From: Leong Weng Kai, Committee Member of 15th Annual Intervarsity Games
Date: May 20, 2016
Subject: A recommendation Report on New Outdoor Sport for the 15th Annual Intervarsity
Games in UMP Pekan.
1.0 INTRODUCTION
15th Annual Intervarsity Games University Malaysia Pahang, Pekan will be held on next year.
The objective of Annual Intervarsity Games is to develop and share among students and others
education, information, and leadership skills. Besides that, it encourages students to promote the
active participation by all students in fun and healthy physical activities according to their
interests and abilities. It also promote universal recognition that organized youth sports can
develop positive attributes including healthier lifestyles, self-esteem, fair play and good
citizenship.
In response to the request to recommend two new outdoor sports as an addition available list for
the 15th Annual Intervarsity Games next year held in University Malaysia Pahang, Pekan, this
memo will give the recommendation which outdoor sport is the best choice.

We as the

committee for the event have done the research on two bat and ball games which are cricket and
baseball sport games. We spend few days to search information and analyze the two sports game
which is most available in 15th Annual Intervarsity Games next year base on the cost. Besides
that, we also obtain the detailed information from support staff and internet sources. Based on
our analyses, we would like to recommend the baseball sport game as a new outdoors sport for
the 15th Annual Intervarsity Games.
2.0 STATEMENT REQUIREMENT
The Board of Director has established several criteria for the recommended introduction of a
new outdoor sport. Firstly, the total cost of per set of equipment which consists of bat, helmet,
gloves and shoes must not exceed the budget limit of RM550.00. Secondly, since the sport game
must be held in a field, there are few criterion of the field must be considered which are the area
of the field must be not more than 10 000 m2 .Thirdly, the new outdoor sport must be bat and
ball game type and must be required at least 10 people involve in a game from a team. Lastly, the
game duration must not exceed 5 hours.

3.0 DISCUSSION
3.1 COST
The costs for purchasing per set of equipment which consist of bat, helmet, gloves and shoes are
a crucial point to recommend baseball as a new outdoor sport that will be introduced to
commemorate 15th Annual Intervarsity Games in UMP, Pekan. The total cost of per set of
equipment which consists of bat, helmet, gloves and shoes must not exceed the budget limit of
RM550.00.
Table 1: Cost Comparison

Baseball

RM 148.57

Cricket
RM 150.81
RM 203.81

Gloves

RM 94.38

RM 138.62

Shoes
Total

RM 163.04
RM 507.87

RM 231.13
RM 724.37

The costs for purchasing per set of equipment which consist of bat, helmet and gloves are a
crucial point to recommend baseball as a new outdoor sport that will be introduced to
commemorate 15th Annual Intervarsity Games in Pekan. In baseball, the costs of bat, helmet,
gloves and shoes are RM101.88, RM148.57, RM94.38 and RM163.04 respectively. Therefore,
the total cost of per set of equipment which is provided by UMP Pekan is RM 507.87. In cricket,
the costs of bat, helmet, gloves and shoes are RM150.81, RM203.81, RM138.62 and RM231.13
respectively. Therefore, the total cost of per set of equipment is RM724.37. Since budget limit
for purchasing per set of equipment as mention above is RM550.00, the total price of equipment
for baseball is meet the requirement and did not exceed RM550.00.
3.2 PLAYING FIELD
The sport game must be held in a field and a few criterion of the field must be considered. The
game must meet the requirements; the area of the field must be not more than 10 000 m2 so that
we can do other activities on the rest of the field, and the edge of the field can be a warning track
to the players.
Table 2: Playing field Comparison
Criteria
Area
Edge

Baseball
10 000 m2
Fence or wall

Cricket
13 050 m2
Boundary rope

Based on the table above, the area of the field for baseball is 10 000 m2. On the other hand, the
area of the field for cricket is 13 050 m2. The area of the baseball court must be not more than
10 000 m2 because we can reserve the rest of the field for other activities. For the edge of the
wall, a baseball court needs a fence or wall as the edge (Diffen, 2012). This will provide a clear
warning track that lets the fielders know where the boundaries are. While for the cricket court,
it only needs a boundary rope as the edge of the field, which is hard for the fielders to see the
boundaries. Based on the comparison made, baseball meets the requirements rather than cricket.

3.3 PLAYERS
The new outdoor sport must be bat and ball game type. Bat and ball games are field games
played by two opposing teams. The teams alternate between "batting" roles, sometimes called
"in at bat" and "out in the field", or simply in and out. Only the batting team may score, but they
have equal chances in both roles and must be required. Besides that, the game must has at least
10 people involve in a game from a team. This can motivate more involvement of students to
participate it.
Table 3: Comparison between Cricket and Baseball.
CRITERION
Number of players

CRICKET
11

BASEBALL
9

Firstly, cricket and baseball are bat and ball game. They meet the minimum requirement. Based
on the Table 3 above, the number of players from a team can be involved for the cricket is 11
people while for baseball only 9 people. Therefore, cricket meets the requirements rather than
baseball.

3.4 GAME DURATION

The game duration must not exceed 5 hours, because in the 15 th Annual Intervarsity Games,
there are many more events to be held, hence the game duration shouldnt be too long to have a
better time management.
For baseball, games usually end with a team that holds the lead killing the clock rather than
competing aggressively against the opposing team. In contrast, baseball has no clock; a team
cannot win without getting the last batter out and rallies are not constrained by time. By 1997,
the average American League game lasted 2:57 (National League games were about 10 minutes
shorterpitchers at the plate making for quicker outs than designated hitters). In 2004, Major
League Baseball declared that its goal was an average game of merely 2:45. By 2014, though,
the average MLB game took over three hours to complete.
For cricket, cricket games are played over a number of hours or days, so it might be one of the
sports with the longest playing time, though sailing, yachting, road cycling and rallying are
sometimes longer. Typically, first-class cricket matches are played over three to five days with,
at least, six hours of cricket being played each day. One-day cricket matches last for six hours or
more. Cricket therefore has special rules about intervals for lunch, tea and drinks as well as rules
about when play starts and ends. Thus, Average game duration of cricket is hours or days per
game.
Therefore, due to the game duration of baseball not exceed 5 hours, it meets the requirements
rather than cricket.
4.0 RECOMMENDATION
In conclusion, our team recommends baseball as the new outdoors sport for the 15th Annual
Intervarsity Games. It is because baseball meets almost all of the criteria based on the analyses
done, as compared to cricket. On top of that, the overall cost for baseball is cheaper as it would
cost only RM 507.87 while the cricket would cost RM724.37. The area of the field needed for
baseball is 10 000 m2 which also meets the requirement compared to cricket. Other than that,
both of the games meet the requirement of the new game must be bat and ball game. However,
baseball does not involve 10 people as the requirement needs it to be. The objective of this
criterion is actually to encourage more people to involve, as more people in a team then will be
more chance for them to win. In my opinion, it does not a big deal to have only 9 persons per
team actually, as long as they work as a team to achieve their success. Last but not a least, the
duration of baseball to finish is not more than 5 hours, which meets the requirement rather than
cricket. If this recommendation receives your approval, on behalf of the committee board, I will

schedule preliminary meetings with the top management of the 15th Annual Intervarsity Games
for further discussion.
