Volume XXXVI No. 10 | MONTHLY BULLETIN | DECEMBER 2007 THE ASIATIC SOCIETY (AN INSTITUTION OF NATIONAL IMPORTANCE) 1 PARK STREET ¢ KOLKATA - 700016Amendments to the Regulations 36, 37 and 50(c)(i) in respect of the election procedure concerning the Council of the Asiatic Society ‘Amended Previsions of Regulations Amended Regulation 36 ‘The election of Office-bearers and other Members of the Council shall take place in alternate year on a date to be decided in the manner so that it can be completed at least before 3 working days of the date of holding the Annual General Meeting of the Society. The result will be announced at the Annual General Meeting and elected Office-bearers shall take charge of their respective offices from that date after the Monthly meeting to be held on the day is over/adjourned. Amended Regulation 37 a) The entire election shall be conducted by an Election Committee constituted in a manner mentioned below : 1) Official member of the Council representing the Govt. of India not below the rank of Dy. Secretary to the Govt. of India. ii) Official member of the Council representing the Govt. of West Bengal not below the rank of Jt. Secretary, and, ii) The Registrar of Societies of the Govt. of West Bengal or the representative not below the rank of Jt. Registrar. Ordinarily the representative of the Govt. of India shall be the Chairman of the Committee. }) General Secretary to constitute the Committee as per Regulation not later than 15th Nov., preceding the year of the election and inform the Council of such formation in its next meeting. The first meeting of the Committee should be convened by the General Secretary not later than 15th January of the year of election. In case the Committee is not constituted by the stipulated date for any reason whatsoever the Council shall form the said Committee as per Regulation in the same meeting of the Council. The Election Committee will form its own rules and procedures for its functioning as per Regulation. The Council shall provide administrative support to the Election Committee as per its requirement. The Director of the Society shall head the supporting team. If such position is vacant, a non-member officer be selected by the Committee in consultation with the General Secretary to head the supporting team.| oe) qd ° The following procedure of election shall be followed i) The provisional list of Members who have paid their subscription upto 31st December of the preceding year of the election and are entitled to participate in the election shall be notified by the General Secretary along with the dates of filing objection and/or claims by 10th January of the year of the election. The Election Committee shall publish the final list of voters after taking into consideration of objections/claims if any submitted in this regard by February of the year of the election along with the notice of election. 4s) A notice of election of Office-bearers and other Members of the Council shall be issued by the Election Committee at least 45 days before the date of polling of election. The Notice of the Election shall contain the following information : 1) Last date and time of issue of nomination papers. i) Name of the authorized person who will receive the nomination paper on behalf of the Election Committee. if) Last date and time of submission of nomination papers iv) Date and time of scrutiny of nomination papers. ¥) Date and time of withdrawal of nomination papers. vi) Date of publication of list of valid nomination papers. vii) Date, venues and hours of voting if the number of candidates is more than the number to be elected in different positions. viii) Date, venue and time of counting of votes. Each nomination paper shall bear the signature of the candidate, the proposer and the seconder. Both the candidate and the proposer and seconder shall be Members eligible to participate in the election provided that no Member shall propose and second more than the number of available positions in the Council as prescribed by the Election Committee. Ballot paper shall be prepared as per instruction of the Election Committee and issued under the signature of the authorized person of the Election Committee provided that separate and distinct ballot papers shall be prepared for each category of Office-bearers and Members of the Council and further provided that separate ballot boxes shall be provided for cach category. Polling and counting agents duly authorized by the candidates may be allowed by the Election Committee to be present as observers during polling and counting of votes. : In the matter of all disputes relating to election, the decision of the Election Committee shall be final.Amended Regulation 50(c)(i) To hear the Report of the Election Committee containing the whole process ‘of | election, including the election results. NOTIFICATION In exercise of the power conferred by the amended Regulation 37(b) of the Asiatic Society, Kolkata, Professor Ramakanta Chakrabarty, the present General Secretary of the Asiatic Society, has constituted, by his Nofification [Elec. AS/2008/01, dated 05.11.2007] the Election Committee as per provision of the Regulation 37(a) (amended) for the conduct of the Election of Office-bearers and other Members of ‘the Council for the year 2008 as follows : 1, Dr. K. K. Chakraborty, IAS, Member Secretary, Indira Gandhi National Centre for Arts, New Delhi (enjoying the rank of Secretary to the Government of India) and Official member of the Council representing the Government of India. 2. Shri Asok M. Chakraborti, IAS, Additional Chief Secretary to the Government of West Bengal, Department of Higher Education and the Official member of the Council representing the Government of West Bengal. Shri Ashok Ghosh, W.B.A. & A.S., Registrar of Societies of the Government of West Bengal Ordinarily the representative of the Government of India shall be the Chairman of the Committee. 2 Professor Ramakanta Chakrabarty, the present General Secretary, has also duly informed the Council of the Asiatic Society, during its meeting held on 13.11.2007, about the above formation of the Election Committee, in accordance with the amended Regulation 37(b). 10
