Mothballed fleet, even the Oilers take weeks to get into commission when there are super tankers from all areas
available as well as barges necessary which could hold vactor trucks, is no doubt something that a President without
military service would not see BUT his advisers on all sides are fully aware of the potential for drawing off MOTHBALL
FLEET SHIPS in a crisis. Watch out for Earthquakes FOLKS or Hurricanes which will require ships to leave their
stations and hopefully ALL RISERS ARE FLOTATION ! Lightning RODS must go from ship to protection in the sea bed
NEGATIVE AREAS or a fire will amaze everyone with explosions !

Remember the ability to suck up oil some 1,000 feet in globs has always been there for BP to use, especially globs
nearer the surface which can be pulled up by SUMP PUMPS like you see in lift stations. I really stay amazed that the
people in control will not bring forth AIRBOATS with modifications creating vactor truck type skimmer nozzles which
are 12 inches deep and only as wide as the airboat but pulling a small barge to suck up oil. CB 40 Channel Radio with
PA would allow teams of these shallow water boats to scoop up floating oil, pull it into a barge then once filling up,
have another Airboat take over as they move down the beaches and marsh areas while they run super fast over to tank
barges who would vactor the contents allowing the AIRBOAT to continue back to the skimming operation. I told them
to modify EPA or Federal Guidelines for skimmers using dustpan designs where the flow forward would force the water
and oil into the dustpan then transfer it into the back barge shallow water style…. NO ONE THOUGHT THAT WAS A
GOOD IDEA.

My efforts Chief were to get the people to see the forest for the trees as the WELL LEAK could still be stopped in 8
hours flat using several techniques including removing the existing BOP, insertion of a proven Branko R. Babic Friction
Plug deep in the casing then removing cables and using cement to seal plus once cement reaches the top of the
casing a Branko R. Babic Counter Pressure Plug would seal the top and in addition a 10 foot round steel section would
be placed over the CPP then area poured with concrete. END OF LEAK ! Such was available since 042310 but has not
been used. Now the same people involved with the “EL SOMBRERO FAILURES” of Ixtoc 1 back in 1979 are locked into
drilling two, not one but two, RELIEF WELLS which will not be finished until October perhaps toward the 17 inch casing
and penetrating same RISKING TOTAL DESTRUCTION in the GULF and uncontrollable damage leaks rather than use
the $20,000.00 (TWENTY THOUSAND DOLLAR) cost method of using a Counter Pressure Plug.

What is REALLY STUPID is the Oil is Radioactive Chief. No one can work on any BEACH at night because it might stop
TURTLES FROM FINDING THEIR FAVORITE NESTING SITES…..That is really STUPID allowing BP and others to work
with Radioactive Oil from that GULF MOTHER LOAD and not tell anyone those tar balls or sheen is RADIOACTIVE with
Gamma Radiation. Let Jimmy and Mary PLAY ON THE SAND WITH THE CUTE TAR BALLS because it is harmless and
they need to get sunscreen on their body so why not save money and use BP OIL which is reportedly SPF 15,000 but it
kills perhaps due to the radiation level so wash it off quickly at home and let it get into the sewer system, wash it off
the boat into the storm water drains and let it contaminate the BAY or rivers for the City to SUCK UP and make
drinking water or shut down the DESALINATION PLANTS on islands to the South.

Similar to Military stating you cannot fire back when the enemy is surrounding your position and firing every
second…just sit there and wait until DAYLIGHT, DO NOT FIRE AT NIGHT BECAUSE IT GIVES AWAY YOUR
POSITION…..They never were in a firefight or watched OLD WAR MOVIES yet these same people write LAWS OR
ADMINISTRATIVE ORDERS FORBIDDING working at Night because it might disturb the Birds or become a problem for
the Turtles. NO WORK IN A SHIPYARD AT DUSK ! NO FLYING AT NIGHT BECAUSE IT DISTURBS CREATURES ! NO
CARS DRIVEN AT NIGHT BECAUSE THE LIGHTS PREVENT TURTLES FROM FINDING OLD NESTING GROUNDS IF THEY
SURVIVED IN THE OCEAN ! Different times Chief.

Ralph, do you know why the Navy is not using the dozens of mothballed AO"s (Oilers) ?
I Don,t know why, but they should be using them to suck up the oil!!!!!!
