Air Force Staff Sgt. JILLIAN R. MARINO graduated and
received an associate in applied science degree from the
Community College of the Air Force (CCAF).
The worldwide college, headquartered at Maxwell Air
Force Base, Montgomery, Ala., awards job-related associate
degrees and other credentialing programs to enlisted airmen to
enhance mission readiness and support their performance
within their career specialty. The education program combines
technical and professional military education received in the
Air Force with general education provided by civilian
institutions. Enlisted members are automatically enrolled in
the CCAF and begin earning college credit during basic
military training.
Marino is aerospace medical service craftsman assigned to
the 628th Air Base Wing at Charleston Air Force Base, S.C.
The staff sergeant has served in the military for eight

PORTVILLE LIBRARY CELEBRATES 100 YEARS
Whether you prefer “two thousand ten” or “twenty ten,” 2010
marks the Portville Free Library’s 100th birthday. On March
31, 1910, the present absolute charter was granted by the
Regents of the University of the State of New York. To
commemorate this special event, Portville Library staff
members and the Friends of the Library are planning a
birthday celebration on Heritage Day, July 10 that will
include turn of the century music, refreshments, a bit of
library history presented by director Charles Bretzin. Just like
a book, check out our 100th birthday gala on Heritage Day!
Our humble beginning started in one room of the John
Phillip’s home located next to the First Presbyterian Church
on North Main Street. Marilla C. Wheeler, a young school
teacher, went from house to house soliciting at least one book
from each family and adding twenty-seven volumes from her
own collection creating the modest establishment of our book
collection. The original librarian was Gertrude Phillips
Greenman who had charge of these books.
The Portville Library Association was formed on March 14,
1857 and membership was open to anyone in the villages who
paid the quarterly dues of twenty-five cents. The growing
library collection was kept in various places until 1909 when
E.G. Dusenbury purchased the home of Smith Parish.
Native Americans were occasionally seen on Portville’s
streets in the late 1800’s, as they would come from the
Salamanca Reservation at the time of the annual spring floods
to pilot rafts of lumber down the Allegheny to the Ohio River.
These Indians frequently stayed over night in the Smith
Parish home, and would sleep on the living room floor in front

JULY 12 BEGINS 2010-11 DOE LICENSE PROCESS

Director Carl G. Roe today reminded hunters that county
treasurers will begin accepting antlerless deer license
applications from resident hunters starting Monday, July 12;
and from nonresidents beginning Monday, July 26.
For the 2010-11 license year, antlerless deer license fees
are the same as they have been since 1999, except for the 70-
cent transaction fee attached to the purchase of each license
and permit, which is paid directly to Automated License
Systems, the Nashville-based company that runs Pennsylvania
Automated License System (PALS). This transaction fee means
that residents will need to write checks made payable to
“County Treasurer” for $6.70, and nonresidents for $26.70.
By state law, antlerless deer licenses will continue to be
sold only by county treasurers, so hunters will need to prepare
and mail separate applications for antlerless deer licenses. A
listing of all county treasurer addresses can be found on page
50 of the 2010-11 Pennsylvania Hunting & Trapping Digest,
which is provided free to each license buyer. However, after
publication of the digest, it was discovered that the addresses
for the Adams, Lancaster and Montgomery county treasurers
had changed. The correct addresses are as follows: Adams
County Treasurer, 117 Baltimore St RM 101, Gettysburg PA
17325-2390; Lancaster County Treasurer, PO Box 1447,
Lancaster PA 17608-1447; and Montgomery County Treasurer,
PO Box 311, Norristown PA 19404-0311.
The county treasurer address page in the online version of
the digest, which can be accessed through the Game
Commission’s website (www.pgc.state.pa.us), has been updated
with the correct addresses.
Roe noted that hunters must use the official pink
envelopes, which are provided to each license buyer by the

“As county treasurers are set up with PALS, hunters will
be able to submit an application to any county treasurer,” Roe

