L
ast summer, less than two million sockeye salmon returned to
the Fraser River – the worst return on record, and a mere frac-
tion of the 10 million expected.
It was another dismal season in a string of disappointing
returns which began in the early 1990s.
A federal judicial inquiry is now examining the reasons behind the
collapse of the Fraser sockeye salmon.
However, Conservative MP John Cummins (Delta-Richmond
East) charges that the process was already tainted, before it even got
underway last week. At issue is the presiding judge’s appointment of
several advisers who have strong ties with the Department of Fisher-
ies and Oceans.
For instance, one recently retired from a 30-year career with
DFO, and is now president of the Pacific Salmon Foundation, which
received $1.7 million last year from DFO.
He’s among six experts named by an inquiry judge to provide
advice on technical issues that arise during the hearings.
Yet, as Cummins points out, DFO was the agency responsible for
the sockeye fishery management. The decisions over the past two
decades involved some of the people appointed as inquiry advisers,
and those policies will be a key focus of the scrutiny.
We don’t doubt Justice Bruce Cohen’s sincerity when he maintains
he will conduct impartial hearings.
However, there is clear potential for a perception of a conflict of
