Explanation of Appropriation

The funding above is being reappropriated from Capital

Improvement Projects that were certified complete by the

Director of Public Works, closed, and had the residual

balances returned to their source or sources of origin.

Purpose.

The purpose of this legislation is

Section 3.

CIP

Amendment.

Ordinance

17the 2017-2021 Five-Year Capital Improvement Program for the City


18and

certain

of

its

independent

agencies,

is

hereby

amended

to

19increase funding for the projects entitled A. Philip Randolph


20Floating Dock, Tactical/logistics Support Consolidation, Shot
21Spotter

and

Countywide

Parks

22projects

are

more

The

Council

finds

that

the

deferral

of

this

25amendment of the CIP until the next annual budget and CIP review
26will be detrimental to the best interests of the community because
27such deferral will further deteriorate several projects, and the
28consolidation of the LSF/TSF facilities will have a positive impact
29on the operation. Pursuant to Section 122.605(c), Ordinance Code,
30enactment of this ordinance requires the affirmative vote of two31thirds of the Council members present at the meeting because of the
