Dear Mr. Arends:

By means of this official memorandum we would like to kindly inform you
that there are several changes and requirements that need to be
implemented the soonest in respect to your outfit in order to comply with our
standards and commitments.

We require that you hire a fulltime certified SWUT level 2 technician in

your organization to provide the required services, especially during
turnarounds and other projects.
Relocate from the GOB NDE offices to adequate office trailers including
the darkroom facilities. The locations to be designated by Valero Aruba
Refinery which are best suitable for this.
Include in the radiographic film stock, D-4 films ( fine grain ) for
sensitive RT examinations such as fine cracks in welds and pressure
items.
