CHECK - LIST FOR FIELD STAFF IN GENERAL.

Dont take alcoholic drinks, narcotics, stimulant drugs or preparation,


sedatives sleep inducing medicines before coming to duty or while on duty
(SR 2.09(2).

Dont forget to bring two spectacles and to ensure proper up keep a hand
signal lamp, detonators, fusee etc. while driving the train (SR 4.19(3)/(i).

Dont forget to ensure that your engine is standing clear of the fouling mark
(GR 4.50).

Dont stop front portion in case of train parting, unless rear portion has
come to stop(GR 6.08(1) (a).

Dont leave engine even in emergency, without placing assistant driver in


charge of the locomotive (GR 4.61).

Dont back a train after trailing through a point or after passing a spring
point (SR 3.77/3)

PWIs

DOs

Complete your routine quota of inspection of track (Para 139 IRPWM).

Ensure patrolling of track as and when required (Para 126 IRPWM).

Ensure that fittings are tightly fitted at proper places at all times (Annexure
XIV (13) of LWR Manual, 1996).

Proceed to site of accident by quickest available means (Para 128 of


IRPWM).

Ensure that distressing of LWR/CWR is done, when abnormal behaviour is


noticed. (Para 6.4.1 of LWR Manual, 1996).

Ensure careful watch of LWR/CWR for tendency towards buckling and take
necessary precautions to prevent the same. (Para 7.4.2 of LWR Manual,
1996).

Ensure proper unloading of ballast while working DMT (Para 1211 (3) of
IRPWM.

Ensure that staff is well acquainted with instructions for passing the train in
case of rail fracture. (CEs circular no. 304 (P.Way).

Conduct joint inspection of points and crossings with Signal Inspector as per
schedule.

PWIs

DONTs

Dont permit dip lorry/material trolley without proper protection. (Para 1120
of IRPWM).

Dont allow illiterate gatemen to man the L-Xing gates (Para 912 (1) of
IRPWM).

Do not allow loose missing or ineffective fastenings to remain in track (Annex


XIV of LWR Manual).

Do not undertake through packing after the onset of summer months in


LWR/CWR track (Annex. XIV of LWR Manual).

Do not undertake any work without proper protection (Para 803 of


IRPWM).

Do not lift track by more than 50 mm even if temperature is within


distressing temperature in LWR/CWR track (Annex. XIV of LWR Manual).

Do not adopt short cut methods.

Do not allow staff to make chiesel mark on 90 UTS rail (Grade- 880 rails)
(CEs circular no. 305)

Do not allow drilling of holes in 90 UTS rail (Grade 880 rails) where
permanent fish plating is not called for (CEs circular no 305).

Do not allow creep to exceed 150 mm (IRPWM para 142 (6)

Do not allow any fish plated joint in LWR/CWR track without proper speed
restriction.

GATEMEN
DOs

Keep the gate signals in ON position whenever it becomes defective or


noticing may obstruction on line. In case of obstruction on line try to stop the
approaching train. Report about the failure to SI/PWI (16.06 & 16.07).

Put red flag/signal on metal staff before the gate. (16.03/4 (a).

Follow gate working instructions strictly 9SR 16.03/1).

Watch all passing trains to see any unusual codition like Hot axle, chain
hanging, any vehicle on fire, load shifted etc. and take prompt action to warn
the driver and guard of the train by showing a danger signal (SR 16.04/1).

Ensure closing and locking the gate properly before passing ay trin through
the gate (16.03/1).

Ensure that your gate equipments are complete and in working order (GR
16.02).

Keep channel for flange of wheels clean (GR 16.05).

Keep the gate always in prescribed normal position after passing the traffic
(16.03/1).

Clean and keep trimmed your gate and signal lamps daily and light then
during night hours (GR 16.02/1).

Always come on duty in proper uniform.

GATEMEN
DONTs

Dont allow unauthorized persons to operate the gate (GR 5.08).

Dont forget to attract the attention of the driver and guard if any unsafe
condition is noticed (SR 16.04/1).

Dont leave the gate unless another gateman has taken charge (GR 16.10).

Dont forget to protect the gate in case of any obstruction (GR 16.07 (a).

Dont try to stop the train by showing danger signal when a train is noticed
running in two or more parts put endeavor at attract the attention of driver
and guard by showing gesticulating or other means (GR 16.08).

Dont forget to use the chains when gate leavers are not working properly.

Dont forget to note the number of road vehicle in case of any road vehicle
damages or breaks the gate.

Dont allow tress-passer or cattle as for as possible (GR 16.09).

