Seal Air is used to prevent coal dust particles coming out of the pulverizer,secondly

the seal air is also used in rotary belt feeders to prevent the hot primary air from
entering bunker via feeder route which can cause fire,therefore as a rule seal air is
kept at a higher pressure as compared to the primary air.
There are usually two seal air fans as mentioned in the previous answers,one in
operation and another in standby.
Few plants where i worked,they required seal air to be kept at minimum of 2.5 Kpa
and above,below which the pulverizer would trip.

Seal Air fans are as name suggested to prevent pulverized Coal to enter into gear box and
they also stop dust particles (pulverized coal) to come out from mill joints and rollers. The
pressure of seal air is more than Primary Air header into the mills.
In 500 MW plants there are 2 seal air fans are provided, one in service and one stand by @
3.5 M level.

The rotating rollers in a Pulverizer (Bowl Mill) tend to create a low pressure region around
them. This may lead to air ingress or may cause coal dust (pulverized coal is like dust only)
to enter into gear box lubrication oil. To prevent this, Seal Air Fans (generally 2 in number
for a 210 MW unit) are installed at 0 m. level (ground level). These fans take cold Primary
Air from the cold PA line and supply this air to various sealing points of the Pulverizer.

SEAL AIR FAN MAINTAINS A POSITIVE DP BETWEEN THE INTERNALS AND THE
MILL CHAMBER. THE INTERNALS OF THE MILL CONTAINS GEARBOX AND
LUBRICATION SYSTEM WHICH SHOULD NOT GET CONTAMINATED BY THE COAL
DUST.