Beginning Aug. 2, for WMUs 2B, 5C and 5D only, there is
no limit to the number of unsold antlerless deer license
applications an individual can submit until the allocations are
exhausted. This must be done by mail only, and there is a limit
of three applications per pink envelope.
Beginning Aug. 23, county treasurers will begin accepting
applications over-the-counter for WMUs 2B, 5C and 5D, and
may immediately issue antlerless deer licenses. Hunters may
apply over-the-counter to county treasurers for any other
WMU with antlerless license allocations on Oct. 4.
Roe noted that the Game Commission will continue to
accept online harvest reporting for antlered and antlerless
deer, as well as fall turkey, spring gobbler, bobcat, fisher and
Deer Management Assistance Program (DMAP) permits.
Postage-paid report cards still are available in the digest, but
the agency is encouraging hunters to report online to improve
accuracy of data entry, and to save on the cost of postage and
data entry.
“Reporting online also will ensure your harvest data will
not be lost in the mail,” Roe said.
Roe noted that antlerless deer licenses, as well as general
hunting licenses, still will need to be displayed by hunters. fb

The 4C’s Senior Citizens met June 22nd at noon at the
Richburg Firemen’s Clubhouse with 36 members and one guest

for the NYS Attorney General’s Office, who gave us safety tips
and a phone number for questions or to report suspicious
actions from a myriad of companies and scam artists with
notes of caution regarding such matters.
Especially important is protection of personal identifications
including credit cards, social security and bank account
numbers. Lila Forcier reported on the TRIAD meeting at the
jail which was about emergency preparations.
Our next trip will be August 18th to Erie, Pa., for a luncheon
and music by Gershwins performed live by local talent.

vigilant in their efforts to prevent these incidents and protect
their students. Providing greater access to vital information
and assistance for our school children and parents will go a
long way and work toward preventing school violence all
together.”
This bill reaffirms that bullying or discrimination
complaints may continue to be filed with the Division of
Human Rights. It would also ensure that effective strategies
are in place to address discrimination in schools by making it
clear that schools are subject to the Human Rights Laws. The
Division of Human Rights is well equipped to serve this
expanded role as it has accepted and investigated complaints
against public educational institutions alleging discrimination
in education for over twenty years.

Agenda, said: “The Pride Agenda applauds the Governor’s
efforts to protect students from discrimination. This measure
would create an important foundation on which to build to
ensure that no student is discriminated against or harassed
solely because of who they are.”
Ron Meier, New York Regional Director of the Anti-
Defamation League, said. “It is critically important for the law
in New York State to protect public school students from
discrimination. Governor Paterson’s bill would remove any
doubt caused by ambiguity in the current law, and ensure that
New York’s Division of Human Rights is an available forum for
those public schools students that feel they suffered from
discrimination. This proposal is clearly in the public’s best
interest, and we urge the State legislature to move quickly
toward its adoption.”
For twenty years, the Division of Human Rights has
applied the Human Rights Law to schools. Recently, in East
Meadow Union Free School District v. N.Y.S. Division of
Human Rights, the Appellate Division, Second Department,
held that Executive Law ß 296(4) does not provide the Division
with jurisdiction over public school districts. The Human
Rights Law’s purpose of ensuring every individual in the State
an adequate education cannot be achieved without holding
these public institutions accountable for discrimination.
Consistent with the broad principles and purposes of the
State’s Human Rights Law, this bill would specifically overturn
the East Meadow Union Free School District decision by
unambiguously providing that access to public schools without
unlawful discrimination is protected under the education
provisions of the Human Rights Law. This clarification of the
definition of covered entities will ensure that the education
provisions of the Human Rights Law fulfill the originally
intended purpose of the law.
Additionally, the Governor’s Program Bill would help
guarantee that those subjected to bullying who feel that school
officials are unwilling or unable to prevent such behavior, or
are uncomfortable reporting bulling to officials, will be able to
obtain the necessary information from a hotline to seek
assistance from the State. The State Education Department
already maintains this hotline through which students and
parents can seek assistance from the New York Center for
School Safety. This legislation would require that the hotline
number be publicly posted in every school in New York to
ensure students and parents have access to this important
assistance.