Dont take liquor before coming on duty or while on duty (GR 2.09/2).

MAIN REASONS CONTRBUTING TO ACCIDENTS/DERAILNENTS ON


P-WAY ACCOUNT:

Non-laying down of Safety/slow down tolerances.

Overdue Rail, sleeper, bridge timber and turnout renewals.

Non-replacement of defective rails/welds in stipulated time frame (Rail/weld


fractures).

Inadequate protection/non-observance of safety rules/short cut methods.

Sub-standard track works, by construction organization and private


agencies.

High percentage of vacancies in P-way gangs.

Non-availability of sufficient traffic block leading to short cut methods.

Cancellation of traffic blocks without completing works.

No additional staff for additional works, such as securities patrolling, fog


signalmen, hot weather patrolling.

No fixed programme for refresher courses of P.Way staff.

SAFETY TIPS FOR PWIs

Plan the work meticulously in advance.

Ensure adequate block time/speed restriction.

Arrange enough men and material in advance.

Avoid short cut methods to increase progress.

Educate staff in safe working, especially in protection with the use of


HS/Banner flags, detonators etc.

Personally check the parameters of track before passage of train at work site.

Rules are framed for safe working obey them.

Do not sacrifice quality for quantity.

List to suggestions and criticism do not over-rule them straight way.

Rise above the inter-departmental ego and understand the ground realities.

Manually operating the relay by tilting.

Energizing the relay by local feed.

Extending the direct feed to point machine and signal machine.

Making detection contacts manually.

(vi)

By passing of circuit breaker contacts.

By passing lever lock or releasing lever lock by local feed or manual


operation.

Increasing width of notches in stretcher bars.

Unauthorized alteration in wiring.

CAUTION TO BE OBSERVED WHILE MAINTAINING


S&T EQUIPMENTS.
(i)

Maintain properly the signaling equipment in use.

(ii)

Good and qualitative maintenance is key to reliability.

(iii)

Your efficiency is judged by your quality of maintenance. Quality of


maintenance is worth for department.

(iv)

Never use short-cut method.

(v)

Dont interfere or disconnect any signaling gear interlocking without


an accepted disconnection memo.

(vi)

Do not make any alteration in signal circuit without prior permission


of proper authority.

(vii)

Bridging of relays may cause severe accidents.

(viii)

Ensure that the setting and locking of the point and holding of the
route is correct after its adjustment.

(ix)

Points are meant for steering the wheels of the train. Never
manipulate in the circuitry.

D.

DOS & DONTS FOR MAINTENANCE OF RELAYS.


(a)

DOs

(i)

Do ensure that relays seals are intact.

(ii)

Do ensure that anti tilting devices are provided.

(iii)

Do ensure correctness of wiring at relay terminals after replacement


of a relay.

(iv)

Do replace the relay, if found working erroneously.

(v)

Do ensure that the cross protection, where provided is effective.

(vi)

Do replace a relay, when its window glass is found broken or any


moisture fungus is inside the relay.

(b)

DONTs

(i)

Do not energize a relay by giving direct feed.

(ii)

Do not energize relays.

(iii)

Do not bridge the relay contracts.

(iv)

Do not tilt or over turn a relay to close/make the contacts.

(v)

Do not use a relay, if it is due for over hauling.

SMs & ASMs
DOs

Ensure personally that line is clear not only up to the first stop signal but adequate
distance beyond that, before granting line clear [GR8.01 (1)(b)&(c) And SWR

Ensure personally that line is clear not only up to the starter signal but an
adequate distance beyond that before ordering lowering of home signal [ GR 3.40
(1) , a, b and SWR ].

Ensure line clears is obtained before ordering lowering of last stop signal
[Advance starter/starter] [ GR 3.42 ]

In case of signal defective, ensure that the route has been correctly set , all facing
points have been locked , level crossing gates , if any, have been closed and locked
relevant line is clear, before issuing T/369(3b) [ SR 3.68/`1(a)].

Ensure complete arrival of train by watching tail lamp/LV board or obtaining


signature of Guard in complete arrival book.[ SR 4.17/1 (a) & (b) ].

Watch passing train carefully and if all is right for the train, exchange all right
signal with driver and the Guard [ SR 4.42/5 (a) (i) ] .

Put last stop signal [Advance starter/starter] to danger by pushing SMs slide
control, if hot axle or Any other unsafe conditions noticed or reported by cabin
man on a running train [ SR 4.29/1 (a) ].

Keep private number book, panel key, cabin basement/ relay room and block
instruments key under personal custody [ BWM para 1015 ].

