distinguished delegates and guests, ladies and gentlemen, colleagues: It is with great
pleasure that I speak on behalf of the FAO Animal Production and Health Division.
Welcome and good morning
First of all I would like to thank En Zulikifli Rauf, Deputy Secretary-General, Ministry of
Agriculture for his presence to officiate the meeting.
First of all, I would like to convey the apology from Dato Abi Musa Asaari Mohamed Nor,
Secretary-General, Ministry of Agriculture, Malaysia, for not being able to come to this
opening session of APHCA this morning.

We are delighted and honoured to host this 61 Executive Committee Meeting and the
26 Session of the Animal Production and Health Commission for Asia and the Pacific
(APHCA) today and to welcome you to Malaysia.

I wish to extend a warm welcome to fellow delegates from the various countries. I realize
that you are fully dedicated to the sessions that will follow but I do hope you will also take
time to enjoy fascinating Malaysia with its tropical setting, friendly people and multicultural cuisine.
I recognize that these sessions are principally designed to enhance the development of
the livestock industry within the Asian-Pacific Region. These annual gatherings enable
the building of a productive dialogue between APHCA and member countries. They also
provide an invaluable opportunity for networking and fruitful contacts between countries.

In the good old days, APHCA was an active body for dissemination of information,
conducting training programs, facilitating the exchange of officers, and organizing study
tours. Member countries created national currency funds to cover expenditures for incountry costs. It was novel at the time. Visitors needed to pay for international travel only.
I believe that this system is still relevant and should be revived.
As a founding member of APHCA, Malaysia has an excellent association with APHCA.
Over the years, we have been supportive of the policies and projects under APHCA. This
is the fourth time that the meeting/session is being held in Malaysia, the last meeting
being held in 1991. We are delighted to be given the opportunity to host this meeting
again this year. We are pleased that as much as 40 delegates are in attendance - being
from the fourteen member countries namely Bangladesh, India, Indonesia, Iran, Lao
DPR, Malaysia, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Sri Lanka
and Thailand. We are also pleased to welcome the twenty experts in livestock production
and health, who are present to impart their expertise to the Meeting/Session.
Malaysia is giving strong emphasis on the development of agriculture, including the
livestock sector, to increase food production. In
Speaking about livestock production, I would like to emphasize on the importance
Malaysia places on measures to control animal diseases. We are very conscious of the
grave threat
I am pleased to note that APHCA has scheduled a half-day workshop with the theme
Their presence will contribute first-hand local experience, which would be useful to the
forum.
Nevertheless, it must be recognized that sensible precautions are needed to ensure that
the disease never again takes hold and public confidence is restored. FAO is already

it is my fervent wish that we all work together to make APHCA stronger and more
relevant to the promotion of animal production and health in Asia.
Distinguished guests, ladies and gentlemen, todays multifaceted livestock industry and
fast changing world calls for a close partnership between countries. Globalization
presents many challenges to our Region and as such we should cooperate with the aim
of achieving mutual benefits. I hope these sessions will highlight possible avenues for
cooperation between countries and also come up with beneficial, cutting-edge
resolutions, which can positively impact the livestock industries of member countries.
In closing, I wish to express my gratitude to all delegates and observers for their full
cooperation and contribution to the 61 Executive Committee Meeting and 26 Session of
APHCA. I take this opportunity to thank the joint organizers FAO-RAP/APHCA and the
DVS for organizing this meeting and for providing the necessary funding. I would also
like to express my gratitude to the APHCA Secretariat and the DVS Organizing
Committee for their diligence. The various sponsors for lunches and dinners are also
thanked for their kind hospitality.

I wish to thank the FAO Representative and APHCA for their support in the preparation of
this meeting. Thanks to members of the Organizing Committee, the staff of Holiday Villa
and all those who have contributed their untiring effort in making this APHCA Session
and Workshop a success.
On behalf of the Executive Committee, I would like to express our heartfelt thanks to the
Malaysian Government, particularly the Ministry of Agriculture and the Department of the
Veterinary Services for graciously hosting the APHCA meetings. And to every body, I
wish that we will have a very productive and successful meeting and workshop.
We hope the meeting will be a success and we thank the Government of Malaysia as
hosts and the Organizing Committee for enabling this to take place.

Welcome and Introduction


Good morning, and welcome to Eastern Connecticut State University. We are happy to host
what we anticipate to be a day of constructive and robust discussion focused on energy
efficiency.
The setting here is appropriate for this discussion, as many of the buildings you see here have
incorporated energy efficiency principles, and the University is the home of the Institute for
Sustainable Energy.
In New England, we like to think of ourselves as first in many areas, and that is certainly true in
our leadership in environmental and energy issues. Todays discussion also is the first regional
activity
associated with the implementation of the National Action Plan for Energy Efficiency, a plan
with considerable support from the US EPA and DOE and a diverse group of business,
environmental and state agency representatives.
While we rightfully can claim leadership in many areas, we often fail to really see ourselves as
a region. Too often, we lapse into town to town competition, with Connecticuts 169 towns or
Massachusetts 351 towns pulling us away from realizing our full regional potential.
We sometimes get bogged down into minutia on whether one state or another can lift
something, and instead of achieving progress with three, four or five states, we agree on the
lowest common denominator and all six states suffer as a result. We often fail to punch above
our weight.
Today, I am charging each of us to put aside, at least for today, that narrow focus, and begin to
think about how we can realize our full regional potential. Our electric grid goes across all six
states, and for purposes of todays discussion, I would challenge each of you to think in terms
of us as one comprehensive region. Lets think creatively and I encourage you to move out of
your comfort zone.
You are here representing your states and agencies since you are the ones who implement the
important environmental and energy programs in each of our states. However, in order to carry
forward, we need to engage our commissioners, to show them the importance of energy
efficiency and that it is an issue that can bring considerable benefits to the region.
So, the challenge here today is to engage at a level that may be above where youre usually
comfortable with, or are permitted to operate in. We want to get out of the weeds and into the
air a bit, not necessarily at the 30,000 foot level, but maybe at 3,000 feet. High enough to see
how the dots connect, but not so high that we lose the practical implementation aspects at
which you are so good at recognizing.
To the extent that anything we discuss today will lead to and/or require changes in state
policies, it goes without saying that we clearly acknowledge state sovereignty and the
individual steps that may be needed to accomplish these goals and objectives.
My goal, my challenge to you today is to encourage you to participate fully using your state
experience, to use that experience as a framework for our discussions today, and to think of
the bigger picture, what can we accomplish as a region, and how that would benefit all of us.
New England is home to 12 million people, it houses two of the states in the top five per capita
income nationally, has the best education of any region in the country and is the most
politically progressive. Lets harness that potential and work today on what we could build
together to turn the region into the most energy efficient in the country, grow our economy to

provide local jobs and achieve our goals to improve air quality and to stabilize the climate.

Student Council. The student leaders of our school aspire to develop these qualities in our lives. You would

her. Diyanah receives certificate of appointment from Mr. Teoh. Diyanah will have a photograph with her
