ASSISTANT DIRECTOR
LABOUR & CIVIL SERVICE DIVISION

Background:
The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of
promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and
thereby contribute towards peace, progress and prosperity in the region. It was proclaimed a
Community through the Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,
signed by the ASEAN Leaders during their 27th Summit in November 2015, calling the ASEAN
Community to work towards building a community that is politically cohesive, economically
integrated and socially responsible.
The ASEAN Secretariat was established in 1976 by the Foreign Ministers of ASEAN, with the basic
function of providing greater efficiency in the coordination of ASEAN organs and for more effective
implementation of ASEAN projects and activities, and envisioned to be the nerve center of a strong
and confident ASEAN Community.
In alignment with the Kuala Lumpur Declaration on ASEAN 2025, and key aspirations of the three
pillars; ASEAN Political Security Community (APSC), ASEAN Economic Community (AEC) and
ASEAN Socio-Cultural Community (ASCC), supported by the Department of Community and
Corporate Affairs (CCA), the ASEAN Secretariat is inviting qualified ASEAN Nationals to apply for
the position of: Assistant Director, Labour & Civil Service Division.

Duties and Responsibilities:


Reporting to the Director for Human Development Directorate, ASEAN Socio-Cultural Community
Department, the Assistant Director shall:
1. Managing the operational activities of the Division
Manage, plan and approve tasks and activities of staff.
Provide guidance/direction for staff to ensure their quality of work and professional
development.
Foster teamwork and collaboration within the Division.
Conduct annual performance appraisals for staff, map training and professional
development activities for individual staff.
Manage effectively all resources of the Division, including human, financial, and
physical resources.
Participate in and contribute to Divisional or Directorate management meetings.
Coordinate with and provide inputs to other Divisions to facilitate cross-sectoral
information sharing and collaboration.
Prepare information and materials for public dissemination through the ASEAN website
and publications.
2. Providing policy and technical advice and recommendations
Provide policy and technical advice and recommendations on the above matters,
including providing input into the drafting of sectoral workplans (and similar documents) as
well as any agreements (in liaison with Legal Services and Agreements Division);
Support and monitor progress of implementation of sectoral workplans, agreements, and
the ASCC Blueprint, and provide reporting inputs to the Strategic Planning and
Coordination Division where necessary.
3. Coordinate the development, implementation and evaluation of programmes and
projects in support of the ASCC, particularly in labour sector and civil service
matter
Initiate programmes and projects as necessary, and manage project approvals and
project implementation, including activities aimed at decent work promotion and enhanced
capability of civil service and good governance.
Coordinate with international organisations and donors for resource mobilisation and
implementation of programmes and/or projects funded by external parties.
Assist with implementation by providing technical input into programmes and projects (for
example contribute to the development of a project concept, support the lead countries on
project implementation, act as a technical resource person on project activities).
4. Provide substantive and secretariat support to the relevant bodies of the ASEAN
Socio Cultural Community
Ensure that ASEAN sectoral bodies are provided with appropriate substantive and
administrative support as required including preparation for their regular meetings.

Coordinate follow-up actions to decisions and agreements made by the relevant ASEAN
sectoral bodies.
Serve as the focal point and effectively engage with ASEAN Member States,
Dialogue Partners and other stakeholders, drawing on input from other Divisions as
necessary.
Represent the ASEAN Secretariat at ASEAN and international forums and serve as a
resource person (e.g. speaker, facilitator or moderator) as required.
Support the attendance of ASEAN Secretary-General/Deputy Secretary-General at
meetings/events through necessary substantive preparation.

Qualifications and experience:


Postgraduate degree in Social Sciences, Economics or relevant qualification with minimum
eight (8) years at management position and having relevant experience.
A sound understanding of international and regional issues, and knowledge of, and
commitment to ASEAN ideals.
Proven experience in research, public policy development and negotiation, and in working
closely with government officials.
Demonstrated good interpersonal skills, ability to develop and maintain sound working
relationships with public and private sector organisations, stakeholders and partners, and
work effectively with people at all levels of the organisations
Demonstrated ability to motivate staff, foster the career development goals of staff, identify
training/ professional/technical development needs of staff and/or to conduct both formal and
on the job training.
Commitment to teamwork and collaborative work practices.
Sound financial, physical and human resource management skills.
Proven ability for accuracy under stress condition and adherence to deadlines.
English proficiency and computer literacy are pre-requisites for this position
Experience in cross-cultural environment and international settings is an advantage.
Willing to travel.

Remuneration and Benefits:


Successful candidate will be offered a basic salary of USD 4,841 and attractive remuneration
package including housing, outpatient medical reimbursement, hospitalization & life insurance,
childrens education and gratuity. Subject to good performance during the probation, the candidate
will be offered a fixed term contract of three (3) years, inclusive of the six-month probationary
period.