Send written memo to ESM/MSM for attending S&T failures and hand over cabin
basement/ relay rooms keys to ESM/MSM only after taking their signature in the
relevant register [ SR 14.03/1 & 14.03/4 ].

During the period of disconnection of block instrument, points , signaling gear and
cables etc. , if any train is to be received or dispatched, the route should be
properly set, facing points cotter bolted and padlocked & train should be piloted
on the authority of T/369 (3b) [ SR 14.03/3 ]

DOs AND DONTs


SMs & ASMs
DONTs

Dont adopt short cut methods in train operation [ GR 2.06 ].

Dont allow unauthorized persons like porters, safaiwalas etc. to operate


block instruments. [ GR 5.08 ]

Dons close line without ensuring complete arrival of the train within fouling
mark [ GR 14.10 ].

Dont forget to apply ferrules on the relevant slides of an occupied line


[SR5.`19/7 & SR 5.19/8 ].

Dont put dispatch signals , cleared for stopping trains to ON unless driver
has been advised in writing not to start and his acknowledgement taken [SR 3.36/3 ]

If a train passes without tail lamp/tail board on double/multiple line section,


dont forget to stop train moving in the opposite direction and to issue caution order
to keep sharp look out for any obstruction [ SR 4.17/2 (a) ].

Dont issue T/369 (3b) without ensuring correct setting of the route and
locking of facing points [ SR 3.68/1 (a) ].

Dont get line clear to train before fulfilling the conditions for lowering of
signal for which T/369 (3b) has been issued from the other stations [ GR 3.69 (3) ].

Dont forget to stop and examine the train with hot axle at the first stop
signal if it cannot be received on the main line [ SR 4.29/1 & BWM 4008].

Dont leave your duty without proper relief and until the train for which line
clear has already been granted has arrived complete [ SR 5.01/2].

DRIVER
DOs

Ensure that loco brake power, head light, marker light, flasher light and speedometer etc., safety
equipments are in working order while taking over charge [GR 4.32]

Ensure continuity of brake power and adequate level of vacuum/ air pressure in the engine before
signing OPRS [ O/M 5010 (a) (A) ].

Before lifting a stable load or starting a train from non TXR station, ensure there is no loose or
missing fittings in the under gear, check with Guard the brake power of the train and keep a copy of
BPC prepared by the Guard and jointly signed by Driver & Guard [SR 4.31/1]

Call out the aspect of the signal loudly and clearly with assistant driver [SR 4.40/1(a)]

Conduct brake-feel test when the speed of the train is about 20 KMPH to ascertain brake power of
the train. After leaving an engine changing or train examination station or after performing any
shunting of the train or after ACP (O/M 5011 (f)]

Observe all permanent and temporary speed restriction rigidly through out the run [SR 4.10/2 &
4.08 (a) & (b)].

Watch any train coming from opposite direction on the adjacent line and exchange all right signals
with its Driver & Guard if all is right for the train, otherwise show danger signal to them [GR 4.42/9]

Look back frequently during the journey to see whether the train is following in a safe and proper
manner and exchange all right signal with Guard particularly while negotiating curves [GR 4.41 SR
4/42/2].

Whistle continuously from the whistle board till the engine has passed the level crossing/ level
crossing gate [SR 4.50/1].

Stop your train short of level crossing with broken gates, if you have been issued T/409 & pass at
Gatemans signals [SR 16.06/2].

Look back Gatemans signal and bring your train to a stop if danger signal is displayed [SR 16.04/1].

Take following precautions when train stops for more than 15 minutes on a graded section for any
reason:
(a) Exchange danger hand signal with Guard
(b) Apply loco & train brakes. In case of air brake handle A9; SA9 must remain in the
applied position.
(c) Depute assistant Driver to apply hand brake if 1/3 of the train or 10 wagons in rear of
engine and 5 wagons inside the brake van which ever is more [SRG 25]

Start controlling the speed of your train from the warning-cum-sighting


board or from the distant signal if the outer/ home signal is not taken off.

Look out for all right signal displayed by station master, cabin man, switch
man etc. acknowledge the same and report ASM on duty at next stopping
station if the station staff failed to exchange all right signal. If instead of,
showing all right signal the station staff show a stop danger hand signal or put
advance starter signal to On take immediate steps to stop the train
[GR4.42/2, SR 4.42/5(a) ].

Stop at the next station, if you experience severe jerk/jerks and think if it is
dangerous to permit following trains at normal speed, advise SM on duty in
writing, the location, Kilometerage and recommended speed over the effected
locality/localities [AS 702 (a)].

