, counties, and
municipalities. Their planning and design requires the expertise of resident engineer
& civil engineers, who must consider many factors, such as location, current demand,
future growth, leakage, pressure, pipe size, pressure loss, fire fighting flows, etc.
using pipe network analysis and other tools.

2.3

PUBLIC HEALTH AND BUSINESS IMPACT


The Corrosion of existing metal pipe & supply tank materials in the distribution system can
cause the release of metals into the water with undesirable aesthetic and health effects.
Release of iron from unlined iron pipes can result in customer reports of "red water" at the
tap . Release of copper from copper pipes can result in customer reports of "blue water"
and/or a metallic taste. Release of lead can occur from the solder used to join copper pipe
together or from brass fixtures. Copper and lead levels at the consumer's tap are
regulated to protect consumer health.
Hiring a water damage restoration company can make the cleanup process easier to
handle, as these companies employ experienced workers who know the best ways to
repair or replace damaged items and help with water damage cleanup.
It could impact a lot loss on cost to recovering the insufficient supply for the 3rd parties
supply like mobile supply from local authorities & third parties supplier.

3.1

PROJECT SCOPE
OBJECTIVES
The objectives of the water supply system upgrading in Pagoh RSA IN KM 146.6 North
South Expressway as follows:

To supply a clean water for the needs of public health
To supply with sufficient speed (pressure)
To reserved sufficient amount due the shortage of main source of water supply

SUCCESS CRITERIA & CONSTRAINTS


ASSUMPTIONS
The replacement & upgrading is proposed to solve on major water shortage problem.
One of the assumption is the RSA will be able to operate well without having a water
shortage disruption
This section identifies the statements believed to be true and from which a conclusion
was drawn to define this project charter

CONSTRAINTS
The will be a time constraints to developing a water supply system. The time estimation
for daily storage that we could supply to RSA area.
This section identifies any limitation that must be taken into consideration prior to the
initiation of the project.
The time estimation is needed to monitor a storage record for each day (so we could
know the real-time usage for data collection purposed)
This data collection will be useful for any next upgrading works, example like toilet or
extension of RSA area.
Example : if the next upgrading need extra 2,000 gallon of water per day,
In advanced we already know that our storage are sufficient supply or not.

Resources - End-user will not be available for testing during December 2016 and
January 2017.

improved, water supply that will effect the tenant in this RSA for their production or

Within RM 500,000.00 below.
No cost will be issue again on the maintaining the water supply system after the
upgrading
