RAINWATER HARVESTING

Brihanmumbai Municipal Corporation has initiated a Rainwater Harvesting Programme as an


effort to conserve water. It aims at making the programme a peoples activity, financially aided
by the government. The following prewriting tasks are proposed for the Government
Resolutions/ Letters that shall be issued by the above mentioned body for public notice.
Prewriting Tasks:
1. Identifying the purpose:
i.
To create awareness about the growing water scarcity and need for conservation.
ii.
Reaching out to the citizens to contribute to sustainable living through rain water
harvesting as a measure of conservation of water.
2. Choosing an appropriate channel:
i. Passing Government Resolutions,
ii. Letters from the Government bodies to the citizens.
3. Analyzing the audience:
i.
Primary Audience:
a. Primary reader: Residents of the buildings identified for the programme.
b. Personal and professional relation (of the Govt. body or officer therein) with the
reader: None
c. How much does the reader know about the subject: Readers (here citizens) have a
superficial knowledge of the concept of rainwater harvesting. But do not know about
the systematic procedure of conservation.
d. Nature of response expected: Positive.
ii.
Secondary Audience:
a. Who might see the message after the primary audience: Friends, relatives and
neighbors of the residents of the identified buildings.
b. How do these people differ from the primary audience: The secondary audience as
mentioned above shall be the residents of the buildings which wont be identified for
implementation of the program.
4. Data collection methods:
i. Architecture and Town Planning Department:

This shall give the development plan of the area under consideration for the programme
and will help the governing body identify the areas and buildings suitable for the
implementation of the program. The government letters and notices shall be sent out to
the residents of the identified buildings only.
ii. Brihanmumbai Municipal Corporation Office:
This will give us information regarding the total population of the identified area, their
water requirements and the overall general details such as electricity consumption and
class of citizens residing in that area.
iii. Indian Meteorological Department/ Central Groundwater Board:
This will give us information about the underground water availability and the total
annual precipitation in the identified area. This will make it easy to plan the scale of the
rain water harvesting projects.
iv. Geological Survey of India;
This will give us the details related to the soil profile of the region if required at all.

Statistics as to how and when the Govt. recognized the growing shortage of water.
Review of various Govt. schemes that have already been launched by the Govt. as
measures against growing scarcity of water.
Statistics as to how these schemes have benefitted the masses in regions of water scarcity.
Details of the various hydrological projects undertaken by the Govt.
Concept of Rainwater Harvesting:
Explaining: All the water that will ever be, is now and why water conservation is the
call of the hour.
Explaining how and why only Govt. initiative shall not suffice for conservation of water
and individual efforts are a prerequisite.
Rainwater Harvesting - A step towards sustainable living.
Benefits of rainwater harvesting.
Explaining NEER:
Scope of Govt. in the venture.
Public responsibility in the venture.
Appealing for public support:
Contact details of concerned governing bodies and authorities therein for further
discussion of matter.