DRIVERS
DONTS

Dont pass a stop signal at a danger without proper authority [GR 3.80, 3.81]

Dont pass defective signal without proper authority and without hand signals from
responsible railway staff at the foot of the defective signal [GR 3.80 & 3.81]

Dont enter block section without proper authority to proceed [GR 4.35 (1)]

Dont allow unauthorized person to drive or to travel on your engine [GR4.22]

Dons exceed maximum permissible speed of the section, even you are late [SR 4.08/1]

Dont forget to switch on the flasher light and to protect adjacent line on double/multiple
line section when your train involved in an accident and the adjacent line is blocked or
sudden drop of vacuum /air pressure [GR 6.03]

Dont forget to stop one minute during day, two minute during night before passing a red
automatic signal or to stop for a minimum five minutes before passing a red IBS [GR 9.07 /
(1) & SR 3.75/1 (3) ]

After passing automatic signal or IBS at danger. Dont forget to proceed with great caution
at speeds not exceeding 15 KMPH when vision is clears and 8 KMPH when vision is

impaired and be prepared to stop short of any obstruction up to next stop signal even if that
signal is off [SR 9.07/2 & SR 3.75/1(3)]

Dont perform shunting without proper shunting order [SR 5.13/2(a)] Dont take alcoholic
drinks, narcotics, stimulant drugs or preparation, sedatives sleep inducing medicines before
coming to duty or while on duty (SR 2.09(2).

Dont forget to bring two spectacles and to ensure proper up keep a hand signal lamp,
detonators, fuse etc. while driving the train (SR 4.19(3)/(i).

Dont forget to ensure that your engine is standing clear of the fouling mark (GR 4.50).
Dont stop front portion in case of train parting, unless rear portion has come to stop (GR

CABINMEN / LEVERMEN
DOS

Ensure that the line on which the train is intended to be received is clear and
free obstructions and proper signals have been taken off for that nominated
line.
[GR. 3.38 & SR. 3.38/4]

Before releasing slot for lowering home signal by departure end cabin, ensure
that departure end of the line on which the train is intended to be received is
clear and starter.

Ensure complete arrival of a train by watching tail lamp/tail board before


exchanging private number with ASM [SR. 4.07/1 (b)].

Watch safe passage of trains running through the station and exchange All
Right signals with the Driver and Guard, if all is right and show danger
signal if any unsafe condition is noticed. Put back Advanced Starter signal to
ON, inform ASM. [GR. 4.42 & SR. 4.42/4]

Before exchanging Private number with ASM on duty for issuing T/369(3b)
for defective signal, ensure correct setting of route and locking facing points
by checking lever position, aspect of points indicators etc. inspect the points
physically, remove ballast, obstructions etc. and ensure that there is no gap in
the facing points. [SR. 3.68/1]

Ensure setting of points against line blocked by trains, stable loads, wagons
etc. at the rear end in case of double line and both end in case of single line. If
all lines are blocked, the points should be set for the lines occupied by
wagons, stable loads, goods train in that order. [GR. 3.38(2)]

Ensure clearance of fouling marks after a train has to stop at stations. [GR.
4.56]

On receipt of advice of Hot-Axle in a train, on double/ multiple line section


immediately put back the signals of opposite direction to ON. [SR.4.29/1]

Before shunting is carried out over the emergency cross-over across the main
lines, ensure clamping/cotter bolting in addition to proper setting and locking
of the facing points by appropriate lock lever. [ As instructed in the SWR].

Ensure application of lever collars on the relevant levers of blocked/


obstructed lines. [SR. 3.38/1( c )(ii)]

CABINMEN / LEVERMEN
DONTs
Never adopt short cut method in train operation [GR2.16]

Dont give complete arrival, if the train arrives without tail board/ tail lamp
[GR4.17 (2)].

Dont forget to record the occupation of running lines in the Train signal Register
& charge diary at the time of handing over charge [SR 5.19/1 (f)].

Dont lower last stop signal (Advanced starter/starter) unless line clear from the
station in advance has been obtained and ASM has exchanged private numbers to
that effect. [ GR. 3.42 ]

Dont leave your duty without proper relief and until the train for which line clear
has already been granted has arrived complete.[

Dont forget to set and lock facing points during shunting. [ GR. 5.14]

Dont change facing points under the moving wheels.

Dont lower reception signals for the train being received on blocked line by issuing
OPT form No. T/ 369(3b).

Dont try to stop a parted train by exhibiting danger signal of by raising signals.

Dont take alcoholic drink, sedative, narcotic stimulant drug or preparation before
coming on duty or while on duty [ GR. 2.09 (2)]
