On behalf of Governor David A. Paterson, [ would like to thank the National
‘Telecommunications Information Administration for the opportunity to review and comment on BTOP
‘applications proposed to serve communities within New York State. This State supports funding for as
‘many projects as possible which seek to inerease access for New Yorkers to high-speed, affordable
broadband services.
‘To assist you in your decision making, the State has reviewed each of the 74 BTOP applications
submitted from within New York State and evaluated them based on how the proposed project advances
‘each of the six strategic goals of our NYS Universal Broadband Strategy. Those goals are to’
1. Provide New Yorkers with access to high-speed, affordable broadband services;
2. Close the digital divide and increases digital literacy levels;
3. Foster economic development;
4, Accelerate the use of e-government services
5. Increase adoption rates; and
6 Achieve and maintain speed and coverage goals aligned with State and Federal policies
to achieve and sustain competitive advantage.
‘These goals represent a comprehensive and balanced approach to stimulate demand, promote
‘economic development and digital literacy, and educate disadvantaged, disenfranchised, and uninformed
‘populations for sustainable adoption. ‘They represent New York State’s priority areas for investment.
‘This holistic approach emphasizes innovative solutions to increase broadband availability in unserved and
underserved, urban and rural areas of the State, and focuses on increasing digital literacy and broadband
adoption rates.
It should be recognized, however, that applicants were not required to demonstrate alignment
with New York State’s Universal Broadband Strategy goals in their submissions and that all of the
projects submitted would, indeed, achieve the ultimate goal of increasing access to affordable, high speed
broadband services for New Yorkers.
In order to facilitate the review and evaluation of the applications, the Now York State Chief
Information Officer/Office for Technology (CIO/OFT), in partnership with the State’s Economic
Recovery Cabinet, organized review teams comprised of representatives from multiple State agencies,
owns.county governments and the NYS Council for Universal Broadband, Review teams were created based
on NTIA’s three (3) major funding categories (Infiastructure, Sustainable Broadband Adoption, and
Public Computer Centers). The teams were created to ensure that no individual reviewer would be
responsible for reviewing applications in a funding category for which their agency or government entity
submitted an application. All applications were evaluated by multiple reviewers. The applications have
been listed within each of the three NTIA funding categories based on alignment (highest to lowest) with
cach of the six strategic goals of our NYS Universal Broadband Strategy. (Seo Atiachments A, B and C).
‘Multistate projects were not included in the lists.
We are appreciative that President Obama recognizes the importance of broadband and has stated,
“we need to provide access to adequate broadband to every American who needs it.” The efforts of the
NTIA, through the BTOP, are a strong step towards achieving the President's vision, which is shared by
Governor Paterson
As evidence of the priority New York State places on expanded broadband access and coverage
for its citizens, this leter serves as a commitment to provide an additional 10% State match of the amount
of the successful broadband grants received from the Department of Commerce from applications under
the NTIA Infrastructure, Sustainable Broadband Adoption and Public Computer Center categories. This
match will only apply to funds expended for projects in New York State by successful applicants
evaluated and listed in the attachments to this letter.
In addition, the NYS Universal Broadband Grant Program has made available $7.5 million to be
‘used as matching funds for the following project applications should they be successful:
SUNY Institute of Technology-SUNY Nanotechnology Connectivity Project;
North Country Connectivity Project;
NYS Thruway Fiber Project;
Long Island Education and Research Connectivity Project; and
Syracuse-Broome County Connectivity Project.
We appreciate the opportunity to contribute to this important process to stimulate our economy
and to regain our global competitiveness. We look forward to hearing from the NTIA once final
decisions have been made regarding the BTOP applications.
